Governments and regulatory agencies have been increasing the stringency of regulations in the transportation sector for the last ten years to help curb transportation sector air pollution. The need for regulations has been emphasized by scientific research on the impacts from ambient pollution, especially research on the effect of particulate matter on human health. The particulate emissions from diesel vehicles, diesel particulate matter (DPM) is considered a known or probable carcinogen in various countries and increased exposure to DPM is linked to increased cardiovascular health problems in humans. The toxicity of vehicle emissions and diesel particulate emissions in particular, in conjunction with an increased awareness of potential petroleum fuel shortages, international conflict over petroleum fuel sources and climate change science, have all contributed to the increase of biodiesel use as an additive to or replacement for petroleum fuel. The goal of this research is to determine how this increased use of biodiesel in the particular emission testing setup impacts urban air quality. To determine if biodiesel use contributes to a health or climate benefit, both the size range and general composition were investigated using a comprehensive comparison of the particulate component of the emissions in real time. The emissions from various biodiesel and diesel mixtures from a common diesel passenger vehicle were measured with a cavity ring-down transmissometer (CRDT) coupled with a condensation particle counter, a SMPS, a nephelometer, NOx, CO, CO2, and O3 measurements. From these data, key emission factors for several biodiesel and diesel fuel mixtures were developed. This approach reduces sampling artifacts and allows for the determination of optical properties, particle number concentration, and size distributions, along with several important gas phase species' concentrations. Findings indicate that biodiesel additions to diesel fuel do not necessarily have an air quality benefit for particulate emissions in this emission testing scenario. The often cited linear decrease in particulate emissions with increasing biodiesel content was not observed. Mixtures with half diesel and half biodiesel tended to have the highest particulate emissions in all size ranges. Mixtures with more than 50% biodiesel had slightly lower calculated mass for light absorbing carbon, but this reduction in mass is most likely a result of a shift in the size of the emission particles to a smaller size range, not a reduction in the total number of particles. Evaluation of the extensive optical properties from this experimental set-up indicates that biodiesel additions to diesel fuel has an impact on emission particle extinction in both visible and near-IR wavelengths. The B99 mixture had the smallest emission factor for extinction at 532 nm and at 1064 nm. For the extinction at 532 nm, the trend was not linear and the emission factor peaked at the B50 mixture. Results from intensive properties indicate that emissions from B5 and B25 mixtures have Ångström exponents close to 1, typical for black carbon emissions. The mixtures with a larger fraction of biodiesel have Ångström exponent values closer to 2, indicating more absorbing organic matter and/or smaller particle size in the emissions. Additional experimental testing should be completed to determine the application of these results and emission factors to other diesel vehicles or types of diesel and biodiesel fuel mixtures. In-depth interviews were conducted with 17 landowners, land managers, and long time residents to document the change they have observed and identify how they are adapting. The results suggest that many interconnected social, economic, and ecological changes have taken place in Grant County in the recent past, of which the increased focus on restoration and conservation is just one. Other significant changes include the decline of the timber industry, shifting land ownership patterns, intensified regulation of natural resources, and increased environmental awareness. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified. Recommendations for how to contribute to a more resilient Grant County are presented for the regulatory, academic, and scientific communities. Across measurement periods, elevated temperature increased needle [N] by 26% and light-saturated net photosynthetic rates by 17%. Elevated [CO2] decreased needle [N] by 12%, and reduced net photosynthetic rates measured at a common [CO2], maximum carboxylation activity (Vc,max) and electrontransport capacity (Jmax), indicating photosynthetic acclimatization. Even so, elevated [CO2] enhanced net photosynthesis, and this effect increased with needle [N]. We report on the first investigation of the ornamental pet trade as an invasion pathway in the Pacific Northwest region of the United States, where a moderate climate and a large human population present ample opportunities for the introduction and establishment of aquarium trade species. Results from a regional survey of pet stores found that the number of fish (n=400) and plant (n=124) species currently in the aquarium trade is vast. Pet stores import thousands of fish every month, the majority of which (58%) are considered to pose an ecological threat to native ecosystems. Our propagule pressure model suggests that approximately 2,500 fish (maximum 21,000 individuals) are likely released annually to the Puget Sound region by aquarists, and that water temperatures in many parts of Washington are suitable for establishment of populations. In conclusion, the aquarium trade may be a significant source of past and future invasions in the Pacific Northwest, and we recommend enhanced public education programs, greater regulation of the aquarium industry, and improved legislation of nonnative species in the ornamental