Year: 2000 This study presents a tree-structured regression (TSR) method to relate daily precipitation with a variety of free-atmosphere variables. Historical data were used to identify distinct weather patterns associated with differing types of precipitation events. Models were developed using 67% of the data for training and the remaining data for model validation. Seasonal models were built for each of 2 US sites: San Francisco, California, and San Antonio, Texas. The average correlation between observed and simulated daily precipitation data series is 0.75 for the training set and 0.68 for the validation set. Relative humidity was found to be the dominant variable in these TSR models. Output from an NCAR CSM (climate system model) transient simulation of climate change were then used to drive the TSR models in the prediction of precipitation characteristics under climate change. A preliminary screening of the GCM output variables for current climate, however, revealed significant problems for the San Antonio site. Specifically, the CSM missed the annual trends in humidity for the grid cell containing this site. CSM output for the San Francisco site was found to be much more reliable. The analysis was accomplished using Kendall’s tau and analysis of variance (ANOVA) to determine differences in precipitation intensity among combinations of positive and negative ENSO and PDO phases. The results suggest that the relation between ENSO phase and precipitation intensity is negative in November and positive in April, while the relation between PDO and intensity is negative and strongest in January and March. These varying seasonal associations with ENSO/PDO phase may be related to the Willamette Valley’s location in the transitional zone between positive and negative El Niño response and to the moderating effects of out-of-phase ENSO/PDO. Our results show that the Willamette Valley is more vulnerable to drought risk than the High Cascades in the 21st century. SPI shows increasing frequency and intensity of short-term drought over the whole Willamette River basin due to summer precipitation decrease, while SRI in the High Cascades shows no change because the High Cascades have young permeable volcanic rocks and gentle slopes, which create a deep groundwater system. Additionally, the frequency of short-term extreme drought, such as droughts lasting 1 to 3 months, is projected to increase in the Willamette Valley, but long-term extreme droughts are not expected to change significantly. The study site is 2,365 km2, located in the upper Umatilla River Basin (URB) in northeastern Oregon. The Precipitation Runoff Modeling System, a distributed-parameter, physical-process watershed model, was used in this study. Model calibration yielded a Nash Sutcliffe Model Efficiency of 0.73 for both calibration (1995-2010) and validation (2010-2014) of daily streamflow. Ten Global Climate Models using Coupled Model Intercomparison Project Phase 5 experiments with Representative Concentration Pathways 4.5 and 8.5 (RCP), were used to observe hydrologic regime shifts in the 2020s, 2050s, and 2080s. Mean center timing of flow occurs earlier in the year in both pre- and post-fire conditions, where there are increased winter flows and decreased summer flows throughout the 21st century. Change in temperature and percent change in precipitation is more variable in the summer than winter increasing over time, with a slight decrease in winter precipitation in the 2080s in RCP 8.5. Temperature increases 1.6°C in RCP 4.5 and 3.3°C in RCP 8.5 by the end of the 21st century. The ratio of Snow Water Equivalent to Precipitation decreases 96% in the 2080s in RCP 8.5 before forest cover reduction, and decreases 90-99% after forest cover reduction. Potential basin recharge and the base-flow index are both sustained throughout the 21st century with slight declines before forest cover reduction, with an increase in basin recharge and increase in base-flows in the 2080s after fire-burns. However, the simulated sustained base-flows and area-weighted basin recharge in this study, do not take into account the complex geologic structure of the Columbia River Basalt Group (CRBG). A more robust characterization and simulation of URB aquifer recharge would involve coupling the PRMS model with a groundwater model in a future study. Although groundwater recharge in the CRBG in the URB is not well understood, the long-term decline of groundwater storage presents a serious environmental challenge for the Confederated Tribes of the Umatilla Indian Reservation and communities in the URB. Climate change caused increases in temperatures limited simulated C sequestration potential because of augmented fire activity and reduced establishment ability of subalpine and upper montane trees. Higher temperatures influenced forest response more