Rapid changes in world demand for fish is first discussed. Six panelists discuss the issues derived from considering fisheries—with particular emphasis on aquaculture—as a major form of food and export production in developing countries that competes with crop and livestock activities for resources. A first paper will review and analyze developments in international seafood markets and its impact on developing countries. This is followed by discussion of the conceptual and practical methodological issues in integrating fish into a broader world food model. Subsequent papers will provide more in-depth sectoral consideration of the trade-offs involved in placing fisheries supply and demand issues in the broader context of agriculture supply and demand, with added regional insights for specific parts of developing Asia and Sub- Saharan Africa. Two panel discussants with broad geographic experience and in-depth knowledge of fisheries issues will provide synthesis of the papers, followed by an open discussion of the panel topic and related issues. Year: 2001 Given the fragile nature of fish stocks in the North Sea, it is of increasing importance to produce accurate and informed estimates of the state of stocks for the purpose of setting TACs. In order to do this, realistic and reliable estimates of fishing mortality and the current state of stocks are needed. This paper will summarise a project currently underway in north-east Scotland which aims to improve stock estimates for fisheries management by making use of fishermen’s knowledge. Within the project, information will be collected from fishermen in two main areas; (a) assessments on the state of stocks, and (b) factors influencing the level of fishing effort. The information on fishermen’s perceptions on the state of stocks, and on how they make these assessments, will provide an opportunity to fine-tune current assessment procedures, thereby improving stock estimates for TAC purposes. Information on the factors that influence the level of fishing effort will provide policy-makers and fisheries managers with a better understanding of how fishermen make decisions that influence their fishing behaviour. This should then facilitate the process of designing more effective policy tools for controlling fishing effort. The overall aim of the project is to increase the reliability of stock assessments for management purposes, to take more formal account of the social and economic factors which influence fishing activities, with an ultimate aim of incorporating fishermen’s knowledge into management decision-making. If health insurance coverage impacts workplace choices, then fishermen working in more dangerous environs and using more dangerous gear should be more likely to make sure they are covered. What does the presence and source of health coverage tell us about commercial fishermen and fishing activity? I review landings and survey data from North Carolina in the years immediately preceding the passage of the 2010 Affordable Health Care Act (ACA). If health care coverage affects fishing activity, then the recent increase in health coverage via the ACA may lead to changes in fishing behavior as well as increase the productivity of the commercial fleets. The FFAs may take the form of “fee fishing” arrangements, joint ventures or charter arrangements. The World Bank undertook a project on FFAs, with particular reference to developing coastal states and launched the resultant project report in December 2014. The report includes a set of case studies, an important one of which is focused on the Bering Sea Pollock fishery. This paper presents an overview of the key findings of the report, including the legal obligations of coastal states concerning FFAs, and the conditions under which the rational coastal state will, or will not, welcome such arrangements. It is argued that coastal states entering into FFAs are properly to be seen as importing harvesting and/or processing and/or marketing services – hence the title of the report: Trade in Fishing Services. Trade in these services, it is argued, constitutes an important, but hitherto largely ignored, component of fisheries international trade. The economics required for the study of FFAs is thus a blend of fisheries economics, international economics, along with principal-agent analysis. In this paper we study fishers short term decisions when different seasonal fishery options are available. This involves choices of spatial and temporal allocation of effort as well as use of varying fishing gears in order to obtain the planned target specie mix. In a heterogeneous fishing fleet the seasonal options may differ considerably from vessel to vessel, also depending on its home port. The paper presents a framework wherein the seasonal choices are understood on the basis of economically rational behaviour where expected marginal benefit of the different options are evaluated and the most profitable season chosen. A monthly model is developed to describe the marginal profitability of the various fishing opportunities based on Norwegian data. The impact management decisions may have on the chosen seasonal profile and the vessel profitability is then discussed on the basis of the presented seasonal model. In particular we study the impacts of different quota allocation regimes. A diverse fleet structure may be an efficient response on highly fluctuating and unpredictable fish resources, while fisheries regulations may have the effect of reducing the flexibility by which the fleet can respond to such changes.
