This report provides a strategic approach developed by a Western Association of Fish and Wildlife Agencies interagency working group for conservation of sagebrush ecosystems, Greater sage-grouse, and Gunnison sage-grouse. It uses information on (1) factors that influence sagebrush ecosystem resilience to disturbance and resistance to nonnative invasive annual grasses and (2) distribution and relative abundance of sage-grouse populations to address persistent ecosystem threats, such as invasive annual grasses and wildfire, and land use and development threats, such as oil and gas development and cropland conversion, to develop effective management strategies. A sage-grouse habitat matrix links relative resilience and resistance of sagebrush ecosystems with modeled sage-grouse breeding habitat probabilities to help decisionmakers assess risks and determine appropriate management strategies at both landscape and site scales. Areas for targeted management are assessed by overlaying matrix components with Greater sage-grouse Priority Areas for Conservation and Gunnison sage-grouse critical habitat and linkages, breeding bird concentration areas, and specific habitat threats. Decision tools are discussed for determining the suitability of target areas for management and the most appropriate management actions. A similar approach was developed for the Great Basin that was incorporated into the Federal land use plan amendments and served as the basis of a Bureau of Land Management Fire and Invasives Assessment Tool, which was used to prioritize sage-grouse habitat for targeted management activities. As reflected here, some of these topics receive a greater depth of discussion because of the perceived importance of the issue for sagebrush ecosystems and sage-grouse populations. Though explicit connections to effects on sage-grouse populations are attempted throughout, these connections remain elusive and difficult to document. Understanding that perfect knowledge of these species and ecosystems is impossible due to natural complexity and human limitations, drawing connections between the direct effects on sagebrush ecosystems and the effect of ecosystem condition on habitat condition, and finally the connection between habitat quality and sage-grouse population dynamics remains the lofty goal of science and management. This effort is necessary and important, and despite the perception that these complicated, indirect relations are difficult to characterize and manage, many advances in understanding and application have been documented. The distributions of habitats, species, and human land uses are notably heterogeneous across large landscapes, and understanding the relations and processes that create these patterns, including both positive and negative associations, will assist in long-term planning by helping to identify risks to habitat and resource conservation success, control and mitigate our activities to reduce impacts and insure resiliency, and protect and conserve our natural heritage and natural resources for future generations. Rather than any single source of habitat degradation, the cumulative and synergistic impact of multiple disturbances, continued spread and dominance of invasive species, and increased impacts of land use continue to have the most significant influence on the trajectory of sagebrush ecosystems and sage-grouse populations. Future patterns of land use, combined with effective restoration and management may improve, or degrade, the remaining sage-grouse ranges, but natural dynamics and unforeseen stochasticity promise to add complexity to future plans and landscapes. Since public lands make up roughly half of the remaining sage-grouse habitat, management decisions by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS) are critical. The BLM and USFS land use plans will conserve key sagebrush habitat, address identified threats to the greater sage-grouse and promote sustainable economic development in the West. The plans were a key factor in the U.S. Fish and Wildlife Service (FWS) determination that the charismatic rangeland bird does not warrant protection under the Endangered Species Act (ESA). The plans will not only benefit the greater sage-grouse, but will also preserve the West’s heritage of ranching and outdoor recreation; protect hundreds of wildlife species such as elk, mule deer and golden eagles that also rely on sagebrush habitat; and promote balance between conservation and development. A healthy economy and a healthy ecosystem are inextricably linked. The sagebrush habitat supports a vibrant ranching economy, as well as over $1 billion in economic activity from outdoor recreation. The plans conserve the most important sage-grouse habitat while still providing access to key resources. For example, the vast majority of areas with high potential for oil, gas and renewable energy development are outside of sage-grouse habitat. Strong federal plans are one part of the equation. States, ranchers, sportsmen, energy developers and other partners are also implementing smart, effective conservation measures that will help ensure the health of iconic sagebrush landscapes for years to come. More than 1,100 ranchers and partners across the West are working with the Natural Resources Conservation Service’s (NRCS) Sage Grouse Initiative to restore more than 4.4 million acres of habitat while maintaining working landscapes. Additionally, the FWS and the BLM have also have commitments on 5.5 million acres in Candidate Conservation agreements on private and federal lands. The goal was to find a technique that controlled woody pest plants without