There is increasing recognition amongst water resource managers of the role that private landowners play in determining downstream water quality, but bringing together landowners with a wide variety of land management objectives under the umbrella of watershed stewardship has proven difficult. Recently, a large number of "Payment for Watershed Services" programs have aimed to engage private landowners in watershed stewardship initiatives by offering financial incentives for adopting watershed best management practices. However, a growing field of research suggests that financial incentives alone may be of limited utility to encourage widespread and long-standing behavior change, and instead understanding landowner attitudes and non-financial barriers to stewardship program enrollment has become a focus of research. This research examines a population of rural landowners representing a diversity of agricultural, forestry, recreational, and investment objectives in the Clackamas River watershed, Oregon. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. I conducted two primary analyses: one focused on relating attitudes and barriers to intent to enroll in a watershed stewardship program, and one focused on identifying how diverse landowners differ according to factors influencing enrollment in stewardship programs. I found that landowners did not report financial considerations to be a primary barrier to enrollment and expressed low interest in receiving financial incentives. Instead, landowners reported that primary barriers related to lack of trust, ecological understanding, and concerns that stewardship program enrollment would be incompatible with their land management objectives. I do not discount the potential utility of financial incentives under certain circumstances, but emphasize the importance of addressing these other considerations before incentives can make a meaningful impact. I compared how barriers to enrollment were perceived by landowners with different land management objectives relating to production, investment, and conservation. I found that landowner attitudes were differentiated from one another primarily by their use of land for production purposes; however, I found a large amount of diversity between producers and non-producers in the degree to which they considered investment and conservation objectives in their land management, and these two variables added further explanatory power to understanding fine-scale differences in how landowner typologies relate to conservation programs. Altered hydrology has reduced historically high spring flow and prematurely initiated the historic summer drying period at SBW. This alteration has increased the coverage of invasive plants (e.g., P. arundinacea) causing a decrease in native plant cover and thus degrading ecological functions. SBW managers installed a water control structure (WCS) between SBW and the Columbia Slough/River system to impound winter rainfall and thus approximate the ecological benefits that natural flooding provided as well as reduce the abundance of P. arundinacea. Prior researchers conducted intensive vegetation and hydrological monitoring in 2003 (during the season immediately before WCS installation) and 2004. I conducted similar analysis in the fifth and sixth years, 2008 and 2009, following establishment of the WCS. Both study years, I determined percent cover of all vegetation on transects established in 2003. The results, including 2004, as well as 2008 and 2009 showed a reduced cover of P. arundinacea in areas experiencing at least 0.6 meters of inundation and an increased cover of native plant communities when compared to the 2003 baseline data. Native Carex aperta Boott. cover increased 7-fold from 0.3% to 2.3%; Polygonum species cover increased from 20.0% to 52.6%; and Salix lucida Muhl. ssp. lasiandra (Benth.) E. Murray cover increased from 10.9% to 15.5% cover. P. arundinacea declined by over one-third from 44.4% to 28.1% cover following water management. Since hydrology management began, the native Polygonum species community replaced P. arundinacea as the dominant species in the emergent zone. The results of this study refined the suggested depth of inundation needed to reduce P. arundinacea cover in such lake-wetland complexes as SBW from 0.85 meters (based on 2004 study results) to 0.6 meters. Shannon Diversity decreased following water management. The findings of this study demonstrated that water management can enhance native bottomland communities, especially those comprised of obligate wetland species, and reduce P. arundinacea cover in areas experiencing at least 0.6 meters of inundation. Loss of vegetation, soil compaction, use of heavy logging equipment, and alteration of natural hydrologic patterns within the watershed can increase landslide rates, create erosion, and generate fine sediments. Selective logging, also called thinning, is a logging practice that leaves some trees within sale units unharvested. The ecological impacts of thinning on stream ecosystems are not fully understood and need further study. My hypothesis was that macroinvertebrate assemblages would be different in streams in non-reference areas that contain recent selective logging compared to streams in reference areas, and in downstream vs. upstream of selective logging units. I also hypothesized that selective logging and high road densities would be associated with increased instream fine sediments. I sampled water quality parameters and macroinvertebrates in three managed and three reference streams in the Clackamas River Basin during the field season of 2013. Turbidity, temperature, dissolved oxygen, conductivity, total dissolved solids (TDS), suspended