The reduction in capture fisheries is a wakeup call for the nations to undertake Aquaculture development. Though Namibia is one of the driest countries in the world, aquaculture development is a necessity if fish is to remain part of our menu. The goal of aquaculture development in Namibia is to develop a sustainable industry aiming to promote food security and poverty reduction. Since the introduction of fish farming in 2003, the Government has been engaged in creating a conducive environment for the small and medium fish farmers. This paper focuses on the responses of small and medium farmers towards the government’s effort, for promoting Aquaculture as a vehicle for Socio-Economic Development in Namibia. Many commercial fishers concur with its principle of “waste not, want not,” and believe that discarding marketable fish is wrong. In industrialized fisheries, this ethic by itself is inadequate, due to the use of mechanized harvest technologies that can capture fish at great depths and sweep over large areas of ocean. Under a general ethic of Christian stewardship of creation, five Biblically based ethical models can offer guidance: “do not destroy” which prohibits wanton disturbance of productive nature; neighborliness which prohibits damage to another families’ livelihood, divine ownership of and joy in creation, which assigns value to non-economic species; stewardship, which requires both active resource protection, and careful resource use; and the Hebrew land ethic, which requires a sabbatical or rest for harvested ecosystems, disallows complete efficiency of harvest, and requires that some of the harvest be left for both God’s creatures and for the poor or disadvantaged members of the human community. Although Christian ethical concepts cannot replace intelligent ocean policy, they can serve as foci for problem solving, and inspiration to better care of the marine environment. This is reflected for instance in the EU Maritime Policy where fisheries is just one of many activities that marine management must take into account. Research into valuation of natural resources has shown that non-use values may be substantial in the marine environment; These are e.g. existence values, such as the existence of rare species and benthic components such as corals, and option values with regard to potential future applications, e.g. in marine bioprospecting. In addition, indirect use values, such as habitat values, recreational values and nutrient cycling often far exceed the direct use values, which are typically the value of the fisheries, aquaculture and marine tourism. Applying and critiquing the Total Economic Value (TEV) set up, we have estimated marine direct use values, including fisheries and aquaculture, indirect use values and non-use values in Nordland county in Norway, specifically connected to the Lofoten-Vesterålen marine area. Lofoten-Vesterålen is the most important spawning ground for commercial fish resources such as cod and herring, and it is also a very popular tourist destination. Yet when studying some of the other values that the marine environment supplies, these traditional values are not necessarily the most important.
