Wastewater treatment plant influent and effluent treatment regulations and practices may be improved upon as more knowledge accrues regarding contaminants of emerging concern behavior in the environment. The United States environmental regulatory process is a constant work in progress. Inherited from decades-old public health traditions, environmental regulatory programs arose to address the issues of public health as water and air quality issues surfaced. The Toxic Substances Control Act (TSCA) (15 U.S.C. 2601), enacted in 1976, provided the EPA regulatory authority to protect the environment and consumers’ health against risks posed by chemicals in commerce. TSCA only retroactively addressed chemical hazards, after they had been deemed unsafe and previously unrestricted in the public. A bill to overhaul TSCA, the Frank R. Lautenberg Chemical Safety for the 21st Century Act (House Amendment to the Senate Amendment to H.R. 2576, TSCA Modernization Act of 2015), was passed by the Senate on June 7, 2016 and sent on for President Obama’s signature. The amended law will give the EPA new authority to evaluate the safety of a new chemical before it enters the marketplace. It will also allow EPA to evaluate the safety of chemicals already known to be risks, including chemicals found to persist in the human body and in the environment. The Columbia River is presented as a case study as an example of a significant waterbody with research and regulatory gaps concerning CECs. The Columbia River waterbody was chosen as it represents an important natural resource for which data gaps exist on CEC sources and pathways into the waterbody, and which also does not receive adequate protective regulations under the national regulatory framework. Understanding human and climate-induced changes in its hydrologic properties is, therefore, a topic of considerable interest. Long streamflow records are essential to determining how runoff has changed over time. Daily streamflow records of the Columbia River at The Dalles dates back to June 1978. However, the observed daily flow does not alone provide enough information to understand or separate anthropogenic and climate effects. It is necessary also to have an estimate of virgin flow of the river to provide a historical perspective of water resources development, separate anthropogenic and climate effects, and compare present water use scenarios with those of the past decades. The United State Geological Survey (USGS) has calculated a monthly averaged adjusted river flow at The Dalles for 1879-1999 that accounts for the effects of flow regulation. The Bonneville Power Administration (BPA) has estimated the monthly averaged virgin (or naturalized) flow at The Dalles, i.e., the flow in the absence of both flow regulation and irrigation depletion for 1929-89. We have estimated the monthly virgin flow of the Columbia River at The Dalles from records of irrigated area for the missing years, i.e., for the period 1879-1928. In addition, a filtered version of the daily observed flows were combined with monthly virgin flow corrections to obtain estimates of daily virgin flows with realistic higher moments and spectral properties. Examination of the virgin flow record shows that climate change since late 19th century has caused a decrease of >7% in its annual average flow volume. The decrease in flow due to irrigation diversion during the same period is also ~7%. Broadly speaking, there are three periods of Columbia River flow management. Before 1900, mainstem dams were absent and flow diversions relatively small. Numerous dams were constructed between 1900 and 1970, and irrigation depletion increased 500%. Since about 1970, river flows have been managed on a system-wide basin, effecting significant interannual transfers of flows for the first time. This research focused on the effectiveness of conditional transit priority or the manipulation of traffic signal timing plans to reduce delay of late transit buses. The integration of two transportation subsystems—traffic signals and public transit systems—was studied. These subsystems interact along a congested corridor where they share a common roadway infrastructure and transit signal priority (TSP) regulates the interaction between traffic signals, passenger traffic, and buses. Previous research has focused on the evaluation of bus TSP performance at the route level. In practice, it is important to understand not only TSP performance at the route level but also the impact of TSP at the level of the traffic signal intersection (e.g., to allow progression in major cross streets). TSP can significantly improve performance at specific intersections, even though at the route level TSP shows a more modest impact. This study proposed the integration of several data sets such as bus scheduling and location, passenger flows, and TSP requests to evaluate schedule adherence at the stop level and TSP performance at the level of the signalized intersection. A congested arterial corridor was analyzed and regression analysis was used to determine the key factors that affect bus