While ITQs can improve the economic efficiency of fisheries, in practice they are not a panacea and distribution and equity issues have been raised in many cases. To overcome those issues, ITQ systems have sometimes been designed with a set of regulations limiting the trade and capping ownership of quota units. In this study, we use an agent-based modelling approach to simulate the effects of introducing ITQs in the Tasmanian rock lobster fishery. Individual agent decisions regarding spatial and temporal fishing distribution are modelled at a monthly level taking into consideration the profitability they derive from fishing rock lobster. A quota trading model is integrated into the fisher decision making process allowing fishers the choice of leasing quota units in or out depending on economic performance and their catch expectations. The model is then used to investigate the consequences of setting a limit on quota trading. Preliminary results are presented on how the different harvesting patterns induced by a cap on trade and concentration of quota impact on the socio-economic performance of the fishery and the biological resource. The initial simulations show that allowing quota trade has been important in reducing capacity in the fishery. Simulations suggest that non tradeable individual quotas would not have led to the observed reduction in the active fleet. The model also allows to simulate the possible trajectory of quota leasing prices over the first decade of the ITQ system, and to assess its sensitiveness to external drivers such as the market crisis observed in the early 2000s. The question raised is whether the offshore fishing fleet is profitable and efficient or not? This study aims to evaluate the economic performance and efficiency of the offshore fleet in Vietnam – the case of the Nha Trang gillnet fishery in open access conditions, based on a costs and earnings survey carried out on the 58 offshore vessels. The empirical results indicate that an average gillnet vessel earns a gross margin profit of 17.3% and a profit margin of 3.8%, but makes an economic loss, even with the government fuel cost support. The average annual crew income is 74.5% more than the local average income per capita. An efficiency analysis of the vessels based on an application of the Salter-diagram shows that the large number of vessels with high relative standardized effort (above 1) is the most cost-efficient scenario for vessels from both a short- and long-term perspective. The majority of these vessels receive intra-marginal rents. The government fuel subsidies help to increase their gross cash flow by 17.5% and profit by 36% for an average vessel. The small-scale vessels receive the most benefit from these subsidies. The study also demonstrates that engine capacity, fishing gear and fishing day are the factors best reflecting the fishing effort of the vessels. This survey, completed in 2009, has been undertaken in the context of the primary aim of the Oman Ministry of Fisheries Wealth (MFW) being to ensure that fisheries are developed and managed for the advantage of the people of Oman in a manner that is sustainable, maintains biodiversity and is consistent with the Code of Conduct for Responsible Fisheries. The goal of the survey was to provide estimates of the fishable biomass of principal demersal, small pelagic and mesopelagic fish species off the Arabian Sea coast of Oman for ongoing stock assessment of Omani fisheries, to guide development and investment decisions. The MFW is now engaging in the development of a coastal fishing fleet and the assessment of the most appropriate management approach for this fishery. The MFW‟s view is that the resource potential within the country‟s territorial waters (as indicated by the recent fisheries resource assessment survey), limited harvesting capacity, extent of technological advancement, and economic performance of the current traditional fleet, indicates that the current level of exploitation of fish resources is not optimal. Management proposals must therefore be developed in the context of the survey findings. Comparison will also be made with the resource assessment survey completed for the waters of the United Arab Emirates and the subsequent management initiatives developed in Abu Dhabi based on the results of the resource survey.
