To work they must have, or will be restored to have, those attributes traditionally ascribed to wilderness. Some critics argue that The Wildlands Project model is inapplicable to other parts of the world, especially the developing world. The inapplicability is based on nonbiological considerations. The applicability of Wildlands type conservation outside of North America is examined in light of largescale conservation work in Latin America and Asia. In both regions, conservation efforts similar to those of The Wildlands Project are underway and show promise. There are important differences, but the similarities are significant enough to suggest the approach can be applied. The similarities between conservation work in North America, Latin America, and Asia is attributable in some cases to Wildlands Project influence. Forested lands of western Oregon provide aquatic habitat for many fish and riparian dependent species, including a wide variety of salmon species. Current policies set riparian protections using fixed buffers on streams for federal and private lands based on stream type or size. These buffers can create a series of disjointed riparian protections, as federal lands require buffers that are much larger than private lands. In addition, the fixed buffer approach is neither flexible nor tailored to aquatic ecosystem values. This thesis presents a framework for comprehensively assessing stream networks using site specific watershed features and then suggests riparian conservation strategies that key stream and riparian protection to aquatic ecosystem values. Seven study watersheds were used in this analysis, totaling over 2.5 million acres of forested lands in western Oregon. Employing a set of geospatial tools, called NetMap, streams in each watershed were classified into higher and lower priorities using criteria of intrinsic potential, erosion/debris flow susceptibility, and thermal loading potential. Results demonstrated the inherent variability within and among watersheds based on the geomorphic and ecological processes determined important for selected salmon species. Within each watershed, both federal and non-federal lands had many miles of higher priority fish-bearing and non-fish bearing streams, suggesting the need for comprehensive, holistic watershed conservation strategies. Based on the partitioning of streams into higher and lower priorities, an alternative riparian conservation strategy was then modeled for federal lands that allocate protection on the basis of the ecological context of a stream segment’s potential and particular location while still meeting federal aquatic conservation goals and objectives. Possible increases to the land base for long-term timber production were then identified if this strategy were applied to federal Matrix lands. Results demonstrated that 8-30 percent of the current riparian buffers could be reallocated to the land base for long-term timber production. An additional 26-45 percent of current buffers could be managed simultaneously for both timber production and aquatic ecosystem goals. Results also provided a framework for targeting of conservation and restoration efforts towards higher priority streams within each watershed. As many of the most ecologically important streams were located on non-federal lands, riparian conservation policies focused on streams classified as higher priority on those lands may be needed to protect aquatic species and their environments. Because fire has been important in maintaining Willamette Valley prairies for at least 1000 years, prescribed burning is a top choice of managers for preventing encroachment of woody species. However, the effects of prescribed burning on present day wetland prairie communities, with their mix of native and non-native species, are not clear. Moreover, because strict governmental requirements for smoke management hinder prescribed burning, natural-area managers are considering alternatives to fire, like mowing and hand removal of woody plants. The present study explored the ecological interactions of a wetland prairie by experimentally testing the responses of burning, hand-removal of woody species, and mowing with removal of cut material on woody plants and key native and non-native grasses and forbs. We evaluated these perturbations for their effectiveness in meeting management objectives of reducing abundance of woody species, reducing or preventing an increase in abundance of nonnative pest species, and increasing or at least maintaining native species’ abundance. After three treatments periods (1994, 1996, and 1998) the following patterns emerged: • Woody species Burning and hand-removal consistently caused the greatest reduction in cover of woody species. Mowing with removal of cut material did not reduce the abundance of woody species compared to the control. As woody plant cover decreased, plant mortality increased, indicating that treatments influenced woody plant cover at least partially through changes in survival. • Native herbaceous species All management treatments consistently failed to significantly increase the cover of Deschampsia cespitosa, while burning decreased the number of inflorescences. As a group, native graminoid flowering consistently showed no significant responses to the management treatments. Although burning and hand-removal significantly increased the cover of native forbs as group after the second treatment period in 1997, native forbs showed no significant responses to treatments in 1999. • Non-native herbaceous species Response of non-native forb cover to management treatments has been inconsistent during the five year study period with no significant differences in 1995, significant reductions by burning and hand-removal in 1997, and increases with mowing in 1997. Mowing consistently increased flowering of nonnative graminoids as a group. Overall no treatment was clearly superior in fulfilling restoration objectives. In 1993 a long-term population monitoring program for Erigeron decumbens var. decumbens was initiated at Baskett Slough National Wildlife Refuge (Polk County). The objectives were to assess long-term population trends, particularly patterns of reproduction, recruitment, and mortality. This report presents the results of the demographic monitoring from 1993-1999. Considered together the following demographic parameters indicate that the measured population at Baskett Butte (Baskett Slough National Wildlife Refuge) is declining. 1. The population size decreased every year but one with the 1999 population only 48% of the 1993 population. 2. Increasing mortality rates exceeded recruitment rates every year but one. 3. The percentage of the population that flowered generally decreased every year. 4. The average number of heads per flowering plant decreased each year beginning in 1995 to 3.4 heads per flowering plant in 1999. 5. The pattern of average basal area per plant varied but the 1999 average basal area is only 63% of that measured in 1993. To stabilize the population, adaptive management strategies need to be developed in conjunction with experimental approaches that will determine the factors responsible for the population decline. A second approach to aid in the recovery of Erigeron decumbens var. decumbens is to increase the population by transplanting cuttings or plants grown from seed under greenhouse conditions or by sowing seeds in the field under more controlled conditions. It is strongly recommended that future efforts to stabilize the population at Baskett Slough National Wildlife Refuge be coordinated with other agencies in the Valley who are also responsible for management of Erigeron decumbens var. decumbens populations. The study objectives were (1) to determine the effect of prescribed burning on regeneration of native species from seed, and (2) to establish predictive relationships between easily measured plant traits and seedling establishment rates in the field. The general approach was to sow seeds of target wetland prairie species during the fall into experimental field plots already established at the Danebo Wetland, Eugene, OR. Seedling establishment rates were then compared between burned and unburned plots the following spring. To establish predictive relationships these seedling establishment rates were related to selected seed and seedling traits measured under laboratory conditions. Overall seedling establishment rates showed no significant differences between burned (7.0%) and unburned plots (8.7%), although for the seven species showing positive responses to prescribed burning, the increase was approximately doubled in the burned plots. Burning significantly increased the seedling establishment rates of three species, Wyethia angustifolia, Grindelia integrifolia, and Danthonia californica. Seedling establishment significantly decreased with burning for one species, Sidalcea campestris. For three of the four endangered, threatened or rare species, Aster curtus, Horkelia congesta, and Sidalcea cusickii var. purpurea, seedling establishment rates were smaller in the burned plots compared to the unburned plots, although the differences were not significant. Lomatium bradshawii had no seedlings establish in either the burned or the unburned plots. Plant weight 7 days after germination was the best trait at predicting field seedling establishment rates for both the burned plots and the unburned plots, explaining a significant amount of variation in establishment rates: 70% for the burned plots and 45% for the unburned plots.
