We propose first of all the term epistemic closure for representing the necessary methodological limitations of scenario construction. Whenever a particular kind of epistemic closure becomes a habit within some field of scenario-making, we use the term conventional scenarios. The problem with conventional scenario-making is that its analysis of the future is restricted – it can only register the events and trends that its particular approach allows it to see. There is a risk of highly contingent developments, for which there is no preparation in society. Therefore, we want to emphasize the importance of constructing unconventional scenarios, that is, scenarios that are not based on conventional epistemic closure. Our second argument concerns the wide range of variance in future development. Social evolution includes events and developmental trajectories that are impossible to discern with any approach that represents development in a linear fashion. Most scenarios consider the past to be a model for the future, in which existing trends are projected into the future. We call these scenarios trend-based. Other scenarios – called Event-based scenarios – acknowledge that the future is contingent in relation to our knowledge, and focus more on the fact that the pattern of change can change. To illustrate our methodological arguments, a small case study on the future of aquaculture in the archipelago of southwestern Finland is included in the text. The bio-economic model of an optimal fishery provides the basis for econometric analysis. The rate of profit return in each region was regressed on the corresponding real interest rate and the marginal stock effect. Evidence is found for the existence of optimal fishery. In general the half-life value of each region’s rate of profit return is trending towards its mean value. The results can be divided into fishing, aquaculture, processing, wholesale and retail trade, i.e. to the whole production-processing-commerce chain. In February 2000, the confidence towards coming 12 months in the Finnish fishery enterprises was encouraged. The only sector that had deteriorated during the past year was fishing, however the outlook of fishing for the coming year was more promising. The results are based on a sample of about 300 enterprises representing a survey population of about 1070 fishery enterprises. The reliability of the results is discussed. This deplorable situation is due to a certain number of problems which include s among others, the relative biogenic poverty of African waters, the exploitation of African waters by foreign vessels, the total lack of catches effected by the African vessels out of their regional boundaries, the lack of knowledge on the mastering of commercialisation and on veritable commercial politics of fisheries products, including quality assurance. In addition to this, the almost inexistence of the aquaculture in the sub-Saharan countries. This paper analyses the African fisheries in the whole continent and presents the general characters, notably its evolution, fisheries resources, valorisation and consumption of fisheries products. The global analysis made here accords a priority to markets as well as to the framework of contribution of these products and tries, at the end of the 20th century, to present some trends. Facing the globalisation phenomena, how will African fisheries producers be challenged in the new millennium? The export of aquatic products to Japan reached more than 700,000 ton and $ 3 billion in 2007. The influence to the export market caused by the sweeping economic crisis will affect the benefits of the export enterprises of China. The trade complementary index shows great potential of aquatic products trade between China and Japan. However, under the circumstances of economic crisis, to set up limits of import would be the prior choice of the trade policy by Japan. The paper analyses the trade economic efficiency (TEE ) of the export aquatic products to Japan in detail. TEE is an index to reflect the export situation of one country from the economic point of view by the trend of trade price change. If TEE>1, then the trade (either export or import) of the interested country is more efficient than the average level of the world market. If TEE<1, the situation is the opposition. We choose the species which export quantity exceeds 1000 ton to analyze and find out that the TEE of only 10 species is more than 1, which refers to more efficient. The number doesn_t reach 1/3 of the sample. The TEE of some species is even not as much as 0.6. Moreover, the paper points out that the limits set up to the aquatic products of China under the economic crises by Japan will be different from those of before. According to the dual characteristics of technical trade measure, the limits set up can be based on market failure as well as on economic benefit. The purpose of former is to protect the consumers. In the latter condition, the benefit of producers is considered. The limits set up this time would be based on the economic benefits in order to protect the benefit of domestic producers. Therefore, the export of aquatic products of China may encounter dual difficulties. Not only will the TEE of export be worse, but also will the export scale be declined. Accordingly, the government should take more effective measures to improve the export environment in order to help the enterprises to get through the trouble. This design is dynamic and ensures that the fishery is well sampled. Examination of the data collected shows considerable internal integrity in the data and provides confidence that the information is reliable. The second innovation is the use of experimental increases in TAC (Total Allowable Catch) levels to obtain information on fish stocks which have low information availability. These increases in allowable catch are coupled with monitoring programmes to follow stock abundance trends under higher levels of removals. Both the NZ government and the NZ fishing industry are supportive of this programme as it is an effective way to obtain fish stock information when research opportunities are limited. Specifically described are methodological considerations used in determining how and why a much larger number of potential indicators considered during project planning and initial baseline data gathering processes were winnowed down to the final key economic and social indicators. These considerations included the public availability of data, data accuracy, confidentiality, geographic coverage, and replicability, among others. In this context, community-based fisheries co-management (CBFCM) has been attracting much attention in recent years as an artisanal fisheries management method. There are two reasons for the high expectations of CBFCM. (1) While various fisheries management methods, ranging from top-down methods to bottom-up methods, have been tried, positive results have only been achieved at those fishing villages where the community has taken the initiative. (2) When fisheries management receives the support of the administration and a research organization instead of leaving everything to the community, the