than reduced precipitation. As the forest reached its potential steady state, the forest could become C neutral or a C source, and climate change could accelerate this transition. The future of forest ecosystem C cycling in many forested systems worldwide may depend more on major disturbances and landscape legacies related to land use than on projected climate change alone. Three CMIP5 climate scenarios (Lowclim, Reference, and HighClim) were run for the 2010–2100 period. Besides warmer temperatures, the climate scenarios were characterized by wetter winters and increasing vapor pressure deficits. In the mid-range Reference scenario, our landscape simulation model (Envision) projected a continuation of forest cover on the uplands but a threefold increase in area burned per year. A decline (12–30%) in basin-wide mean leaf area index (LAI) in forests was projected in all scenarios. The lower LAIs drove a corresponding decline in ET. In a sensitivity test, the effect of increasing CO2 on stomatal conductance induced a further substantial decrease (11–18%) in basin-wide mean ET. The net effect of decreases in ET and increases in winter precipitation was an increase in annual streamflow. These results support the inclusion of changes in land cover, land use, LAI, and ecophysiology in efforts to anticipate impacts of climate change on basin-scale water balances. Ten global climate models using Coupled Intercomparison Project Phase 5 experiments with Representative Concentration Pathways (RCP) 4.5 and 8.5 were used to simulate the effects of climate and fire-burns on runoff behavior throughout the 21st century. We observed the center timing (CT) of flow, seasonal flows, snow water equivalent (SWE) and basin recharge. In the upper URB, hydrologic regime shifts from a snow-rain-dominated to rain-dominated basin. Ensemble mean CT occurs 27 days earlier in RCP 4.5 and 33 days earlier in RCP 8.5, in comparison to historic conditions (1980s) by the end of the 21st century. After forest cover reduction in the 2080s, CT occurs 35 days earlier in RCP 4.5 and 29 days earlier in RCP 8.5. The difference in mean CT after fire-burns may be due to projected changes in the individual climate model. Winter flow is projected to decline after forest cover reduction in the 2080s by 85% and 72% in RCP 4.5 and RCP 8.5, in comparison to 98% change in ensemble mean winter flows in the 2080s before forest cover reduction. The ratio of ensemble mean snow water equivalent to precipitation substantially decreases by 81% and 91% in the 2050s and 2080s before forest cover reduction and a decrease of 90% in RCP 4.5 and 99% in RCP 8.5 in the 2080s after fire-burns. Mean basin recharge is 10% and 14% lower in the 2080s before fire-burns and after fire-burns, and it decreases by 13% in RCP 4.5 and decreases 22% in RCP 8.5 in the 2080s in comparison to historical conditions. Mixed results for recharge after forest cover reduction suggest that an increase may be due to the size of burned areas, decreased canopy interception and less evaporation occurring at the watershed surface, increasing the potential for infiltration. The effects of fire on the watershed system are strongly indicated by a significant increase in winter seasonal flows and a slight reduction in summer flows. Findings from this study may improve adaptive management of water resources, flood control and the effects of fire on a watershed system. An inventory based on USGS topographic maps (l :24,000) revealed 1719 glaciers and perennial snow and ice features for a total area of 39.l5 ±7.52 km2. The number of 'true' glaciers, versus non-moving ice, is estimated to be 118, covering 15.87 ± 1.69 Km2. All glaciers were located on north to northeast aspects, at elevations >3000 m. Historical photographs, geologic evidence, and field mapping were used to determine the magnitude of area loss over the past century at 14 glaciers. These glaciers decreased in area by 31% to 78%, averaging 55%. The rate of area change was determined for multiple time periods for a subset of seven glaciers. Rapid retreat occurred over the first half of the twentieth century beginning in the 1920s in response to warm/dry conditions and continued through the mid-1970s. Recession ceased during the early 1980s, when some glaciers advanced. Since the 1980s each of the seven study glaciers resumed retreat. The uniform timing of changes in area amongst study glaciers suggests a response to regional climate, while the magnitude of change is influenced by local topographic effects. Glacier area changes correlate with changes in spring and summer air temperatures. Winter precipitation is statistically unrelated to changes in glacier area. Headwall cliffs above the glaciers alter the glacier responses by reducing incoming shortwave radiation and enhancing snow accumulation via avalanching.