harming native species or promoting non-native species. Three years after the initial manipulations, all treatments significantly reduced woody plant cover. Mowing promoted the group of measured native grasses without promoting non-native species. In contrast, burning had mixed effects on herbaceous species, promoting growth for some species and decreasing growth for others. Each treatment, particularly mowing, caused local increases in numbers of Fender’s blue butterfly egg masses, probably because lupines invigorated by treatments attracted ovipositing females. Although prescribed burning seemed to kill larvae, treated areas still accumulated more eggs masses than in controls. Three years after the start of manipulations, mowing was the most effective overall treatment for controlling woody plants, increasing native species abundance without promoting non-native species, and increasing Fender’s blue butterfly numbers. We recommend mowing for restoring similar habitats. Prescribed burning would also be an effective choice for habitat restoration. One of the largest remaining parcels of native upland prairie, Butterfly Meadows (Benton County), is being invaded by Brachypodium sylvaticum (false brome). This site is one of three most important remaining habitats for the Fender's blue butterfly and Kincaid's lupine, federally listed as Endangered and Threatened respectively. Most of Butterfly Meadows is owned by Starker Forests (Corvallis) with a small portion owned by Oregon State University. A partnership was formed in 2002 of people and organizations interested in protecting and restoring Butterfly Meadows: Fred Pfund (Starker Forests) Matt Blakeley-Smith (Institute for Applied Ecology) Deborah Clark (Oregon State University, Biology Program) Paul Hammond (Entomologist, Private consultant) Debbie Johnson (Oregon State University, College Forests) Tom Kaye (Institute for Applied Ecology) Bruce Kelpsas (Helena Chemical Company) In fall 2002, the partnership submitted a proposal (Control of Brachypodium sylvaticum and Restoration of Rare Native Upland Prairie Habitat at Butterfly Meadows, Benton County) and received funding from the Oregon Department of Agriculture. The project goal was and is to protect and restore rare Willamette Valley upland prairie habitat at Butterfly Meadows (Benton County) from invasion by the noxious weed Brachypodium sylvaticum (false brome). Since receiving funding in 2002, the partnership has developed and implemented herbicide treatments, beginning with small scale experiments, which control Brachypodium sylvaticum without harming native prairie vegetation or the Fender's blue butterfly. We used the results of these small-scale experiments to develop strategies for restoration of larger areas of the Butterfly Meadows, which Starker Forests has implemented at its own expense. These strategies have been relatively successful in controlling false brome, but we are now at a time where we need to revegetate these areas where false brome has been controlled. These areas are too large to quickly revegetate with existing native herbaceous species, so we need to augment the site with additional seed. Transplanting greenhouse grown plants is also an option but is much more costly. We hope to apply for additional funding elsewhere for these transplants. The project goal was and is to protect and restore rare Willamette Valley upland prairie habitat at Butterfly Meadows (Benton County) from invasion by the noxious weed Brachypodium sylvaticum (false brome). Since receiving funding in 2002, the partnership has developed and implemented herbicide treatments, beginning with small scale experiments, which control Brachypodium sylvaticum without harming native prairie vegetation or the Fender's blue butterfly. We used the results of these small-scale experiments to develop strategies for restoration of larger areas of the Butterfly Meadows, which Starker Forests has implemented at its own expense. These strategies have been relatively successful in controlling false brome, but we are now at a time where we need to revegetate these areas where false brome has been controlled. These areas are too large to quickly revegetate with existing native herbaceous species, so we need to augment the site with additional seed. Transplanting greenhouse grown plants is also an option but is much more costly. We hope to apply for additional funding elsewhere for these transplants. Close

Species’ establishment rate in monoculture was the trait most strongly correlated to both establishment and cover in mixtures. We then presents recommendations. For control of tall oatgrass, we recommend for most situations mowing in late spring or early summer. Mowing height should be just above most of the foliage of native plants to be protected (typically 10 cm - 15 cm). In areas with Kincaid’s lupine and Fender’s blue butterfly, mowing should be delayed until July, after the flowering and flight seasons. This thesis presents a framework for comprehensively assessing stream networks using site specific watershed features and then suggests riparian conservation strategies that key stream and riparian protection to aquatic ecosystem values. Seven study watersheds were used in this analysis, totaling over 2.5 million acres of forested lands in western Oregon. Employing a set of geospatial tools, called NetMap, streams in each watershed were classified into higher and lower priorities using criteria of intrinsic potential, erosion/debris flow susceptibility, and thermal loading potential. Results demonstrated the inherent variability within and among watersheds based on the geomorphic and