What are the conditions, changes and developments that have made it what it is? How does Portland compare with other places? What makes it unique? These are some of the question pursued in this volume. This book contains thirteen chapters discussing various facets of Portland's environmental, economy, and character. It is an up-to-date and comprehensive analysis of dynamics and change in the landscape. An overview is provided of Portland as a city and place to live, as well as its functional significance on a national and international basis. Two threads are woven through the tapestry of these essays. One is that Portland is a big city but with many attributes of a small town. The other is the closeness and accessibility of city and nature. The challenge is how to nurture and maintain both - to have our cake and eat it too. The evidence is clear that most American cities have not been able to achieve this. Only the future can tell how Portland will fare. The authors are all professional geographers or work in closely related fields. All have been involved with the Portland scene for a number of years and are uniquely qualified to write about these topics. While each approaches problems from his or her own perspective, the net result is a summing up, a taking stock of where we have been and where we are going. When considered as a whole the book should provide a better view than we have had of the nature and character of this special place. Portland, Oregon has seen many of its neighborhoods undergo the gentrification transition, especially in traditionally Black neighborhoods. The Boise neighborhood lies within Northeast Portland's Albina district, which has served as the cultural and commercial heart of Portland's Black community for generations. In the 1990 Census, over 70% of the population of Boise (situated within Multnomah County Census tract 34.02) were Black, while 26% were White. By 2010, those figures had shifted to 25% Black and 65% White. During this same period public and private investment in the neighborhood increased substantially, while indicators of gentrification such as median household income, per capita income, housing values and rents, and educational attainment showed significant corresponding increases. Through comparative analyses of Census and American Community Survey data (using 1990, 2000, and 2010 Census data for tract 34.02, as well as intervening ACS 3-year estimates), documentary review, and interviews with longtime residents and community stakeholders, this study explores the process of gentrification in the Boise neighborhood and illustrates the extent of resulting displacement of Black residents from the area. As the population continues to grow, greater pressure is placed upon the limited amount of public open space available for recreation. As stated in the Portland Parks & Recreation (PP&R) 2020 Vision Plan, "Demographic, recreational, and funding trends suggest that both current shortages and future needs will intensify and produce inequities in our cherished park system" (PP&R, 2001). Today, Portland's already strained park system struggles to accommodate demands for the myriad of recreational activities. Competition among park users - joggers, tennis players, picnickers, dog owners, bicyclists, and others - for limited resources will only intensify leading to a greater number conflicts in Portland parks. The case studies conducted for the project yielded valuable information about what other cities have done to implement successful off-leash programs. The fieldwork also produced many interesting findings regarding the needs and opinions of park users. Based upon this work, a set of final recommendations has been formulated that we hope will be given serious consideration by all of the stakeholders. This project was conducted under the supervision of Sy Adler and Jennifer Dill. A comprehensive examination of parking in Northwest will include a review of past efforts, an analysis of the parking-supply and demand, and a detailed review of program and policy alternatives that may be applied in Northwest. The research has two primary goals: 1) is to provide objective data that will be acceptable to both the Northwest District Association (NWDA) and Nob Hill Business Association (NHBA) and 2) to provide policy analyses to ground stakeholders in parking theory and parking management techniques. The study is divided into four main sections. Section 1 is the introduction and history section. Section 2 provides a background to the parking issue through a brief historical and cultural analysis of the Northwest neighborhood past and present. It provides an analysis of the parking supply and parking demand using a variety of past studies. The section frames parking in a regional context and includes a presentation of past studies, relevant data and their sources. Section 3 examines policy and program alternatives that may be relevant to Northwest. These "alternatives" are comprised of parking management techniques that have been tried in many municipalities and in other parts Portland. The analysis in Section 3 presents these policies in an objective format.
