A technological-engineering definition is the maximum output per unit of time provided variable inputs are unrestricted. Although cost data to support an economic measurement of capacity in fisheries are not routinely available, data are typically available to support the technologicalengineering measure of capacity. Our paper provides an assessment of the technological-engineering concept of capacity in the New England multispecies otter trawl fishing fleet. Based on Färe et al. (1994), we calculate capacity using Data Envelopment Analysis (DEA), a non-parametric technique which utilizes linear programming methods to evaluate the performance of individual firms. DEA is ideally suited to assess capacity in fisheries because it easily accommodates multiple output-multiple input technologies. The New England otter trawl fleet was used as a study fleet because it has a multi-product nature, and is comprised of a wide variety of vessel types and sizes. Even where barriers to entry exist in a fishery, such as exclusive economic zones (EEZs), permit moratoriums, or transferable licenses, fishermen who participate in the fishery retain a market incentive to race for the fish since no property rights exist for the in situ marine resource; i.e., the fish-in-the-sea. While the adverse effects of excessive capacity levels have become too obvious and severe to ignore,2 they can be corrected. With economically rational fisheries management, fishermen behave as if a private property right exists for the in situ marine resource. This creates a market incentive for fishermen to conserve the fish stock by divesting capital and other factor inputs needed to harvest fish until the yield from the fishery corresponds to MEY, the fish stock is conserved, and excess capacity in the fishery is eliminated. Achieving this objective is a matter of great debate. Without an unbiased and objective capacity measurement metric, the success or failure of regulations designed to reduce capacity cannot be accurately assessed. We extend one approach to measuring capacity of a firm to the case of an industry. Based on extensions of this specification, existing capacities are no longer fixed, but may be scaled up or down at will subject to a constant returns to scale technology. This allows for exploring plausible medium-term technological configurations at the industry level. The degree of capital utilization can be seen as a measure of whether firms should invest or disinvest in their capital assets. Capital utilization also measures to which extent idle and excess capacity is present in a firm. Differences in capital utilization mainly depend on the degree in which a firm can adjust fixed capital in the short run. It therefore should be a key economic parameter to evaluate the performance of a sector. We measured the physical capital utilization for the Dutch beam trawl and demersal fleet for 2005 and decomposed the capacity utilization into technical efficiency, economic capital utilization and optimal capacity idleness. Furthermore we illustrated how the economic capacity measure can be used to predict investment decisions in the fleet. Results show that economic capital utilization inefficiency is on average 13%, which indicates that landings could have been 13% higher then they were if the fleet operated 100% efficiently. About 1% of the capacity utilization inefficiency is caused by idle/excess capacity. This very low percentage indicates that there are few indivisibilities in the input for the Dutch beam trawl and demersal fleet. Based on short term profit maximization it is clear that it is optimal to make as much use of the available capital as possible. The remaining 12% can be attributed to economic capacity inefficiency and technical inefficiency in the fleet. The economic costs entailed by this excess capacity are discussed in the paper. Hence we adapt the Gordon-Schaefer model with constant carrying capacity by incorporating time-dependent carrying capacity that determines the state of habitats. They are subject to some biological processes (habitat rehabilitation) as well as to human aggressions (in particular habitat degradation due to fishing). Based on the developed model, we reassess the recommendations considered as a benchmark for resource managers until recently. Under simple hypotheses on the form of habitat (carrying capacity) dynamics, the current study has shown the importance of the latter for the design of management tools. When dynamic patterns of habitats are not taken into account, fishery recommendations based on Gordon-Schaefer model can be aberrant and lead to the collapse of the fishery. The presented model allows not only to enrich the design of management tools but also to assess the performance of artificial reefs, a promising ecosystem-based tool widely used in some coastal areas. The economic benefits of artificial reefs are still not well studied and represent a challenge to take up. Since artificial reefs are conceived as replacement for natural habitats, they assume the same role as these latter. In this paper we propose a framework that explains the investment strategy behind fishing vessel renewal. The hypothesis that cash flow and profitability impact the decision on when to replace an old vessel with a new is tested by studying the pattern of renewal of Norwegian bottom trawlers in a closed fishery. Results suggest that the decision