ecological processes determined important for selected salmon species. Within each watershed, both federal and non-federal lands had many miles of higher priority fish-bearing and non-fish bearing streams, suggesting the need for comprehensive, holistic watershed conservation strategies. Based on the partitioning of streams into higher and lower priorities, an alternative riparian conservation strategy was then modeled for federal lands that allocate protection on the basis of the ecological context of a stream segment’s potential and particular location while still meeting federal aquatic conservation goals and objectives. Possible increases to the land base for long-term timber production were then identified if this strategy were applied to federal Matrix lands. Results demonstrated that 8-30 percent of the current riparian buffers could be reallocated to the land base for long-term timber production. An additional 26-45 percent of current buffers could be managed simultaneously for both timber production and aquatic ecosystem goals. Results also provided a framework for targeting of conservation and restoration efforts towards higher priority streams within each watershed. As many of the most ecologically important streams were located on non-federal lands, riparian conservation policies focused on streams classified as higher priority on those lands may be needed to protect aquatic species and their environments. Possible increases to the land base for long-term timber production were then identified if this strategy were applied to federal Matrix lands. Results demonstrated that 8-30 percent of the current riparian buffers could be reallocated to the land base for long-term timber production. An additional 26-45 percent of current buffers could be managed simultaneously for both timber production and aquatic ecosystem goals. Results also provided a framework for targeting of conservation and restoration efforts towards higher priority streams within each watershed. As many of the most ecologically important streams were located on non-federal lands, riparian conservation policies focused on streams classified as higher priority on those lands may be needed to protect aquatic species and their environments. These predictions can then be restated as management recommendations, such as which species to sow and site preparation and maintenance regimes to follow to maximize native plant abundance and minimize non-native plant abundance at a given site. The two components of our project–plant traits and the database–are crucial to this goal. • Without the generalization that traits allow, understanding of wetland restoration increases slowly and expensively, one case study at a time. • The organization of the database will increase the power and efficiency of revealing the relationships between plant traits and plant performance. During several recent MPA designation processes, concerns have arisen over the scientific justification for no-take MPAs, particularly those that restrict recreational fishing for pelagic species. An important question is: under what conditions might recreational pelagic fishing be compatible with the conservation goals of an MPA that is primarily focused on benthic Communities? In 2005, an expert workshop of fisheries biologists, marine ecologists, MPA managers, and recreational fishermen was convened by NOAAs National MPA Center to evaluate the limited empirical data on benthic-pelagic coupling and to help provide practical advice on this topic. The participants (i) proposed a preliminary conceptual framework for addressing vertical zoning, (ii) developed preliminary guidelines to consider when evaluating whether to allow or restrict pelagic fishing in an MPA, and (iii) identified future research priorities for understanding benthic-pelagic Coupling. A Suite of ecological conditions where recreational pelagic fishing may not be compatible with benthic conservation were identified: (1) high relief habitats, (2) depths shallower than 50-100 m (depending upon the specific location), (3) major topographic and oceanographic features, and (4) spawning areas. Similarly, pelagic fishing is not likely to affect benthic communities adversely in many circumstances. Until further scientific study can shed more light on the issue of how benthic-pelagic linkages affect specific conservation targets, the proposed framework in this manuscript provides practical, easily-applied guidance for using vertical zoning to manage fishing in multiple use MPAs that focus on benthic conservation. Title: Vertical Zoning in Marine Protected Areas: Ecological Considerations for Balancing Pelagic Fishing with Conservation of Benthic Communities Author: Gleason, Danny, Boulon, Rafe, Field, John, Beets, Jim, Grober-Dunsmore, Rikki, Berkeley, Steve, Crowder, Larry, Miller, Marc, Brodeur, Richard, Bohnsack, Jim, Wahle, Charles, Morgan, Lance, Ainsworth, Cameron, Wooninck, Lisa, Lindberg, Bill, Kaufman, Les, Hixon, Mark, Brodziak, John Marine protected areas (MPAs), ideally, manage human uses that threaten ecosystems, or components of ecosystems. During several recent MPA designation processes, concerns have arisen over the scientific justification for no-take MPAs, particularly those that restrict recreational fishing for pelagic species. An important question is: under what conditions might recreational pelagic fishing be compatible with the conservation goals of an MPA that is primarily focused on benthic Communities? In 2005, an expert workshop of fisheries biologists, marine ecologists, MPA managers, and recreational fishermen was convened by NOAAs National MPA Center