This accounted for 9-10 percent of the country’s total export value (MOFI/USDAFAS, 2007). Home consumption of fish has increased from 11.8 kg per capital year in 1993, to 13.5 kg per year in 1995 and is now estimated at more than 19 kg per year (FAO/MOFI, 2003). Fish is the most important source of animal protein contributing 40 percent to the total animal protein intake, and is supporting the people’s food security (MOFI, 2007). This paper shows how international fish trade impacts on fish product security in Viet Nam and presents ideas to improve fish product security for domestic and overseas markets. It focuses on how the Viet Nam Government can influence domestic fish product security in the following ways: 1) policies, 2) support activities contributing to fish security and sustainable development, and 3) encouraging international cooperation in the sector of fish product security. The property rights regime is of the unregulated local common property type with a fixed number of fishermen and where the fish stock is exploited in a myopic profit-maximizing manner. Within this resource management setting it is demonstrated that more modern fishing technology has a two-sided profitability effect, and where the direct, short-run, positive effect is counterbalanced by a negative, long-run, indirect effect that slows down the stock growth and increases the harvesting costs. In the steady state, it is shown that more modern technology dissipates the rent under already high exploitation pressure, while the opposite occurs if the fish stock is initially little, or moderately, exploited. In these cases, the resource dynamics is represented “conditionally to” fishing mortality. This mortality must be therefore primarily defined in reference to the definition of the resource Such models can be used to make stock assessment from historical data and to find which fishing mortality values could lead to some objective that can be some optimal or acceptable situation. If the values of fishing mortality can be decided by some unique institution, this knowledge of “best or acceptable mortality values” is of great interest for decision support. If not, it becomes insufficient to identify which decision of which institution could lead to obtain some given set of fishing mortalities. This situation may arise if there is a high number of fishing units belonging to various fishing fleets that may decide to generate fishing mortalities distributions among several available possibilities, according to their own interest. Examples of such problems will be presented from a Senegalese case study where several fishing fleets harvest on a common multispecies resource. Some other examples will be given from case studies identified in the context of the program ECOST with the development of a generic model which represents the joint dynamics of fishing activity and resource. We show how adding ecosystem dynamics to a classic fisheries model can introduce hysteresis impacts, impacts that affect both the evolution of the fish stock and the fishery harvesting it. We demonstrate that harvest and effort taxes are not equivalent instruments for controlling this externality. This paper studies the potential for cooperation in straddling stock fisheries when the cooperative coalition of countries acts as a Stackelberg leader against the remaining singleton countries. It is demonstrated that an increase in the cooperation level leads to an increase not only in the steady-state fish stock, but also in the total rent of the fishery. Further, the outlook for cooperation is better within the Stackelberg game, where the cooperative coalition acts as a leader, than in the Cournot game. At the stable equilibrium of a Stackelberg game, not only is the steady-state fish stock higher, but also the total resource rent, participants’ rent and non-participants’ rent are higher than those of the Cournot–Nash stable equilibrium. The new-entrant issue is also a problem for the conservation of the fish stock in the Stackelberg game. According to the present research, the prospects of cooperation in utilizing a straddling fish stock are not unlikely if the cooperative coalition acts as a leader. This is an important implication for policymakers when discussing an agreement for establishing a regional fisheries management organization (RFMO) to manage a straddling fish stock. The emperical study is based on using the structural equation approach to test construct valitidy of measures and the emperical fit of theoretical model. The results show that the TPB is signficantly applicable to the Vietnam situation. The 23% of the variation of eating fish frequency is signficantly explained by motivation and perceived behavioral control. The motivation to consume fish as measured by intention is signficantly determined by subjective norms and attitude toward fish as meal; the two constructs explained for 35% of the motivation variation. At the specific level, the study found that negative affect, perceived quality and price are significant indicators that explains for 60% of the variation of the attitude construct; perceived price, time using to cook and prepare fish as meal and availability of fresh fish are important factors explaining for 63% of the variation of the perceived control over fish consumption. As one of the first attempts, the study provide some managerial suggestions for seafood sector to expand the domestic markets and also raise some recomendations for future research.