trade. A U.S. Fish and Wildlife Service (USFWS) preliminary finding that the sage-grouse warranted listing under the endangered species act, and a subsequent court settlement setting a deadline for a final listing decision were key drivers for SageCon participants to seek proactive solutions to protect the bird. A cadre of diverse Eastern Oregon stakeholders with experience working collaboratively on related public lands issues helped set the stage for the collaborative effort. As part of what the Department of the Interior described as a historic outcome, SageCon produced the 2015 Oregon Sage-Grouse Action Plan, which details voluntary and state-regulated conservation measures to preserve habitat and protect Oregon’s sage-grouse population from threats on public and private land. SageCon—as one part of a broader multi-state collaborative effort—led to a subsequent USFWS finding that the sage-grouse no longer warranted listing as endangered. In our study of this collaborative effort, we interviewed seventeen SageCon participants to identify collaborative approaches that may offer promise for other conservation and public policy efforts. We explored participant motivation for engaging in the process, collaborative process design, integration of science into the SageCon deliberations, and other experiences that interviewees found relevant. The outflow and water level of Siltcoos Lake is regulated by a dam on the Siltcoos River 4 km upstream from the Pacific. Several permanent streams feed the lake from its 176 square kilometer watershed including Fiddle Creek, Maple Creek, and Woahink Creek, the outflow from Woahink Lake. Much of the watershed is forested and used for timber harvest, residential development, and limited agricultural production. The lake is popular for recreational activities, particularly fishing for wild coastal Coho salmon, rainbow trout, cutthroat trout, largemouth bass, bluegill, crappie, and yellow perch (Buckman 2004). The lake is also the domestic drinking water source for approximately 125 of the 1330 residents of Dunes City and numerous residents outside the city limits within Lane and Douglas Counties (LCOG 2002). During the fall of 2007 a dense bloom of the potentially toxigenic blue-green algal species Anabaena planktonica prompted Dunes City, the South Coast Water District, the Lane County Health Department, and the Oregon Department of Human Services to issue an advisory against usage of Siltcoos Lake water for drinking and other domestic use (DHS 2007). Residents dependent upon Siltcoos Lake were forced to find alternate domestic water sources for a total of 52 days. This incident was part of a long history of water quality problems including dense algal growth and excessive growth of the non-native aquatic macrophytes Brazilian elodea (Egeria densa), parrotsfeather (Myriophyllum aquaticum), and two-leaf water milfoil (Myriophyllum heterophyllum) (Pfauth and Sytsma 2005; Johnson et al. 1985; McHugh 1979). Because of the water quality problems, the Oregon Department of Environmental Quality (DEQ) placed the lake the 303(d) list of impaired water bodies; specifically due to violations of the “aquatic weeds and algae” water quality criterion (DEQ 1998; DEQ 2006). Dunes City has acted on water quality concerns for both Siltcoos and Woahink Lakes by issuing a temporary building moratorium (Dunes City 2006a), a septic tank maintenance ordinance (Dunes City 2006b), and an ordinance limiting phosphorus use (Dunes City 2007). Preliminary assessments (Johnson, et al. 1985, LCOG 2002) indicate multiple sources of water quality problems including excess nutrient and/or sediment loading from residential development, poorly functioning on-site septic systems, private forestry and agricultural practices and introductions of non-native aquatic plant species. This report summarizes data collected by Portland State University and project partners between June 2008 and May 2009 to better define water quality conditions within the lake as well as potential nutrient sources. Physical, chemical, and biological data were collected at lake and tributary sites over the one year period. Data were evaluated across sites, depth and the season. The information collected will contribute to total maximum daily load (TMDL) development for the Midcoast Lakes and can be used to identify and prioritize restoration activities in the Siltcoos Lake watershed. Because of the water quality problems, the Oregon Department of Environmental Quality (DEQ) placed the lake the 303(d) list of impaired water bodies; specifically due to violations of the “aquatic weeds and algae” water quality criterion (DEQ 1998; DEQ 2006). Dunes City has acted on water quality concerns for both Siltcoos and Woahink Lakes by issuing a temporary building moratorium (Dunes City 2006a), a septic tank maintenance ordinance (Dunes City 2006b), and an ordinance limiting phosphorus use (Dunes City 2007). Preliminary assessments (Johnson, et al. 1985, LCOG 2002) indicate multiple sources of water quality problems including excess nutrient and/or sediment loading from residential development, poorly functioning on-site septic systems, private forestry and agricultural practices and introductions of non-native aquatic plant species. This report summarizes data collected by Portland State University and project partners between June 2008 and May 2009 to better define water quality conditions within the lake as well as potential nutrient sources. Physical, chemical, and biological data were collected at lake and tributary sites over the one year period. Data were evaluated across sites, depth and the season. The information collected will contribute to total maximum daily load (TMDL) development for the Midcoast Lakes and can be used to identify and prioritize restoration activities in the Siltcoos Lake watershed.
