The enterprises are divided into fishing, aquaculture, processing and the wholesale or retail trade. Since year 2000 the enterprises have been asked to evaluate their economic parameters, such as financial standing, turnover and investments. The present situation is compared with the previous 12 months and with expectations for the coming 12 months. The aim is to collect data that are reliable and comparable in the long term. The survey population consists of all fishery sector enterprises on the register of Statistics Finland, i.e. 850-1000 firms every year. The net sample has been 300-400 and the response rate about 80%. The sample has been allocated to fixed quotas to ensure enough observations of all strata. The development and relevance of the barometer are discussed more closely in the paper. This paper presents an analysis of the evolution of profitability in five different quota management areas over the period 1990-2001. The bio-economic model of an optimal fishery provides the basis for econometric analysis. The rate of profit return in each region was regressed on the corresponding real interest rate and the marginal stock effect. Evidence is found for the existence of optimal fishery. In general the half-life value of each region’s rate of profit return is trending towards its mean value. Significant individual monthly effects are also evident when we regress the rate of profit return on a time trend and monthly dummy variables. The internal comparison is made by comparing if the entrepreneurs_ opinions of previous years economy explains the prospects for the coming year. The survey population consists of all fisheries sector enterprises on the business register of Statistics Finland. Here the fishery sector includes the whole value chain from fishing, aquaculture and processing to wholesale and retail trade. The results showed that for the fisheries sector enterprises, the turnover information inquired by a telephone survey differed to some extend from the factual information compiled later on the basis of the accounts statistics. However, analyses of these impacts have generally focused on directly affected fisheries, ignoring changes in other fisheries and on other sea and land-based activities. Developing an understanding of the total economic implications of fishery management actions requires a broader cumulative effects perspective. We examined trends in the larger marine-based Northeast regional economy, including commercial fishing, recreational boating, and commercial shipping. County Business Patterns data were used to evaluate interrelationships among fishing, boating, and shipping industrial groups and to asses co-dependence among individual industrial sectors within each marine sector group. The data available included the numbers of employees and establishments at the four-digit level using the North American Industrial Classification System. However, major adjustments to the data were required to account for confidentiality in reporting. Performance indicators included (a) changes in estimated employment shares over time and (b) measures of industry concentration, such as the Herfindahl index. Using these indicators we identified spatial and temporal patterns in the Northeast marine economy during 1998 through 2005 emanating from changes in marine fishery conditions.