sediment concentrations (SSC), and flow were sampled at each stream on four occasions during spring through early fall. Macroinvertebrates were sampled once in late summer or early fall. EPA rapid habitat assessments, canopy cover, pebble counts, embeddedness, and slope were also determined. Water quality parameters and macroinvertebrate indices in reference and non-reference sites were compared using t-tests, Welch's tests, or rank based equivalents. Macroinvertebrate assemblage patterns and associated environmental variables were characterized using non-metric multidimensional scaling (NMDS) ordination plots and envfit overlays. Macroinvertebrates had higher abundance and taxa richness in non-reference streams, and indices suggested poorer water quality in non-reference streams. Non-reference streams had a lower percentage of shredders and a higher portion of gatherer-collectors. Associations between land use, fine sediments, and changes in macroinvertebrate metrics and community assemblages were apparent at the reference vs. non-reference scale. It is likely that macroinvertebrates are responding, at least in part, to past logging and high road densities in non-reference streams. Fewer indications were found that recent logging may be affecting water quality and macroinvertebrates. Pearson's correlation coefficients show that the percent of recent logging upstream of study sites was correlated with several measures of fine sediments, suggesting that recent land use may be affecting sediment levels at the subwatershed scale. Stream temperatures increased from upstream to downstream in non-reference sites. Though no continual stream temperature data were collected in this study, the history of continuing temperature standard exceedances in the area suggest that further investigation of how selective logging may be affecting stream temperature and other water quality parameters in the Clackamas Basin is warranted. No other differences in water quality parameters were found from upstream to downstream, possibly because water quality was sufficiently protected, or because signals from land use impacts may be obscured by a several factors, including upstream confounding factors such as roads and past logging, and natural variability. Year: 2007 An important component of progressive urban planning is the protection and restoration of riparian environments, particularly in the Pacific Northwest where increasing stream temperatures threaten the survival of endangered salmonids and other cold-water biota. Restoration projects are often led by watershed councils or other grassroots organizations with limited resources, and it is essential that these groups have an efficient and effective approach to determine priority areas where their efforts can be directed to achieve the greatest ecological benefit. The purpose of this project was to quantify existing riparian shade levels and identify priority reaches for shade restoration on Clackamas River basin streams in the Damascus area expansion of the Portland, Oregon urban growth boundary. Additionally, potential errors in the Metro Regional Land Information System (RLIS) Lite geographic information system (GIS) coverage of the area’s streams were identified and corrected where possible. Riparian shade levels were quantified through interpretation of digital aerial photographs using GIS. At the start of the shade analysis six 50 m reaches in the study area were surveyed using a spherical densiometer to calibrate the aerial photo interpretation. Following the analysis, the method accuracy was assessed by comparing GIS-derived shade classes with field data from 25 sites in the study area that were surveyed in 2003. Stream reaches were identified and prioritized for restoration based on riparian shade level, presence or absence of late-summer flow (as determined through field investigations), and GISevaluated stream aspect (i.e. the direction of stream flow). Generally, the headwaters were found to have less shade than the downstream areas and many of the headwater reaches were identified as the highest restoration priority. Of the 60.5 km of streams assessed in the riparian shade analysis, 24.7 km were identified as potential restoration reaches based on shade levels and late-summer flow conditions. These 24.7 km were further broken into five priority ranks, with 4.1 km of stream reaches assigned to the highest shade restoration priority class. Potential errors in the GIS stream coverage were identified in conjunction with the riparian shade assessment. Where possible, these errors were corrected based on the aerial photographs. Although in many cases access was limited, a total of 18 site visits were made to verify stream locations. The results of this watershed-scale restoration priorities analysis are being used by Clackamas River Basin Council and others to guide restoration planning in the new urban area. Here I analyze movement timing and growth patterns for coho salmon through a field-based study and a literature review. For the field portion, I examined hatchery-stocked juvenile coho salmon across four stream basins in the Russian River watershed, California to determine the relative importance of climate, landscape, and fish size metrics in predicting movement and growth patterns over a winter rearing and spring smolt outmigration time period (December 2014-June 2015). I observed three unique movement strategies: winter parr movement, spring smolt movement, and inter-tributary movement. Movement was predicted in relation to daily temperature and precipitation, followed by in-stream and upslope basin conditions in random forest modeling. Specifically, fish that moved later were associated with