Josh The concept of compensatory mitigation is well established as an approach to environmental management. In the past, mitigation programs have been used to conserve wetlands affected by development, and is proposed as a cost-effective approach to offsetting greenhouse gas emissions through reforestation programs. The concept may be equally applicable to environmental management in fisheries. Each year, substantial numbers of non-target species are caught and killed as incidental bycatch during fishing activities. Of increasing concern is the impact this bycatch is having on seabird populations. Substantial areas of fisheries are being closed to protect these species at great cost to the fishing industry. However, other actions may be taken to offset the impact of fishing on these populations, such as reducing predation by invasive species. In this paper, we examine the potential role of compensatory mitigation as a fisheries management tool. An example is provided of the potential cost effectiveness of rodent control relative to fishery area closures for the conservation of a seabird population adversely affected by an Australian tuna fishery. We find that, in the example being examined, invasive rodent eradication is at least 10 times more cost effective than area closures. While this does not solve the actual bycatch problem, it may provide breathing space for both the seabird species and the industry to find longer term means of reducing bycatch. This swamp is one of international significance, since it is a home to the endangered animal, the manatee (Trichecus manatee). Also the swamp has a large population of two aquatic species of economic importance in Trinidad and Tobago - the armored cat-fish or cascadura (Hoplosternum littorale) and the ampulariid snail or black conch (Pomacea urceus). Residents of the area include in their diet the consumption of these species, as well as exploit them commercially. The paper is based on two surveys in the swamp, one was of 99 occupiers of plots, to determine their economic activities and the other survey was of 33 households, to determine the importance of fish from the swamp in their diets. The analysis in the paper showed that farming was now the dominant economic activity in the swamp, both in terms of income received as well as the amount of labor utilized. The residents did consume fish from the swamp, but this fish was not the major source of protein. Poultry and poultry products, especially chicken were the preferred protein sources. Farming was seen as a threat not only to fishing, but also to the native flora and fauna of the swamp and the paper called for urgent studies of the impact of such extensive farming on the ecology of the swamp. However, there is still a lack of studies about the potential benefits of implementing (MPA) in order to alleviate biological and economic inefficiencies that result from competitive scenarios. We modified the benchmark model proposed by Levhari and Mirman (1980) in order to account for a transboundary fishery scenario under different movement patterns for a theoretic population over a spatial setting. By confining the stock between two Exclusive Economic Zones, we simulated two countries that differ in harvesting strategies and share equal proportions of the stock habitat. We found that MPAs have the potential to overcome both biological and economic inefficiencies in the fishery when the species movement is sufficiently high and the MPA is set in the optimal location. However, they can also have negative consequences when they are poorly designed or when the species movement is not high enough to generate significant spillover effects.
