In spite of experiencing many ups and downs, suffering great impacts of market economic and cultural integration, these villages still exist until now. However, many cultural features of the Van Chai have been gradually lost and eroded. It is really pity without comprehensive assessments and wide propagandas in order that descendants understand and recover these values. One of these values is management of fishery resources. Learning and experience of the Van Chai, especially their village regulations and customs in catching fishes and treatment to nature, benefits and so on are so worthy for scholars and managers to study and refer to. Appearance of this text is to generally assess coastal Van Chai in Binh Dinh province, to analyze forms of intangible cultural heritages of current Van Chai such as regulations, tradition rituals, professional rules, cultural heritages, belief, worship of Whale (Ca Ong); analyze and explain some traditional forms of fishing villages, praticable meanings in fishery resources protection in inshore areas as well as prevervation of aquatic types in Vietnamese and international red list. Finally, some solutions to develop fishery in coastal Van Chai in Binh Dinh province have been proposed towards community management. To implement it, author has used several methods such as survey, interview, expert and inheritance together with new analyzing tools such as SWOT, relevant matrix to make issues obvious. Research results show that intangible traditional values of the Van Chai in managing fishery resources have been respective and remained the values till now. Co-management models of fishery resources have been based on the community at present. It is suggested that in near future, Binh Dinh province should learn and inherit traditional values and regulations for managing fishery resources of Van Chai. Due to its historical open access nature the harvesting sector has historically been overcapitalized (from an economic perspective) resulting in a suboptimal generation of rents. Various management measures have been considered/implemented in an effort to reduce shrimp trawling externalities. The studies upon which many of these measures were based, however, have failed to account for the behavioral reaction of the shrimp fishermen to the policy. As a result, enacted regulations may not have achieved the anticipated goal(s) and proposed management measures are likely not to meet expectations. Based on sound discrete choice theory, the purpose of this paper is to develop an analysis of shrimpers spatial behavior under uncertainty and to provide an ex post empirical economic analysis of this behavior. Location choice decision is modeled in an effort to examine short-run behavior of the shrimp fleet in response to economic and non-economic factors of relevance including (a) proposed regulation, (b) seasonality, (c) past siting choice experience, (d) risk attitudes, (e) vessel mobility, (f) profit, and (g) crowding effects. The development and empirical testing of this model will be used to assess and forecast spatial activities of fishermen for more effective management of the Gulf of Mexico shrimp fishery. Has this assessment changed twenty years later? The references to sustainable development and to socio and bio-ecological diversities have highlighted the relationships between small-scale fisheries and natural, economic, social, cultural, and institutional aspects. In this paper we exemplify such interactions in different small-scale fisheries contexts in relation with poverty and food security issues. We question the consequences of different types of fleet dynamics in terms of adaptability, vulnerability and resilience of harvested ecosystems, and the impacts of the regulation systems on fishing communities. More generally, we question the paradigm of sustainable self-regulated small-scale fisheries. Finally, with references to several worldwide case studies and ecosystems we provide a description of the diversity of small scale fisheries, of the frameworks used to represent them, and of associated sets of relevant indicators used in monitoring and management programs. This presentation may be a first step toward a revisited pluri-disciplinary research framework for small-scale fisheries. This could be based on a research network built in order to produce and mobilize knowledge from a more comprehensive set of small-scale fisheries case studies. In the United States the federal government, through the USDA, continues to underwrite funds (collected by private insurance agents) which are used to protect contributors from the effects of extreme weather and pest and disease losses. In Europe mutual funds such as the Kartoffelafgiftsfonden in Denmark and Potatopol in the Netherlands have been developed to mediate risks from some potato diseases in different ways. This paper uses established methods of economic risk management from agriculture and applies these to marine fisheries to demonstrate how financial risks could be mediated by the creation of insurance funds. Through the use of probabilistic estimates of future catches and prices, and the risk of depletion across various scenarios, we investigate how government and industry participation in creating and managing funds may encourage increased protection of fisheries, and compliance and enforcement for fishery regulations. The paper also explores how fund exposure may be reduced by the application of reinsurance from commercial insurers for the upper tail of high cost, low probability events, such as total fishery collapse.
