Year: 2001 The marine environment is experiencing increased human-induced stress, compounded by natural and human-induced (global warming) climatic changes. “Freedom of the sea” is no longer a viable option as marine resources become increasingly scarce. Both fishermen and managers must work cooperatively and diligently to monitor the existing limited resources. In order to effectively monitor a fishery, managers need to quantify how much is removed from the sea. Observer programs are the best way to achieve this objective and without them, managers are operating on guesswork. Observer data is used throughout the globe by conservation groups, international agencies, economists, and a wide array of scientists. Almost all of the catch values from commercial fishing vessels cited in publications by these institutions originate from observer program data. Self-reporting of catch data has proven to be inaccurate and ineffective in monitoring stocks. This is because most fishermen are concentrating on commercially valuable species, boat maintenance and compliance to those regulations that are easily and most often checked by enforcement officials. There is a prevailing naivety throughout societies regarding the true cost of eating fish. This must be addressed by fisheries economists so that vital monitoring systems don't fall by the wayside. In Year 3, we are collaborating with NMFS to develop an EM project in fishing year (FY) 2015 that will continue to test proof of concept for a fully operational system in FY 2016 that would replace sector at-sea monitors (ASMs). The groundfish fleet may have to fund ASMs as early as FY2015, and there is a need for a more cost-effective alternative to human observers. This project has been designed with the industry cost-limitations in mind, and depending on the ultimate program requirements for EM, may prove some cost savings to fishermen, but what are the trade-offs? Real time monitoring of the fishery could allow effort to be expanded or decreased in accordance with a set of performance indicators. The potential for using real time performance indicators in the Australian northern prawn fishery is examined in this paper using a stochastic optimal control model of the fishery. The results indicate that the benefits of using real time performance monitoring to control fishery access may be limited. However, this result may depend critically on the relationship between surviving stocks and future recruits to the fishery. This paper addresses this neglected issue of resource management through a case study of the trawler fishery in the state of Kedah in Peninsular Malaysia. In the Kedah trawl fishery, skipper characteristics other than ethnicity did not significantly affect technical efficiency and skipper skill. Hence, there does not appear to be any readily observable characteristics pertaining to skipper skill to monitor and regulate. This finding militates against regulating skipper skill to control expansions in fishing capacity that can happen under license limitation. The results indicate that a skipper training program for the least efficient skippers may be called for to meet the objectives of equity and fairness as expressed in the New Economic Policy and its successor, the New Development Plan. Such a training program would also be consistent with one of the initial aims of the license limitation program, which was to promote equity among all ethnic groups in Malaysian society. Total expenditures on the fisheries sector have been much higher in the past; in 1990-91 subsidies were more than 20 percent of the catch value but were down to approximately two percent in 1996-99. Industry clusters are groups of competing, collaborating and interdependent businesses working in a common industry and concentrated in a geographic region. This research examines a cluster establishment for Iranian fisheries and aquaculture in the south. More generally, we question the paradigm of sustainable self-regulated small-scale fisheries. Finally, with references to several worldwide case studies and ecosystems we provide a description of the diversity of small scale fisheries, of the frameworks used to represent them, and of associated sets of relevant indicators used in monitoring and management programs. This presentation may be a first step toward a revisited pluri-disciplinary research framework for small-scale fisheries. This could be based on a research network built in order to produce and mobilize knowledge from a more comprehensive set of small-scale fisheries case studies. Non-participants learnt of aquaculture from neighbors or mass media. Total production from ponds in the project area in 1998 was 4.2 times greater than in 1990. Without that project, production would probably have gradually increased 2.8 times. Local fish markets were surveyed in 1991 and 1999. The volume of fish traded increased 8 times. Carp from local ponds now dominate trade. Consequently the real price of carp has fallen, while that of indigenous fish has increased. Detailed participatory monitoring revealed much higher fish consumption than recall data. Due to the recognition of positive impact to fishery resources enhancement by artificial reefs (ARs) deployment, Taiwanese government has started deploying ARs as a measure to improve the environment of fishing grounds since 1974. At present, there are 88 ARs deployment areas that have been established in Taiwan, which account for more than 180,000 sets of fishing grounds. However, fisheries enhancement is not the unique purpose of ARs deployment, it also include marine ecotourism as well as protection or restoration of certain habitats. Due to the nature of public goods, this results in dispute about cost and effectiveness of ARs deployment. This study analyzed the experience of Taiwan throughout the four decades of ARs deployment, and examined the value of ARs and the mechanism of self governance. A questionnaire was designed to explore the perception on ARs of different stakeholders, and results show a certain level of achieving fisheries enhancement