Some ecosystems appear to have multiple equilibria and exhibit hysteresis, whereby they can become stuck in low productivity states. We show how adding ecosystem dynamics to a classic fisheries model can introduce hysteresis impacts, impacts that affect both the evolution of the fish stock and the fishery harvesting it. We demonstrate that harvest and effort taxes are not equivalent instruments for controlling this externality. The most immediate evidence can be cited is that the fisheries industry made significant contributions to the local economic growth during the recent period of 2001- 2006, and impressive figures in various aspects were accordingly recorded. Simply put, economically, fisheries export turnover was responsible for more than a half of the total export value of the province. Socially, the industry generated jobs of various forms for over 60.000 people, enabling life quality of a sizeable portion of population become better off. Despite positive impacts created from development, the fisheries have been confronting immense challenges in both production and non-production operations, namely: coastal resources have exhibited signs of being shrunken; destructive fishing methods have been still prevalently practiced; natural habitats have edged towards degradation while the social environment unavoidably suffered. These challenges from the production sector seem to be more complicated as a consequence of high reliance of fisher’s livelihood on fishing. To the similar extent, in non-production areas, post-harvest loss, ineffective marketing mechanisms, and underperformed fishing fleets have been frequently observed. Through extensive research, factors behind these challenges will be discussed and recommendations for change be proposed as a broad orientation to fisheries management in Khanh Hoa Province. The line of reasoning is made ultimately for sustainable development. Due to the recognition of positive impact to fishery resources enhancement by artificial reefs (ARs) deployment, Taiwanese government has started deploying ARs as a measure to improve the environment of fishing grounds since 1974. At present, there are 88 ARs deployment areas that have been established in Taiwan, which account for more than 180,000 sets of fishing grounds. However, fisheries enhancement is not the unique purpose of ARs deployment, it also include marine ecotourism as well as protection or restoration of certain habitats. Due to the nature of public goods, this results in dispute about cost and effectiveness of ARs deployment. This study analyzed the experience of Taiwan throughout the four decades of ARs deployment, and examined the value of ARs and the mechanism of self governance. A questionnaire was designed to explore the perception on ARs of different stakeholders, and results show a certain level of achieving fisheries enhancement objectives. Increased incidences of conflicts upon territories of ARs fishing grounds among stakeholders were observed. It also implied that cooperatives of fishermen associations and community are essential in the management stage of planning ARs deployment. Based on Taiwanese experience, effective ARs should take into account all variables including reef design, site selection, depth, materials etc. It is also recommended that in the process of ARs deployment, one can not take the current economic benefit as the only criterion; decision-makers should also consider the impacts on the natural environment, the efficient use of resources, as well as humanities and social aspects.
