Reintroduction plans are underway, but the ability of the species to establish a selfsustaining population is affected by predation from its primary predator, the bobcat (Lynx rufus). Objectives To develop a habitat model that incorporates both habitat of the focal species and the spatial patterning of predator habitat. To locate areas of densely aggregated habitat that would be suitable for reintroduction. Methods Using camera survey data, we modeled the association between bobcat presence and environmental features using a classification tree. We applied this model to a spatial analysis of fisher habitat and identified reintroduction areas in the southern Washington Cascade Range. Results The classification tree predicted bobcat detection based on elevation and mean tree diameter. The final model identified fisher reintroduction locations primarily in or near existing wilderness areas. Fisher habitat areas identified considering both habitat and predation risk differed from those identified without considering predation. Conclusion Our spatial approach is unique among fisher reintroduction plans by accounting for both resource requirements and risk of predation. It can be used as a template for future reintroduction efforts in other regions and for other species. Using similar models to refine population management and reintroduction should improve the probability of successful population establishment and stability. To effectively manage sagebrush steppe landscapes for long-term goals, managers need information about the potential impacts of climate change, disturbances, and management activities. We integrated information from a dynamic global vegetation model, a sage-grouse habitat climate envelope model, and a state-and-transition simulation model to project broad-scale vegetation dynamics and potential sage-grouse habitat across 23.5 million acres in southeastern Oregon. We evaluated four climate scenarios, including continuing current climate and three scenarios of global climate change, and three management scenarios, including no management, current management and a sage-grouse habitat restoration scenario. All climate change scenarios projected expansion of moist shrub steppe and contraction of dry shrub steppe, but climate scenarios varied widely in the projected extent of xeric shrub steppe, where hot, dry summer conditions are unfavorable for sage-grouse. Wildfire increased by 26% over the century under current climate due to exotic grass encroachment, and by two- to four-fold across all climate change scenarios as extreme fire years became more frequent. Exotic grasses rapidly expanded in all scenarios as large areas of the landscape initially in semi-degraded condition converted to exotic-dominated systems. Due to the combination of exotic grass invasion, juniper encroachment, and climatic unsuitability for sage-grouse, projected sage-grouse habitat declined in the first several decades, but increased in area under the three climate change scenarios later in the century, as moist shrub steppe increased and rangeland condition improved. Management activities in the model were generally unsuccessful in controlling exotic grass invasion but were effective in slowing woodland expansion. Current levels of restoration treatments were insufficient to prevent some juniper expansion, but increased treatment rates under the restoration scenario maintained juniper near initial levels in priority treatment areas. Our simulations indicate that climate change may have both positive and negative implications for maintaining sage-grouse habitat. Using our findings, we recommended vegetation management and helped managers eliminate options they were considering that would be ineffective such as increasing shade or wind in the road, and installing fencing or hedgerows aimed at directing flight above traffic. This quick and inexpensive approach of using ecological observations and small-scale experiments to evaluate the likely success of each available mitigation option can be used to determine effective, species-specific solutions for reducing traffic impacts on pollinators and other small, flying organisms of conservation concern. In-depth interviews were conducted with 17 landowners, land managers, and long time residents to document the change they have observed and identify how they are adapting. The results suggest that many interconnected social, economic, and ecological changes have taken place in Grant County in the recent past, of which the increased focus on restoration and conservation is just one. Other significant changes include the decline of the timber industry, shifting land ownership patterns, intensified regulation of natural resources, and increased environmental awareness. Ways that the community is adapting and additional ways in which they might more successfully adapt to these changes were identified. Recommendations for how to contribute to a more resilient Grant County are presented for the regulatory, academic, and scientific communities. We identify five aspects of landscape structure that contribute to the co-occurrence of species and restrict or enable different types of biotic interactions: patch size and habitat amount, isolation of patches, barriers to dispersal and movement, persistence of landscape structure, and landscape complexity. In addition, these aspects of landscape structure influence the strength and outcome of biotic interactions. Whereas most research focuses on the effects of the abiotic environment on species and their biotic interactions, research on foundation species and ecosystem engineers demonstrates the important influence of biotic interactions on landscape structure itself, including effects on landscape complexity, extent of habitat, and the structure of landscape features. Such road effects likely impact the Oregon silverspot butterfly (Speyeria zerene hippolyta) at one of its few remaining sites. The Rock Creek-Big Creek population of this threatened fritillary butterfly species is bisected by highway 101 on the central Oregon coast. Habitat resources for S. z. hippolyta are found on both the east and west sides of the highway at this site, and