The Mekong Delta contributes more than 60% of total aquaculture production and 40% of total wild fish catch of Vietnam. Among a large number of fishing boats, trawlers have developed and dominant in Vietnam fisheries. The small-scale trawlers cover about 70% total number of fishing boats and have been given too much concern in terms of both natural aquatic resources management and other socio-economic problems. This paper describes the small-scale trawling fisheries in the Mekong Delta using surveyed data from 176 small and near-shore trawling fishers Bentre, Soctrang, Baclieu, Camau and Kiengiang provinces, and compares the differences of major indicators between three main fisher groups: (i) Group 1 - Inside and around Camau National Park, 38 fishers; (ii) Group 2- Near, is that, ≤ 30 km from Camau National Park, 40 fishers, and (iii) Group 3 – Far, is that, > 30 km from Camau National Park, 98 fishers. The analysis shows that small scale and near-shore fishing puts more pressure on the natural aquatic resources in the coastal areas of the Mekong Delta while there has been insufficient management on this type of fisheries. Mangroves and Camau National Park regconised by the local fishers via direct benefits obtained from the park. Shrimp and squid are two most important species of near-shore trawling fisheries but less efficient to the fishers who live near the park. Better investment for off-shore fishing and more alternatives of better income occupations are important to protect the natural aquatic resources along the coasts of the Mekong Delta, especially Cmau National Park. Differing approaches to discounting to address sustainability and intergenerational equity issues have the potential to significantly affect the allocation of resources between harvesting and conservation for this generation and the stock of resources available for future generations. This presents a very real problem in New Zealand where legislation requires fisheries managers to maintain the potential of the resources to meet the “reasonably foreseeable needs of future generations.” This paper investigates the appropriate use of discount rates in evaluating policy decisions that involve the intergenerational allocation of fisheries resources. Dynamic bioeconomic optimisation is used to model the effect of discount rates on the optimal harvest of a stock characterized by moderate longevity and growth. The economic and biological effects of alternative rebuilding strategies that are assumed to meet the needs of future generations are explored under alternative prices, variable costs, and rebuilding horizons. The preliminary empirical analysis revealed that higher discount rates produce lower net present values, slower rebuilding rates, and more pronounced harvest reductions as the rebuilding deadline approached. However, at discount rates that are common and justified in the literature, the effects may be insignificant. Whether these results are dependent on the assumed moderate growth characteristic of the stock, the failure to account for perceptions regarding biological and economic risk, or the use of a common discount rate are subjects of continuing research. The study was conducted in the Pacific Northwest by researchers at Oregon State University and focuses on scientists involved in the Long Term Ecological Research Program (LTER). Using data from interviews and mail-out surveys, the paper describes and compares the attitudes of two groups, scientists and natural resource managers, regarding preferred scientist roles, advocacy by scientists, and factors affecting the credibility of scientists. Two models about these roles are considered: a traditional model that separates scientists from resource decision-making and an emerging model that integrates them into resource management. Survey results indicate that scientists and resource managers favor the second model: both groups strongly support research scientists becoming more involved in management, though neither group prefers advocacy of particular management choices by research scientists. Moreover, while scientists and managers differ about the most important factors that affect the credibility of scientists, study results suggest that the credibility of research scientists in management will depend in part on their ability to communicate with non-scientific audiences, a factor highly valued by managers but not by scientists. Finally, the authors conclude that the results support Kai Lee’s concept of civic science, in which research scientists assume a more activist, integrated role in adaptive environmental management. This paper describes how the institutions which govern access to fishing rights has evolved on the Nigerian shore of the lake. The paper aims to assess the applicability of different institutional approaches to fisheries management on the lake’s floodplain. These include: the ‘equilibrium or tragedy’ approach characterized by Hardin (1968); critiques of state attempts at regulating natural resources exploitation in the Sahel; models of institutional adaptation to resource scarcity; and approaches which perceive institutions for resource access as a crucial determinant of social and economic development. The western shore of Lake Chad has been under the jurisdiction of Borno State in its various guises since the end of the fourteenth century and is currently one of 36 states in the Federal Republic of Nigeria. Although the administrative status of Borno has varied, it has been dominated by a Kanuri aristocracy for most of its existence. Traditionally, the Kanuri administration has played a crucial role in allocating access to farm land. In recent years, the ‘Kanuri administration’ has not only maintained its pre-colonial authority over farming on the lake shore, but has expanded it to cover new areas of the lake floor and the increasingly lucrative fishing opportunities which federal government has been unable to regulate. This success suggests that collaboration with the traditional administration is essential to the success of future natural resource management efforts. It is examined to what extent cooperation promotes sustainability. Based on the Shapley value, a measure of the marginal contribution of the users to the sustainability of the resource is proposed. It suggests that the stability of the grand coalition occurs for large enough stocks. By contrast, for lower levels of resource, the most efficient user plays the role of a dictator.