to evaluate the limited empirical data on benthic-pelagic coupling and to help provide practical advice on this topic. The participants (i) proposed a preliminary conceptual framework for addressing vertical zoning, (ii) developed preliminary guidelines to consider when evaluating whether to allow or restrict pelagic fishing in an MPA, and (iii) identified future research priorities for understanding benthic-pelagic Coupling. A Suite of ecological conditions where recreational pelagic fishing may not be compatible with benthic conservation were identified: (1) high relief habitats, (2) depths shallower than 50-100 m (depending upon the specific location), (3) major topographic and oceanographic features, and (4) spawning areas. Similarly, pelagic fishing is not likely to affect benthic communities adversely in many circumstances. Until further scientific study can shed more light on the issue of how benthic-pelagic linkages affect specific conservation targets, the proposed framework in this manuscript provides practical, easily-applied guidance for using vertical zoning to manage fishing in multiple use MPAs that focus on benthic conservation. Methods: We developed two types of quantitative models for each of 10 prairie restoration sites: 1) plant trait models, which related plant traits to species field responses following restoration management treatments, and 2) species identity models, which related species taxonomic identity to species field responses following restoration management treatments. Species identity models determined the maximum amount of variability of field responses that can be explained by differences in individual species’ responses to management treatments. Plant trait models determined what proportion of this explanatory power can be attributed to plant traits. This approach contrasts with approaches often used in other plant trait studies that describe how traits vary with environmental conditions. Specifically, we used these two models to address the following questions: 1) How much of the variability in field responses of plants to restoration management treatments is explained by plant traits? 2) How well do plant traits explain the variability of field responses following restoration management treatments compared to models relating field responses to species identity? Our approach was to measure two aspects of explanatory power: R2 (variability explained) and AIC (a measure of model fit that accounts for parsimony, i.e., how well a model fits the data with relatively few explanatory variables). Results: 1) The plant trait models (relating plant traits with plant field responses) explained much of the variability within each of the ten restoration sites, with R2 values ranging between 31% and 69%. 2) The species identity models (relating species taxonomic identity with plant field responses) explained between 47% and 74% of variability in field performance (R2). Thus, the plant trait models explained nearly as much variability as the species identity models. In seven out of nine sites, the plant trait models were superior to the species identity models as measured by AIC; that is, the trait models did well at explaining variability with less model complexity (i.e., fewer explanatory variables). Conclusion: Development of general and predictive plant trait models is a multi-step process. Strong explanatory power by plant trait models, both on an absolute scale and as compared to species identity models, supports the feasibility of using plant traits instead of species taxonomic identity as a common language to characterize plant field responses to restoration treatments. Fire may be an important factor in promoting regeneration of native species from seed because of its historical role in maintaining the prairie landscape. The study objectives were (1) to determine the effect of prescribed burning on regeneration of native species from seed, and (2) to establish predictive relationships between easily measured plant traits and seedling establishment rates in the field. The general approach was to sow seeds of target wetland prairie species during the fall into experimental field plots already established at the Danebo Wetland, Eugene, OR. Seedling establishment rates were then compared between burned and unburned plots the following spring. To establish predictive relationships these seedling establishment rates were related to selected seed and seedling traits measured under laboratory conditions. Overall seedling establishment rates showed no significant differences between burned (7.0%) and unburned plots (8.7%), although for the seven species showing positive responses to prescribed burning, the increase was approximately doubled in the burned plots. Burning significantly increased the seedling establishment rates of three species, Wyethia angustifolia, Grindelia integrifolia, and Danthonia californica. Seedling establishment significantly decreased with burning for one species, Sidalcea campestris. For three of the four endangered, threatened or rare species, Aster curtus, Horkelia congesta, and Sidalcea cusickii var. purpurea, seedling establishment rates were smaller in the burned plots compared to the unburned plots, although the differences were not significant. Lomatium bradshawii had no seedlings establish in either the burned or the unburned plots. Plant weight 7 days after germination was the best trait at predicting field seedling establishment rates for both the burned plots and the unburned plots, explaining a significant amount of variation in establishment rates: 70% for the burned plots and 45% for the unburned plots.