vehicle-strikes have been found to cause mortality of some individuals crossing the highway. The 2001 revised Recovery Plan calls out road mortality as a primary threat to S. z. hippolyta and land managers are considering mitigation strategies to reduce this threat on the population. A previous study at Rock Creek- Big Creek prioritized mitigation strategies including mowing of the road sides to decrease flowering plants along the verge and installation of vegetative hedgerows along the highway where the butterflies are crossing to encourage increased flight height over the road. Mowing has taken place over the last two years, but the hedgerows have neither been installed nor tested for effectiveness. This study investigates the effectiveness of hedgerows to increase the flight height of S. z. hippolyta through experimental tests using 3-meter tall nets as "guiding barriers" to mimic vegetative hedgerows in the flight path of S. z. hippolyta at another site in Oregon, Mt. Hebo. Mt. Hebo was chosen because of the stable population of S. z. hippolyta that is found there, the low risk of mortality for individual butterflies during the course of the study, and consistent use of a corridor by S. z. hippolyta. Treatments were designed to mimic a flight path in which a butterfly encounters a "road" of a width simulating that of highway 101 with 3-meter guiding barriers on either side. Based on previous research observations, it was hypothesized that S. z. hippolytaindividuals would fly over the guiding barriers at an increased "safe" flight height such that they would fly over traffic height. Results of the experimental study indicated that a 3-meter guiding barrier in the flight path of S. z. hippolyta did not significantly increase the flight height of individuals. None of the individuals observed flew at a safe flight height over the road (>3 meters). Further, S. z. hippolyta individuals landed on the road surface more often when there was a guiding barrier in the flight path. These results suggest that while S. z. hippolyta individuals are able to fly over guiding barriers in their path at heights of 3 meters or more, there is no evidence to suggest that these structures will influence flight height over highway 101 such that road mortality is reduced. Additionally, this study investigated the known butterfly crossing points at Rock Creek-Big Creek to test the hypothesis that S. z. hippolyta individuals are crossing at points of lower vegetation adjacent to the road. Using data from previous studies, ten crossing points were mapped at this site. Light detection and ranging data (LiDAR) was used to derive vegetation height along highway 101 and analyzed between known crossing points and random points within the Rock Creek-Big Creek area in addition to resource density of the larval host plant (Viola adunca) within the meadows. Statistical analysis indicated that the butterflies were generally crossing at points along the highway with significantly lower vegetation adjacent to the road. Visual analysis indicated that the butterflies were also generally crossing between areas of densely located V. adunca. Additional spatial data is needed to do further path-analysis of S. z. hippolyta individuals. Year: 2014 We used a predictive model to map canopy cover of vegetation over seven feet in height ("tall woody vegetation") at 30-meter resolution over nearly 29 million acres within and adjacent to the range of the greater sage-grouse in Oregon (Figure 1). Texture measures computed at various resolutions from color-infrared aerial photography provided the main source of predictor data used to produce the map. Canopy cover was treated as a categorical variable using six cover classes: absent (cover class C0), present at less than 4% (C1), 4 – 10% (C2), 10 – 20% (C3), 20 – 50% (C4), and 50% and over (C5). The map is referenced to conditions in the years 2011 and 2012. Although the specific target of the mapping was western juniper (Juniperus occidentalis), our reference data did not permit separating juniper from other tall woody vegetation during the predictive modeling process. The majority of the tall woody vegetation within the project area is western juniper. However, in high elevation regions, riparian, wetland, and residential areas, other vegetation is occasionally represented. The methodology discussed here produces raw modeled data. It is recommended that prior to use in most applications this raw tree cover product be additionally filtered or masked to eliminate false detections which often occur adjacent to agricultural areas and roads. For species-specific applications, an additional modeling phase is necessary to either eliminate tree cover detections likely to be species other than the target, or to model species importance values associated with each tree occurrence. A U.S. Fish and Wildlife Service (USFWS) preliminary finding that the sage-grouse warranted listing under the endangered species act, and a subsequent court settlement setting a deadline for a final listing decision were key drivers for SageCon participants to seek proactive solutions to protect the bird. A cadre of diverse Eastern Oregon stakeholders with experience working collaboratively on related public lands issues helped set the stage for the collaborative effort. As part of what the Department of the Interior described as a historic outcome, SageCon produced the 2015 Oregon Sage-Grouse Action Plan, which details voluntary and state-regulated conservation measures to preserve habitat and protect Oregon’s sage-grouse population from threats on public and private land. SageCon—as one part of a broader multi-state collaborative effort—led to a subsequent USFWS finding that the sage-grouse no longer warranted listing as endangered. In our study of this collaborative effort, we interviewed seventeen SageCon participants to identify collaborative approaches that may offer promise for other conservation and public policy efforts. We explored participant motivation for engaging in the process, collaborative process design, integration of science into the SageCon deliberations, and other experiences that interviewees found relevant.