of renewal is taken on rising quota, just before it peaks. Due to long planning and construction time new vessels are operational under conditions very different than predicted. The study examined the involvement of children in artisanal fisheries in Ondo State, Nigeria. Simple random sampling procedure was used to select 90 children aged 9-18 years who were involved in artisanal fishing activities. Descriptive statistics were used to present the data gathered for the study. Pearson Product Moment Correlation and the Chi-Square analysis were used to test the study hypotheses at the 0.05 level of significance. Respondents were mostly males (70%) with mean age of 15 ± 2 years. Fishing experience for two-thirds was over 7 years. Major economic activities engaged in by children were fishing (100.0%) and fish marketing (97.8%). All respondents fished more on rivers, lakes, creeks and canals with friends mostly in the mornings (70.0%) between 4-5am (43.3%). Mean daily catch per caput per day amounted in monetary terms to N317. Income increased significantly with age of children (r = 0.27, p< 0.05). Respondents’ major constraint was lack of capital to purchase nets and boats of their own (97.8%). Sustainable involvement of children in artisanal fisheries can help alleviate poverty as the children remitted their incomes to their parents for food, school fees or other school needs. Children’s capacity for production can be boosted through capacity building and greater access to fishing equipment and capital assets used in fishing. Scholarship programmes should be put in place to encourage children who do well at both school and fishing to further develop the quality of future manpower available for fishing in the coastal areas. Mechanisms are needed to ensure that the capacity of European fishing fleets remain proportionate to available fish stocks. To that end, the European Commission developed “Guidelines for an improved analysis of the balance between fishing capacity and fishing opportunities”, which specify a minimum set of fleet-based technical, biological, economic, and social indicators that purportedly measure the balance between fishing fleets and fish resources. A bioeconomic simulation model was developed to assist in the evaluation of some of these balance indicators. The model is age-structured, like standard single-species stock assessment models, but accommodates multiple independent fish stocks that are harvested by multiple independent fishing fleets. The fish stocks occupy multiple spatial regions with diffusion of fish between regions. The fishing fleets choose where and how to fish based on anticipated profits. Randomness is included in the simulated system in the annual fish recruitments and their spatial distribution. The model was used to generate a series of balance indicators that were then compared against the true conditions in the simulated fisheries to evaluate whether the indicators provide accurate signals of system status. The simulations showed that randomness in recruitment propagates directly into randomness in the balance indicators implying that it will be difficult to detect meaningful signals from any short time series of balance indicator values. In an effort to analyse the financial risks of the mussel farming in Greece, we examined the profitability of the different farm sizes (1 to 4 ha) under the present situation of the local market and the modern production practices. Assuming that a farm works at a reasonable 80 % of its annual capacity and uses the widely accepted long-line technique, it was demonstrated that a farm size less than 2 ha is not viable economically. Moreover, the cost of the new establishments and the modernization of the existing ones is affordable only if larger enterprise structures are adopted. Consequently, the past EU and/or public support (up to 45% of the total cost of the fixed assets) has been critical for the development of the industry. Taking in account that the majority of the Greek mussel farms are rather small (1-2 ha), we concluded that for financial sustainability the sector needs to be restructured and be organised in larger schemes, such as those of producers organisations or co-operatives, in order to benefit from scale economics and attract better funding. This paper explores the consequences of such constraints by imposing the non-linear dynamic model developed previously by Rosser (2000). The study was empirically tested in one the Indonesian LRFF fishery in South Sulawesi and the results show that the non-convexity as seen from the backward bending supply curve will result in unsustainable management of the fishery which lead to poverty and ecosystem catastrophic in the coastal area if no serious actions are taken. We use the viability approach and more specifically the viability kernel to handle such a feasibility problem. We show that the capacity for the manager to set viable management strategies based on fixing Total Allowable Catch (TAC) limits simultaneously depends on the degree of heterogeneity of users in the fishery, the current value of the stock and its dynamic features. To quantify this, we also compute the maximal number of active (viable) agents for a given set of agents and a given stock. It is shown how this number decreases with heterogeneity of involved agents while it increases with the stock. A numerical example illustrates the whole results.
