This hypothesis has usually been taken to hold for the exploitation of common pool renewable natural resources such as fish stocks. This paper claims that, while this is not necessarily false, it may be too optimistic. The paper shows that what constitutes the most efficient technology may switch depending on biomass size. It also shows that once effective fisheries management is introduced and biomass recovers, a return to the initially most efficient technology may not be possible because of its embeddedness in traditional knowledge and institutions which might have become forgotten or lost. Thus, there may be a degree of technological irreversibilty in fisheries and other natural reource utilization. The paper’s findings seem relevant to many situations in developing countries fisheries where labour- intensive technologies are displaced by more capital-intensive technologies, often introduced with government subsidies. The uncontrolled expansion of the latter then creates the condition, i.e. reduced stock sizes, especially in inshore areas, that disadvantages the intially more efficient labour-intensive technologies. This is reflected for instance in the EU Maritime Policy where fisheries is just one of many activities that marine management must take into account. Research into valuation of natural resources has shown that non-use values may be substantial in the marine environment; These are e.g. existence values, such as the existence of rare species and benthic components such as corals, and option values with regard to potential future applications, e.g. in marine bioprospecting. In addition, indirect use values, such as habitat values, recreational values and nutrient cycling often far exceed the direct use values, which are typically the value of the fisheries, aquaculture and marine tourism. Applying and critiquing the Total Economic Value (TEV) set up, we have estimated marine direct use values, including fisheries and aquaculture, indirect use values and non-use values in Nordland county in Norway, specifically connected to the Lofoten-Vesterålen marine area. Lofoten-Vesterålen is the most important spawning ground for commercial fish resources such as cod and herring, and it is also a very popular tourist destination. Yet when studying some of the other values that the marine environment supplies, these traditional values are not necessarily the most important. Annual flooding water and a rich level of aquatic resources strongly affect about 10 million local people, as well as extend beyond the boundaries of wetland itself. Flooding water and wild fish in it are considered common properties while physical and socio-economics conditions in the flooding water areas have changed very much during the last three decades. However, natural freshwater aquatic resources have rapidly depleted due to different reasons. Of which, the most important ones may be the construction of dense irrigation systems, property rights, policy and regulations, as well as livelihoods and perception of the local community. Major related issues are discussed in order to find out alternative solutions for a better use and management of aquatic resources in the freshwater areas of the Delta. Better management of fishing activities is suggested while aquaculture is considered as a major solution to compensate the fish losses as well as the most important solution in the restructure process of agricultural economy in the study area. In addition, an improvement of the linkage among different types of stakeholders is also required. Due to the recognition of positive impact to fishery resources enhancement by artificial reefs (ARs) deployment, Taiwanese government has started deploying ARs as a measure to improve the environment of fishing grounds since 1974. At present, there are 88 ARs deployment areas that have been established in Taiwan, which account for more than 180,000 sets of fishing grounds. However, fisheries enhancement is not the unique purpose of ARs deployment, it also include marine ecotourism as well as protection or restoration of certain habitats. Due to the nature of public goods, this results in dispute about cost and effectiveness of ARs deployment. This study analyzed the experience of Taiwan throughout the four decades of ARs deployment, and examined the value of ARs and the mechanism of self governance. A questionnaire was designed to explore the perception on ARs of different stakeholders, and results show a certain level of achieving fisheries enhancement objectives. Increased incidences of conflicts upon territories of ARs fishing grounds among stakeholders were observed. It also implied that cooperatives of fishermen associations and community are essential in the management stage of planning ARs deployment. Based on Taiwanese experience, effective ARs should take into account all variables including reef design, site selection, depth, materials etc. It is also recommended that in the process of ARs deployment, one can not take the current economic benefit as the only criterion; decision-makers should also consider the impacts on the natural environment, the efficient use of resources, as well as humanities and social aspects.
