The Clackamas River Basin Council (CRBC) designed a restoration program to address the thermal loading on behalf of Portland General Electric (PGE) in which native trees and shrubs are planted along streams to restore riparian canopy cover. Solar radiation can be blocked by restoring canopy cover and is an effective way to provide shade, as well as providing ancillary environmental benefits such as enhanced wildlife habitat and erosion control. Stream and vegetation data were collected at nine sites to model the increase in shade from the restoration plantings. Using DEQ’s Shade-a-lator model, shade was predicted in future scenarios at 10, 20, and 50 years compared to the current baseline condition. Modeling results suggest increases in shade at each site, which will help to mitigate excessive thermal inputs. The predicted scenarios provide a framework to evaluate the effectiveness of CRBC’s restoration program. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified. Recommendations for how to contribute to a more resilient Grant County are presented for the regulatory, academic, and scientific communities. Reintroduction plans are underway, but the ability of the species to establish a selfsustaining population is affected by predation from its primary predator, the bobcat (Lynx rufus). Objectives To develop a habitat model that incorporates both habitat of the focal species and the spatial patterning of predator habitat. To locate areas of densely aggregated habitat that would be suitable for reintroduction. Methods Using camera survey data, we modeled the association between bobcat presence and environmental features using a classification tree. We applied this model to a spatial analysis of fisher habitat and identified reintroduction areas in the southern Washington Cascade Range. Results The classification tree predicted bobcat detection based on elevation and mean tree diameter. The final model identified fisher reintroduction locations primarily in or near existing wilderness areas. Fisher habitat areas identified considering both habitat and predation risk differed from those identified without considering predation. Conclusion Our spatial approach is unique among fisher reintroduction plans by accounting for both resource requirements and risk of predation. It can be used as a template for future reintroduction efforts in other regions and for other species. Using similar models to refine population management and reintroduction should improve the probability of successful population establishment and stability. Year: 2015 Contemporary pressures on sagebrush steppe from climate change, exotic species, wildfire, and land use change threaten rangeland species such as the greater sage-grouse (Centrocercus urophasianus). To effectively manage sagebrush steppe landscapes for long-term goals, managers need information about the potential impacts of climate change, disturbances, and management activities. We integrated information from a dynamic global vegetation model, a sage-grouse habitat climate envelope model, and a state-and-transition simulation model to project broad-scale vegetation dynamics and potential sage-grouse habitat across 23.5 million acres in southeastern Oregon. We evaluated four climate scenarios, including continuing current climate and three scenarios of global climate change, and three management scenarios, including no management, current management and a sage-grouse habitat restoration scenario. All climate change scenarios projected expansion of moist shrub steppe and contraction of dry shrub steppe, but climate scenarios varied widely in the projected extent of xeric shrub steppe, where hot, dry summer conditions are unfavorable for sage-grouse. Wildfire increased by 26% over the century under current climate due to exotic grass encroachment, and by two- to four-fold across all climate change scenarios as extreme fire years became more frequent. Exotic grasses rapidly expanded in all scenarios as large areas of the landscape initially in semi-degraded condition converted to exotic-dominated systems. Due to the combination of exotic grass invasion, juniper encroachment, and climatic unsuitability for sage-grouse, projected sage-grouse habitat declined in the first several decades, but increased in area under the three climate change scenarios later in the century, as moist shrub steppe increased and rangeland condition improved. Management activities in the model were generally unsuccessful in controlling exotic grass invasion but were effective in slowing woodland expansion. Current levels of restoration treatments were insufficient to prevent some juniper expansion, but increased treatment rates under the restoration scenario maintained juniper near initial levels in priority treatment areas. Our simulations indicate that climate change may have both positive and negative implications for maintaining sage-grouse habitat. The outflow and water level of Siltcoos Lake is regulated by a dam on the Siltcoos River 4 km upstream from the Pacific. Several permanent streams feed the lake from its 176 square kilometer watershed including Fiddle Creek, Maple Creek, and Woahink Creek, the outflow from Woahink Lake. Much of the watershed is forested and used for timber harvest, residential development, and limited agricultural production. The lake is popular for recreational activities, particularly fishing for wild coastal Coho salmon, rainbow trout, cutthroat trout, largemouth bass, bluegill, crappie, and yellow perch (Buckman 2004). The lake is also the domestic drinking water source for approximately 125 of the 1330 residents of Dunes City and numerous residents outside the city limits within Lane and Douglas Counties (LCOG 2002). During the fall of 2007 a dense bloom of the potentially toxigenic blue-green algal species Anabaena planktonica prompted Dunes City, the South Coast Water District, the Lane County Health Department, and the Oregon Department of Human Services to issue an advisory against usage of Siltcoos Lake water for drinking and other domestic use (DHS 2007). Residents dependent upon Siltcoos Lake were forced to find alternate domestic water sources for a total of 52 days. This incident was part of a long history of water quality problems including dense algal growth and excessive growth of the non-native aquatic macrophytes Brazilian elodea (Egeria densa), parrotsfeather (Myriophyllum aquaticum), and two-leaf water milfoil (Myriophyllum heterophyllum) (Pfauth and Sytsma 2005; Johnson et al. 1985; McHugh 1979). Because of the water quality problems, the Oregon Department of Environmental Quality (DEQ) placed the lake the 303(d) list of impaired water bodies; specifically due to violations of the “aquatic weeds and algae” water quality criterion (DEQ 1998; DEQ 2006). Dunes City has acted on water quality concerns for both Siltcoos and Woahink Lakes by issuing a temporary building moratorium (Dunes City 2006a), a septic tank maintenance ordinance (Dunes City 2006b), and an ordinance limiting phosphorus use (Dunes City 2007). Preliminary assessments (Johnson, et al. 1985, LCOG 2002) indicate multiple sources of water quality problems including excess nutrient and/or sediment loading from residential development, poorly functioning on-site septic systems, private forestry and agricultural practices and introductions of non-native aquatic plant species. This report summarizes data collected by Portland State University and project partners between June 2008 and May 2009 to better define water quality conditions within the lake as well as potential nutrient sources. Physical, chemical, and biological data were collected at lake and tributary sites over the one year period. Data were evaluated across sites, depth and the season. The information collected will contribute to total maximum daily load (TMDL) development for the Midcoast Lakes and can be used to identify and prioritize restoration activities in the Siltcoos Lake watershed.
