It is located on the upper slopes of Oregon Caves National Monument which is administered by the National Park Service. Ruchi Glads has an impressive diversity of plant communities for such a small area. The Oregon Natural Heritage Plan (Oregon Natural Heritage Advisory Council 1998) identifies natural area needs within Oregon’s ecoregions based on natural vegetation types. The Ruchi Glades PRNA supports two vegetation needs for the Klamath ecoregion: Douglas-fir – white fir forest at high elevation; and Sawwort - arrow-leaved groundsel lush meadow (originally defined as: #76 Wetland on calcareous substrates with willow and sawwort). The purpose of an RNA is to facilitate ecosystem processes with little or no human interference and to study them and their effects. These goals are conducive with the management of a Research Natural Area within the Monument. Therefore, major changes in management are not necessary with RNA designation. In developed – and some less-developed – societies, managing an “open access,” renewable natural resource sector generally involves taxes, quotas, or other government or community restrictions. But some cultures, especially in their early years, have taken a different approach, one that involves transfer of part of the output of the resource sector to other community members. This reduces the latter’s need to compete for access to that sector and, instead, induces them to apply their labor to production elsewhere in the community. This “preemptive compensation” policy may lead to resource conservation, participation in international trade and higher living standards for the entire community. This seems to be especially relevant where the natural resource sector is the primary source of food (e.g., a fishery) and where persons outside of the sector, but within the community, face extreme hunger. We develop a model that examines the phenomenon and we suggest conditions under which the “sharing” approach may eliminate hunger and lead to sustainable growth. The paper, then, reviews a strategy for renewable resource management that differs from most current approaches and, yet, can be traced to prehistoric times. We demonstrate one way that the renewable resource could be efficiently utilized without government restrictions, even under open access conditions. This can lead to a reduction in poverty and can replace economic isolation with participation in the global economy. It also offers an hypothesis for why some traditional societies have been able to support large populations over time, while avoiding resource devastation. It describes two studies using simultaneous, non-cooperative, three player games to predict revenue and stock outcomes generated by a deterministic, discrete, age-structured model of the SBT population. Two versions of the model, corresponding to biological and harvesting conditions prevailing around 2000 and 2007 respectively are considered. Because of a significant downward revision of estimates of the productivity of the SBT stock between these two dates, the later model suggests that conservation and optimal utilization of the SBT stock will require a substantial cut in catch quotas as compared with the results of the earlier model.
