Emergy-emdollar evaluation of salmon pen culture is presented in this paper as an example of the calculations and interpretation. The procedure evaluated the estuarine contribution as well as those made by the pen operators. Like other environmental products, salmon contribute more emdollars to the economy than are recognized with market values. The buyer receives 2 times more emdollars than is paid in dollars. After the salmon are processed and used by the consumers, more emergy values are added directly and indirectly from the fuels and other resources operating the rest of the economy. In the United States, 7 emdollars from the outside economy are attracted to each emdollar of local environmental product. The solar transformity of salmon = emergy/energy = 1.7 x 107 solar emjoules/joule, a high value compared to most fish. In addition, the industry has historically played an important role in providing seafood products for the domestic markets in Cuba. Assistance from the Soviet Union during the 1960-70s led the development of a large distant-water fleet, which produced primarily low-valued seafood products for the domestic markets. The traditional, yet better organized, nearshore fleets continued to produce high-valued species for the export markets. The loss of Soviet assistance in the early 1990s dramatically affected the manner in which the Cuban fishing industry is managed and conducted. The passage of Decreto Ley 164 in 1996 ushered in a number of changes in the management strategies for the Cuban commercial fishing industry. The management of the nearshore fleet, associated service industries, and the processing sector is being conducted in a more decentralized manner, for example, via the creation of autonomous producer associations. This strategy allows much more control by fleet operators over the various harvesting activities. The Cuban fishing fleet now concentrates on the production of high-valued species such as spiny lobster, shrimp, reef fish, tunas, sponges, and others. The prospect of renewed trade with the US has important implications for harvesters, processors, and consumers both in the U.S. and Cuba. We may refer to this mechanism of rent dissipation as "cost-driven rent dissipation." An alternative potential mechanism of rent dissipation, which we refer to as "value-driven rent dissipation," may occur if limited-entry management causes fishermen to receive a lower price for their fish than would be possible under an alternative management system. In theory, value-driven rent dissipation may occur if the marginal value to a fisherman from fishing differently (for example, more slowly to take better care of the fish and improve quality) is positive but less than the marginal cost from a reduced catch share. This paper describes an economic experiment to study value-driven rent dissipation in a limited entry fishery. Following an approach developed by Knapp and Murphy (2010), subjects "fish" competitively for beans by scooping them out of a large bowl and "delivering" them to a pitcher. Given the choice of delivering to a pitcher placed close by for a lower price or a pitcher placed farther away for a higher price, unless the price differential is sufficiently high, subjects choose the closer but lower-priced pitcher. With the introduction of an individual quota to replace the competitive fishery, value dissipation ends as subjects choose the higher-priced pitcher. This simple experiment provides a powerful demonstration of a less-appreciated mechanism of rent dissipation, which is useful for both research and teaching. Two of the culture species normally raised in this area include sea bass (Lates calcarifer) and grouper (Epinephelus malabricus). Semi-structured interviews and questionnaires were used to collect the quantitative data from the farmers at the household level in each province. Average total cost of investment both for sea bass and grouper were found to be significantly different among the provinces. (p<0.05). Average gross revenue and net profit for sea bass culture were found to be significantly different among the provinces. (p<0.05), while average gross revenue and net profit for grouper culture showed non-significant difference among the provinces. (p>0.05). The results from this study showed that net economic profit (NEP) achieved was 41,030.49 baht/crop for sea bass culture, while net economic profit (NEP) for grouper culture was 59,529.98 baht/crop. The result from the present study indicated that the economic value of cage culture farms was profitable. However, the farmers need some technical assistance from government agencies regarding price guarantee and marketing channels. These ongoing changes create a circumstance in which the transfer and trade in rights to fish resources between Indigenous and non-Indigenous people can be mutually beneficial and the requirement to be able to access damage, loss or diminution of rights. The paper provides a means by which compensation for the diminution or loss of native title rights might be estimated on the basis of the opportunity cost of time. Insights are provided into the economic characteristics of the benefits obtained from native title rights and how such rights will affect a community’s budget and the choices available. In particular, the paper shows that, because of the particular relationship Aboriginal and Torres Strait communities have with their estate, and the inclusive nature of community management of the estate, behavioural based methodologies may be applied to the valuation of native title rights to non-use cultural values. While it is clear that additional work is required in the application of economic methodologies to valuing the rights of Aboriginal and Torres Strait Islander peoples, what is offered here will broaden the scope of this work. Since the contributions to the regulator are independent of the no-regulation equilibrium, both individual and aggregate welfare may decline by adopting regulation. Indeed, harvesters operating under private property will always oppose regulation, and harvesters operating under common property will oppose regulation if their welfare is not valued highly enough by the regulator. Since conservationists’ gross welfare is always improved by regulation, and since the regulator cannot fully capture their rents, conservationists will support regulation. For regulation to be supported by harvesters and conservationists, it is more important that the welfare of harvesters be taken into account by the regulator. This is because harvesters, like conservationists, value the stock, but conservationists, unlike harvesters, place no value on the harvests.