willingness of fishermen to participate gains momentum. At the same time, management activities can be based on sound science. One successful example of the introduction of CBFCM is the recovery of octopus resources at Nianing and neighboring fishing villages. Here, local communities have established a closed season to protect octopuses during their spawning season and are using octopus pots for spawning to restore the resources. At the same time, such income generating activities as commercialization, chicken farming and fuel supply service are being practiced to compensate for any immediate economic loss of fisheries management. Meanwhile, the administration has enacted a prefectural ordinance and a research institute has been conducting participatory research to assist the community-led activities. The practice of CBFCM originally began in Nianing in 2004, spreading to seven fishing villages by 2007. The mean octopus catch per boat per day was as low as 20 kg from 2004 to 2006 but had increased to 40 kg in 2007, considerably boosting the income of local fishermen. Because of this, there is an increasing interest in CBFCM among Senegalese fishermen throughout the country, while the morale of those already practicing it is high. In this paper, CBFCM in Senegal is explained, followed by a review of several important points for the planning and implementation of CBFCM. A strategy to extend CBFCM throughout Senegal is also discussed. In these recent trends, small-scale fish farmers, especially in developing countries and countries in transition, have encountered difficulties in meeting such requirements. On the other hand, although traceability is one of the latest issue in food trade market, there are still different requirements (and definition) in different country and organization. This paper conducts questionnaire surveys and in-depth interviews, and examines the traceability system and supply chain system of the farmed fish industry. Otherwise, In order to reach the spirit of "traceability ", we also take Taiwan seafood industry as an example to show that how traceability and food safety conform the production responsibility, the independent management, food security. Empirical results show that with sustainability, traceability and food safety as the core components, there is a critical need for countries within the region (e.g. Asia) to forge international collaboration, harmonization and transborder policies to develop standards and mechanisms for HACCP, GAP/GHP/GMP, and/or traceability implementation. These standards must not only be accessible to large commercial/industrial production, but must also be beneficial to small-scale fish farmers. To examine this problem, we develop a formal analytical framework for the study of market interactions between a limited-entry fishery and an aquaculture sector. We adapt the model of regulated open-access developed by Homans and Wilen to examine the implications of aquaculture development on the actions of fishermen and the regulatory sector in a restricted-access setting. Results indicate that the emergence of a low-cost aquaculture sector brings about important structural changes in the restricted-access fishery, rendering limited-entry regulations irrelevant as participation rates decline due to the falling prices. An important implication is that, despite the limited-entry constraint, the fishery moves to an institutional arrangement closer to regulated open access, with resource rents drastically reduced. Model predictions are compared with the empirical evidence available from the Bristol Bay sockeye fishery. The advantages of cooperative management relative to the current competitive structure of the fishery are highlighted. US scallop landings increased from 5 million mt in 1998 to 30 mill mt in 2004, remaining around that peak until 2012. Both processing industries had to adjust: groundfish processors had to find new sources of fresh groundfish and other products to fill customers’ orders and scallop processors had to find new customers to buy its surplus product. This study used interviews with processors and data on landings, imports and exports to examine the marketing strategies of these processing industries to adjust to trends in landings and to evaluate their success within the confines the US Magnuson-Stevens Act. After imported whole groundfish from Canada were eliminated as substitutes for local landings, groundfish processors increased diversification of products as substitute for fresh groundfish to fill their customers’ orders, scouring the world for products such as Pacific cod, other groundfish, and some pelagic species. They also skipped the wholesale market to sell direct to retailers and restaurants. Not all succeeded, processing plants declined by almost half since 1990. Scallop processors successfully developed new markets for scallops, through exports and IQF packing for restaurants. The doubling of ex-vessel scallop prices, adjusted for inflation, since 2000 shows their success, which also supports processors’ claims that steady increasing supply improves product sales. We use the absolute and relative Theil indices of disproportionality to examine changes in geographic concentration of landings in this fishery from 1996-2013. During this time, the scallop stock was rebuilt from an overfished condition, large areas of the ocean were closed to fishing, portions of those areas were re-opened to scallop fishing, and a formal rotational management program was put into place. The relative Theil index shows that the geographic distribution of sea scallop landings has grown increasingly similar to the geographic distribution of other federally managed fisheries during this time period, although there were 3 brief reversals of this trend. The absolute Theil indicates that the geographic distribution of landings was characterized by a relatively stable period through 1999, a period of accelerating divergence from the 1996 baseline, abrupt reversion to a new steady state from 2007-2012, and another abrupt change in 2013. The BSAI also hosts a commercial halibut fishery with 2013 landings of 3,500 tons and revenues of $41.5 million. Downward trends in halibut biomass combined with continued bycatch mortality in the groundfish fishery pushed the commercial harvests down to 2,000 tons in 2014, with lower harvest limits expected in 2015. Halibut bycatch mortality in the groundfish fisheries have exceeded commercial halibut harvests since 2012, and barring significant changes, bycatch will continue to exceed commercial harvests. An Iterated Multi-year Simulation (IMS) model was developed to assess future impacts to both the groundfish and commercial halibut fisheries of proposed reductions of up to 35 percent from current NMFS limits on bycatch mortality, established in the groundfish management plan. The IMS-model randomly selects from the basis years (2008 – 2013) to generate a simulated future from 2014 – 2023, in which the exploitable halibut biomass is held at 2014 estimates. Each randomly drawn year brings with it the halibut bycatch from that year, along with the groundfish harvests and revenue generated.
