The fishing industry has been on the forefront in adjusting to new challenges and seeking the potential gains of economic integration, liberalisation and deregulation. The international orientation and exposure to fluctuations and rapid change have been key features of the industry for centuries, mainly due to extensive export and trade. Consequently the fishing industry is well accustomed to the drivers and forces of globalisation. The national windfall benefits arising from globalisation do however add further pressure on the fishing industry in terms of continuous efficiency improvements, cost increases and greater competition. Given the limited nature of fisheries resources, regulation is a prerequisite to ensure sustainability, economic rents and national policy objectives. On the other hand the regulatory set-up should take into account the gains which arise from deregulation and greater flexibility, and empower the industry to maintain its competitiveness. Evidently both industry and government are faced with risks and challenges and the key concern is how to cope with these while at the same time reaping the benefits. Within the context of fisheries globalisation issues like global governance and enforcement, IUU-fishing, level playing field, market access, food prices, foreign investments, relocation and fragmentation of production carry great importance. This paper explores the key challenges to the management of fisheries and how they are addressed through Norwegian policy priorities. The most immediate evidence can be cited is that the fisheries industry made significant contributions to the local economic growth during the recent period of 2001- 2006, and impressive figures in various aspects were accordingly recorded. Simply put, economically, fisheries export turnover was responsible for more than a half of the total export value of the province. Socially, the industry generated jobs of various forms for over 60.000 people, enabling life quality of a sizeable portion of population become better off. Despite positive impacts created from development, the fisheries have been confronting immense challenges in both production and non-production operations, namely: coastal resources have exhibited signs of being shrunken; destructive fishing methods have been still prevalently practiced; natural habitats have edged towards degradation while the social environment unavoidably suffered. These challenges from the production sector seem to be more complicated as a consequence of high reliance of fisher’s livelihood on fishing. To the similar extent, in non-production areas, post-harvest loss, ineffective marketing mechanisms, and underperformed fishing fleets have been frequently observed. Through extensive research, factors behind these challenges will be discussed and recommendations for change be proposed as a broad orientation to fisheries management in Khanh Hoa Province. The line of reasoning is made ultimately for sustainable development. Among the problems challenging marine capture fisheries are increasing demands for fish, uncertainty from overfishing and illegal fishing, competition for resources among different fisheries gears and methods, degrading and climate-affected ecosystems, depleted fish stocks, economic rent drains and social hardships. Solutions to these challenges, however, are available for some fisheries. Even when solutions are available, the blockages to the transition to sustainable fisheries are information failures, transition costs, use and non-use conflicts and the capacity to implement and enforce management. This paper discusses how fisheries experts can help make the case for the transition to sustainable fisheries, drawing on suitable tools that can overcome the key blockages. Within governments, fisheries should be subject to a whole-of-government approach, as fisheries ministries do not have access to all the tools to achieve a transition to sustainability. Further, transitions to sustainability are not one-off events - constant adjustments are needed to position fisheries to internal and external changes. Having worked for nearly 20 years, the allocation system has been heavily institionalized and hence difficult to change.
