Using conditional logit and latent class models, welfare measures were calculated for management actions related to each species; additionally, the impact of species’ characteristics, the protection program costs, and the demographic characteristics of the survey respondents were addressed. Part of the risk assessment process involves an analysis of historic takes (bycatch) of ESA-listed species relative to fishing effort. Sample bycatch per unit of effort (BPUE) ratios are used to gauge the take risk to ESA-listed species posed by future fishing effort. The rare-event nature of protected species takes complicates the interpretation of sample BPUE ratios. For illustration, a total of 23 leatherback turtles were incidentally taken by fishermen in the California-Oregon drift gillnet fishery from the 1990 through 2006 fishing seasons in 7733 sets of fishing effort, with from 0 to 5 leatherback takes per season over the entire period. Should one conclude the incidental take risk was significantly higher during the season with 5 leatherback turtle takes than in seasons with 0 takes? To address this and related inference problems, we specify a state space model which describes the pattern of observed takes as a Poisson process conditional on the level of fishing effort. A time-varying Poisson rate parameter, expressed as BPUE, measures the time-varying level of take risk. A Kalman filter for Poisson processes is used to estimate the intertemporal variation in take risk from California-Oregon drift gillnet fishery observer data. A key question regards attributing the observed pattern of takes to randomness which drives fluctuations in observed takes versus intertemporal variation in the level of take risk. Despite the difficulty to obtain information from the private and public sector about the aquaculture insurance claims, the analysis of insurance data is necessary to develop a risk management strategy of the industry. The aim of the present work is to identify the major risks affecting the seabass/seabream aquaculture by examining qualitative and quantitative insurance claims from the early developmental stage (mid-80s) up to the maturation of the Greek sector (2000). A risk assessment based on scenario quantification and Monte Carlo Simulation with the ZHA WORKS 4.2 QUANT software is used to reveal percentile statistics of 1 Year/Worst out of x Years aggregate loss and thus to "harden" the basis for decision taking. The use of the past insurance experience provides forecasting trends for risk avoidance in the future and contributes to a strategy development for the sustainability of the sector. Without an adequate understanding of the interrelationships between ecosystem components, including the human dimension, scientific management becomes intuition-based management, which is often counterproductive to achieving desired goals and objectives. A computer simulation model is developed for multiple species, resource areas, stocks, and cohorts. To explicitly incorporate ecosystem effects predator-prey and competitor relationships are constructed to interpret interactions between different species of fish. Fishing fleet dynamics are captured by modeling multiple vessel classes based on specifications for catchability and concentration profiles. Additional uncertainty is included through the effects of market supply and demand on price for different discount rates. Economic impacts are also estimated for each point in time as biological and market conditions change. This simulation model results are then compared to determine if the management objective of maximization of net benefits subject to the fish stock conservation goal are achievable in an ecosystem context while also considering impacts on jobs, income, and sales. Insights from this simulation of an ecosystem should provide information on the needed research required for the ecosystem approach to fisheries management to be successful in achieving its multiple objectives. Under the reauthorized Magnuson-Stevens Act (MSRA), US fisheries management councils must specify an annual catch limit (ACL) for each managed species and institute accountability measures (AMs) to ensure that actual harvest will not cause the stock to be overfished. While the details of implementation are still being developed, a set of Proposed Guidelines for performing ACL analysis has been developed. The purpose of this paper is to provide a preliminary assessment of these guidelines. The MSRA specifies two principles to be used as a framework for determining how Councils can comply with the ACL and AM measures. Both deal with uncertainty in the overall fisheries management process. The first is the separation between science and policy in setting the upper level on allowable harvests. The second is the requirement to take strong management actions to ensure that, given real world enforcement issues, the actual harvest in any year does not surpass the allowable harvest level. The procedure for applying the principles is quite complex and it goes beyond a strict interpretation of the written language in the law. However, it is consistent with current procedures and with commonly accepted principles in fisheries management policy. The Proposed Guidelines suggest that a distinction be made between scientific and implementation uncertainty. While the distinction may follow from the two principles, a preliminary look at the logical process of developing the required control rules for specifying Acceptable Biological Catch and Annual Catch Targets raises questions about the usefulness of this distinction in actual policy analysis. The analytical framework developed by Raakjær Nielsen (1998) and Raakjær Nielsen and Vedsmand (1999) has been used. The research has focused on three Danish fisheries: the cod fishery in the Baltic Sea, the demersal and Nephrops fishery in Kattegat and the fishery for non-human consumption species in the North Sea. The research is based on interviews with 56 fishers and a mail survey covering all vessels in the three selected fisheries. The research has focused on three Danish fisheries: the cod fishery in the Baltic Sea, the demersal and Nephrops fishery in Kattegat and the fishery for non-human consumption species in the North Sea. The research is based on interviews with 56 fishers and a mail survey covering all vessels in the three selected fisheries. The sustainable yield function may easily be discontinuous in the sense that sustained fishing effort beyond a certain critical level will lead to a discrete fall in yield to zero, i.e., a collapse of the fishery. The corresponding sustainable yield curve then has a gap at the critical fishing effort level. Clearly, the existence of such a gap has major implications for fisheries policy. It has long been recognized that depensatory biomass growth generally leads to discontinuous sustainable yield curves. What appears to be less well understood is that with fully compensatory biomass growth, fish schooling (patchy distribution of fish over the fishing grounds) generally leads to the same result. Since schooling behaviour is typical of most species of fish ― only the degree of schooling varies ― discontinuous sustainable yield functions tend to be the rule rather than the exception. This paper considers with these issues. It shows how schooling behaviour leads to discontinuities in the sustainable yield function. It explores the corresponding dynamics of the fish stock and the implications for the risk of stock collapses and fisheries policies designed to avoid them. Thus, there is a risk that the anticipated benefits from aquaculture may come at the expense of increased pressure on coastal ecosystem services, thus jeopardizing coastal people’s food security and livelihoods. Further, intensification may also indirectly increase the dependence on marine ecosystems through usage of fish resources as feeds. The practice of intensive farming of fish and crustaceans is characterised by inputs of high quality resources and energy and release of effluents. The industry continues to improve performance through research on food development and system designs, and recent initiative, the “Aquaculture dialogue”, attempts to identify sustainability criteria for a selection of cultured species. In addition FAO have recently moved beyond their earlier established “code of conducts” and are now developing a broader systematic perspective on aquaculture, i.e. “Ecosystem approach to aquaculture”. This presentation will discuss how aquaculture may impact on social-ecological resilience, more broadly and also in connection to coastal aquaculture development, and specifically considers the intensification of production methods. To date, many questions regarding the economic feasibility of offshore aquaculture, and in particular offshore bluefin tuna farming in the United States, remain unanswered. This research assesses the economic feasibility of an offshore bluefin tuna aquaculture industry located on the East Coast of the US by developing a dynamic stochastic adaptive bioeconomic model of such an offshore enterprise. The bioeconomic model incorporates the biological constraints of the species, the interaction of relevant economic parameters and constraints, and stochastic sources of risk, to solve for the profit maximizing behavior of a farmed bluefin tuna producer. This research identifies the optimal harvest schedule for an offshore bluefin tuna farming facility that maximizes the net present value of the operation under a variety of economic, biological and regulatory conditions. Economic feasibility is analyzed using profitability indicators including net present value (NPV) and internal rate of return (IRR). This research is relevant given the continued expansion of bluefin tuna aquaculture globally, the increasing demand for high-quality bluefin tuna, and the uncertainty regarding the economic feasibility of an offshore bluefin tuna aquaculture industry in the United States.