basins that contained higher productivity and low-gradient floodplain habitats, while fish that moved earlier came from streams that lacked invertebrate prey and had limited low-gradient rearing habitat. Fish size and timing of movement were the primary predictors of growth, with relatively larger fish in the spring growing faster than fish that were relatively smaller prior to winter. These relationships suggest that hatchery-release fish are still highly influenced by environmental conditions once released, especially in terms of initial seasonal movement, and that watershed conditions should be considered when utilizing hatchery-rearing programs to supplement wild fish populations. In North America, coho salmon populations are distributed from Alaska through California, and may exhibit unique movement and growth patterns in relationship to population-scale vulnerability (Endangered Species Act listing), basin area, and availability and types of rearing habitat. For the second part of my thesis, I conducted a literature review to assess what factors are commonly considered in predicting movement and growth patterns for these fish, as well as the types (season and life stage) and number of movement strategies reported. Eighteen studies were summarized, of which sixteen identified unique movement strategies, ranging from one to four. Despite a wide range of basin areas and latitudes, winter parr and spring smolt movements were commonly observed, with authors primarily relating these behaviors to in-stream habitat and fish size metrics. Additionally, growth was linked positively and primarily with off-channel winter rearing, which may outweigh the importance of fish size in predicting growth when high quality rearing habitats are available during the winter season. Recognizing movement timing diversity and its drivers can help recover threatened coho salmon populations. More widely distributed populations may have unique phenotypic expressions based on localized genetic and environmental interactions, increasing diversity and overall stability across the population, a concept known as the portfolio effect. Understanding fish-habitat relationships can aid recovery efforts by providing a framework of climatic and watershed conditions that support unique behaviors, even in already severely limited populations. In North America, coho salmon populations are distributed from Alaska through California, and may exhibit unique movement and growth patterns in relationship to population-scale vulnerability (Endangered Species Act listing), basin area, and availability and types of rearing habitat. For the second part of my thesis, I conducted a literature review to assess what factors are commonly considered in predicting movement and growth patterns for these fish, as well as the types (season and life stage) and number of movement strategies reported. Eighteen studies were summarized, of which sixteen identified unique movement strategies, ranging from one to four. Despite a wide range of basin areas and latitudes, winter parr and spring smolt movements were commonly observed, with authors primarily relating these behaviors to in-stream habitat and fish size metrics. Additionally, growth was linked positively and primarily with off-channel winter rearing, which may outweigh the importance of fish size in predicting growth when high quality rearing habitats are available during the winter season. Recognizing movement timing diversity and its drivers can help recover threatened coho salmon populations. More widely distributed populations may have unique phenotypic expressions based on localized genetic and environmental interactions, increasing diversity and overall stability across the population, a concept known as the portfolio effect. Understanding fish-habitat relationships can aid recovery efforts by providing a framework of climatic and watershed conditions that support unique behaviors, even in already severely limited populations. We estimated the intensity of extreme and average precipitation for both winter (DJF) and summer (JJA) seasons by using the GEV distribution and multi-model ensemble average over the domain of the Columbia River Basin. The four CMIP5 models performed very well at simulating precipitation extremes in the winter season. The CMIP5 climate models showed heterogeneous spatial pattern of summer extreme precipitation over the CRB for the future period. It was noticed that multi-model ensemble mean outperformed compared to the individual performance of climate models for both seasons. We have found that the multi-model ensemble shows a consistent and significant increase in the extreme precipitation events in the west of the Cascades Range, Coastal Ranges of Oregon and Washington State, the Canadian portion of the basin and over the Rocky Mountains. However, the mean precipitation is projected to decrease in both winter and summer seasons in the future period. The Columbia River is dominated by the glacial snowmelt, so the increase in the intensity of extreme precipitation and decrease in mean precipitation in the future period, as simulated by four CMIP5 models, is expected to aggravate the earlier snowmelt and contribute to the flooding in the low lying areas especially in the west of the Cascades Range. In addition, the climate change shift could have serious implications on transboundary water issues in between the United States and Canada. Therefore, adaptation strategies should be devised to cope the possible adverse effects of the changing the future climate so that it could have minimal influence on hydrology, agriculture, aquatic species, hydro-power generation, human health and other water related infrastructure.