travel time and schedule recovery for late buses. TSP was found to be most effective at lower-volume intersections where queuing was less problematic. Implications of the findings are analyzed and discussed. Energy and emissions reductions for a variety of scenarios using real-world data in the United States are presented as well as break-even points at which EVs are competitive. Findings include the following: (a) fuel-efficient vehicles such as hybrids and EVs are purchased only in scenarios with high gasoline prices or high utilization, (b) current European carbon dioxide cap-and-trade emissions price (around $18.70/ton) does not significantly alter fleet management decisions, and (c) incentives for using EVs (i.e., tax credits) increase the rate of purchase of hybrid and electric vehicles in scenarios with high gasoline prices and high vehicle utilization. Oregon state law requires that hydraulic structures located in water properly provide fish passage. Increasingly stringent state and federal regulations apply to these fish passageways, and designers must become more cognizant of conditions over a range of flows to accommodate fish movement and avoid expensive structural failure of these passageways. Fish passage structures are built when roads cross streambeds and may include culverts, or bridges. When these structures are built, the streambeds are re-created using a technique called “roughened channels”. Roughened channels are man-made stream channels utilized for re-creating the hydraulics necessary for adequate stream passage, and this may include new constructions or retrofits of older, inadequate structures. Mixtures of materials are used to construct the bed of roughened channels, ranging from fines such as sand, silt and gravel to coarse elements like cobbles and boulders. Fines are a critical element in limiting permeability of the constructed bed thus keeping stream flow at the surface of the roughened channel during low flow periods. This report discusses work of a research project designed to discover factors that are key to successful long-term implementation of fish passageways, especially focused on the construction process. Areas of inquiry postulated in this study are that failures experienced in actual installations may be due to inadequate range and/or mix of soil and rock material gradation; unexpected water velocity, especially during high flows; inadequate mixing of rock and soil materials during construction; and inadequate compaction of rock and soil materials during construction. This report suggests that several factors may be especially important considerations in fish passage success. These factors are the relationship of downstream slope to structure slope, well-graded fine soil materials in the channel fill (improved by choice of fill source), and frequent site visits. Results from the ECHAM5 global climate model driven with the A1B emission scenario from the Intergovernmental Panel on Climate Change (IPCC) were downscaled using the Weather Research and Forecasting (WRF) model to provide regional meteorological fields. We developed air quality simulations using the Community Multiscale Air Quality Model (CMAQ) chemical transport model for two nested domains with 220 and 36 km horizontal grid cell resolution for a semi-hemispheric domain and a continental United States (US) domain, respectively. The semi-hemispheric domain was used to evaluate the impact of projected global emissions changes on US air quality. WRF meteorological fields were used to calculate current (2000s) and future (2050s) biogenic emissions using the Model of Emissions of Gases and Aerosols from Nature (MEGAN). For the semi-hemispheric domain CMAQ simulations, present-day global emissions inventories were used and projected to the 2050s based on the IPCC A1B scenario. Regional anthropogenic emissions were obtained from the US Environmental Protection Agency National Emission Inventory 2002 (EPA NEI2002) and projected to the future using the MARKet ALlocation (MARKAL) energy system model assuming a business as usual scenario that extends current decade emission regulations through 2050. Our results suggest that daily maximum 8 h average ozone (DM8O) concentrations will increase in a range between 2 to 12 parts per billion (ppb) across most of the continental US. The highest increase occurs in the South, Central and Midwest regions of the US due to increases in temperature, enhanced biogenic emissions and changes in land use. The model predicts an average increase of 1–6 ppb in DM8O due to projected increase in global emissions of ozone precursors. The effects of these factors are only partially offset by reductions in DM8O associated with decreasing US anthropogenic emissions. Increases in PM2.5 levels between 4 and 10 μg m−3 in the Northeast, Southeast, Midwest and South regions are mostly a result of increase in primary anthropogenic particulate matter (PM), enhanced biogenic emissions and land use changes. Changes in boundary conditions shift the composition but do not alter overall simulated PM2.5 mass concentrations.