objectives. Increased incidences of conflicts upon territories of ARs fishing grounds among stakeholders were observed. It also implied that cooperatives of fishermen associations and community are essential in the management stage of planning ARs deployment. Based on Taiwanese experience, effective ARs should take into account all variables including reef design, site selection, depth, materials etc. It is also recommended that in the process of ARs deployment, one can not take the current economic benefit as the only criterion; decision-makers should also consider the impacts on the natural environment, the efficient use of resources, as well as humanities and social aspects. Due to the recognition of positive impact to fishery resources enhancement by artificial reefs (ARs) deployment, Taiwanese government has started deploying ARs as a measure to improve the environment of fishing grounds since 1974. At present, there are 88 ARs deployment areas that have been established in Taiwan, which account for more than 180,000 sets of fishing grounds. However, fisheries enhancement is not the unique purpose of ARs deployment, it also include marine ecotourism as well as protection or restoration of certain habitats. Due to the nature of public goods, this results in dispute about cost and effectiveness of ARs deployment. Due to reduced exvessel value, fishermen discard gray meats, and if possible, move to different fishing areas. Scallop biomass in Iceland dropped from 80% in 1999 to 10% in 2005 due to discards, natural mortality and recruitment failure attributed to gray meat infestation. Initial interviews with U.S. fishermen on the locations of gray meat outbreaks and daily monitoring of the scallop auction reveal that the condition persists in Georges Bank and the range of the infection appears to be large and increasing. This paper reports the spatial and temporal location of gray meats, and oceanographic conditions associated with gray meat infestations in the U.S. We also report the effects of gray meats on scallop exvessel price at the Whaling City Seafood Display Auction. We also examine the loss of biomass of scallops in the 2012 access fishery in Closed Area 1 due to gray meat infestation and discards of gray meat scallops, which led to the early closing of the access fishery after only about one half of allowed scallop trips had been taken. During this access fishery, the scallop biomass declined from 28 million pounds according to the SMAST video survey in 2011 to less than 10 million pounds in 2013. This potential for a new bivalve market, combined with the twenty-five-year absence of the industry and dearth of literature on the novel use of fishponds for the purpose of oyster farming, provide opportunity for an assessment of economic feasibility of raw oyster production in the state. The State Shellfish Sanitation Plan also differs from those in other states in ways that entail economic costs. For example, in most cases depuration utilizing artificial seawater will be required. In order to address the return to risk, capital, and management, a cost-benefit analysis was conducted with data collected from Hawai`i’s only certified oyster farm. Results show that net return is near the breakeven point, and is highly dependent on the optimal levels of three key variables: oyster mortality rate, market price, and quantity of seed planted. These species have different behavioral properties: sea scallops are sessile; yellowtail flounder are demersal with limited but unknown range. Herring and mackerel are pelagic species with wide spatial and temporal ranges; river herring are anadromous. Management actions also differed between the two fisheries. The sea scallop closed area fisheries were limited in time and space with hard quotas for each species. The herring and mackerel fishery was limited in large scale areas by hard quotas, without quotas for river herring. Fishermen were motivated to avoid river herring by strong conservation pressure, river herring are listed as a species of concern and under review for endangered species by the U.S. agencies, which designation would effectively close the Atlantic herring fishery. In the scallop fisheries, we mapped and updated densities for target and bycatch stocks through real-time monitoring and communicated hotspots with captains at sea. In the herring and mackerel fishery we identified densities through port sampling and communicated hotspots to captains at sea. We also reported environmental factors of river herring density such as depth to captains. Percent participation exceeded 75% in each fisheries with evidence of avoidance behavior in both fisheries. Yellowtail bycatch was sharply reduced in the scallop closed area fisheries with some reduction of river herring bycatch in the herring and mackerel fisheries. These species have different behavioral properties: sea scallops are sessile; yellowtail flounder are demersal with limited but unknown range. Herring and mackerel are pelagic species with wide spatial and temporal ranges; river herring are anadromous. Management actions also differed between the two fisheries. The sea scallop closed area fisheries were limited in time and space with hard quotas for each species. The herring and mackerel fishery was limited in large scale areas by hard quotas, without quotas for river herring. Fishermen were motivated to avoid river herring by strong conservation pressure, river herring are listed as a species of concern and under review for endangered species by the U.S. agencies, which designation would effectively close the Atlantic herring fishery. In the scallop fisheries, we mapped and updated densities for target and bycatch stocks through real-time monitoring and communicated hotspots with captains at sea. In the herring and mackerel fishery we identified densities through port sampling and communicated hotspots to captains at sea. We also reported environmental factors of river herring density such as depth to captains. Percent participation exceeded 75% in each fisheries with evidence of avoidance behavior in both fisheries.
