Meanwhile it is considered as activities which specify general development strategies of a nation, sector or even a specific field; it also is the basis for developing and implementing development projects (Huong, 2005). Therefore, it is essential to recognize the challenges, opportunities and solutions in enhancing the planning capacity. Vietnamese Fisheries managers and other stakeholders have been facing a number of challenges. Being an efficient fishery planner requires a broad-spectrum knowledge and skills which have been changing and updating quickly in the modern dynamic world. The second issue is why and how to corporate in planning process. Other challenge is how to solve various conflicts (related to economics, social and environment value). Financial and other regulations are also major issues impacting on the quality of planning. Opportunities of innovations for planners, however, have been being more available and they need to be recognized and applied effectively. These opportunities occur since there has been development in Economy, Education, Technology, and the chances of joining the global market. To enhance the capacity of fisheries planning, a package of effective solutions should be considered. They mainly are of upgrading the regulation and awareness (related to supply of data, updating knowledge, evaluation and monitoring of planning process&); considering in more suitable way to organize, to develop and implement planning process. (Combination of top-down as well as bottom-top approach planning, corporation&); identify goals and strategies to educate or train planners at different levels. Investment strategy is a good indicator on the direction companies are headed in terms of capacity, onboard production, and the financial risks they are willing to take. However, the success of an investment does not only depend on company decision and timing, but also how companies tackle unpredicted changes in the competitive environment. Cash flow rise and fall with the quota. Accordingly, successful investment strategies in such settings are often linked to timing and capacity decisions. In this paper we propose a framework that explains the investment strategy behind fishing vessel renewal. The hypothesis that cash flow and profitability impact the decision on when to replace an old vessel with a new is tested by studying the pattern of renewal of Norwegian bottom trawlers in a closed fishery. Results suggest that the decision of renewal is taken on rising quota, just before it peaks. Due to long planning and construction time new vessels are operational under conditions very different than predicted. Declining quota and revenues provides challenging conditions, especially for companies building new vessels. However, companies building new vessels have better economic performance than companies not renewing. And vessels being renewed have more fishing licenses than other vessels. An important observation is that the ITQ system has prolonged renewal, as companies buy licenses rather than new vessels. On rising quotas, owners of fully licensed vessels renew 25% of the Norwegian fleet in 2012-2014. The goal is to model fishermen’s expectations and likely responses to the government initiated transition to a sustainable fishery. The question the paper aims to answer is: to what degree anticipation of policy change may be delaying the fleet restructuring process. The investigated setting includes direct intervention in the form of a time‐limited buyback program and two scenarios regarding future regulations. In the first, the fishery continues under Individual Vessel Quotas (IVQs). In the second scenario, introduction of Individual Transferable Quotas (ITQs) is expected in the near future. Under a rationality assumption, the exit decision depends on the expected sum of discounted profits in comparison with the single buyback payment. The profits in turn depend on expectations regarding the form of the quota that may become a valuable asset in the future. The paper uses a restricted profit function approach. The advantage of the developed model is its flexibility with respect to the multispecies and multigear character of the fishing industry. An application is provided for the Polish trawler fleet targeting primarily cod. These factors include aquaculturists‟ perceptions of market conditions; regulatory climate; property rights; government leadership; and the comparative advantages of U.S. aquaculture, as well as the demographic characteristics of aquaculturists and their farms. Primary data were collected via an original online survey. Both multinomial probit and probit models identify the factors affecting aquaculturists‟ intended actions to expand abroad. The results indicate that large-scale, non-shellfish (e.g., finfish, salmon, or shrimp), less-educated, marine aquaculturists with high expectations about seafood demand during the next three years; who think U.S. permit and environmental regulations are strict; that aquaculture leases should be transferable; and that the U.S.A. has comparative advantages in skilled labor availability and access to the domestic markets, are more likely to expand their operations abroad. The results provide guidance for U.S. policy makers to help retain aquaculture entrepreneurs and investors domestically.
