Of particular concern is that economic incentives to harvest larger fish (due to size-dependent pricing or quota-induced discarding) can destabilize fish populations or lead to evolutionary changes. A substantial theoretical literature in economics has explored incentive problems in ITQ fisheries but has treated highgrading as part of the stock externality. We provide an alternative viewpoint in that the stock externality and the size-based incentives are two distinct externalities and thus require two distinct policy instruments. In this paper, we show that if managers know the price-by-size distribution and the size distribution of the population, total revenues and total catch (in weight) by vessel are sufficient statistics to design a schedule of revenue-neutral individualized landings taxes that eliminate the incentive to highgrade in an ITQ fishery. That is, landings taxes can be used to address the ecological consequences of fishing while using ITQs to address the open access stock externality. This paper gives examples of commercially valuable species that are impacted reproductively and behaviorally by a single environmental variable (e.g., temperature), leading to correlated disturbances in current marginal harvest costs and future biological growth. A general analytical model examines the importance of considering correlated disturbances when choosing optimal escapement targets, and shows how the presence of correlation affects the value of waiting for information on harvest costs. These results give insight as to the appropriate use of "self-correcting" mechanisms for controlling harvest, such as landing fees, versus hard targets, and provide a framework for proactive management of fisheries in the face of large-scale marine disturbances that can affect both the biological growth and behavior of commercially valuable species. Explanations for industrial agglomerations often focus on the relative importance of natural advantage and economies of scale or scope. We use the absolute and relative Theil indices of disproportionality to examine changes in geographic concentration of landings in this fishery from 1996-2013. During this time, the scallop stock was rebuilt from an overfished condition, large areas of the ocean were closed to fishing, portions of those areas were re-opened to scallop fishing, and a formal rotational management program was put into place. The relative Theil index shows that the geographic distribution of sea scallop landings has grown increasingly similar to the geographic distribution of other federally managed fisheries during this time period, although there were 3 brief reversals of this trend. The absolute Theil indicates that the geographic distribution of landings was characterized by a relatively stable period through 1999, a period of accelerating divergence from the 1996 baseline, abrupt reversion to a new steady state from 2007-2012, and another abrupt change in 2013. Because the Theil disproportionality measures are aspatial, we conduct Exploratory Spatial Data Analysis (ESDA) to examine global and local indicators of spatial association such as hot spots, cold spots, and negative spatial autocorrelation.
