We describe county-level historical land uses from the mid-1970s to the mid-2000s, including low-density residential and urban development, both outside and inside of current urban growth boundaries. We use difference-in-differences models to test whether differences in the proportions of developed land resulting from implementation of urban growth boundaries are statistically significant and whether they vary between Oregon and Washington. Our results suggest that land use planning and urban growth boundaries now mandated both in Oregon and Washington portions of the study area have had a measurable and statistically significant effect in containing development and conserving forest and agricultural lands in the Portland-Vancouver metropolitan area. Our results also suggest, however, that these effects differ across the four study-area counties, likely owing in part to differences in counties’ initial levels of development, distinctly different land use planning histories, and how restrictive their urban growth boundaries were drawn. Models of such interactions provide vital information to support many public policy decisions, such as land supply, infrastructure provision, and growth management. Both the transportation and land use systems exhibit historical dependencies in policy decisions. For instance, the expansion of a roadway today will change travel demand patterns, and make certain other roads more or less likely to be expanded in the future. A specific land supply decision made at one point in time, by changing the relative attractiveness of other areas in the region, can have a profound impact on future land supply decisions. Today’s land use decisions clearly influence future transportation policies and vice versa. This project examines the land use-transportation interaction from an evolutionary perspective — once a certain set of goals are determined and pursued by politicians and planners, their land supply and transportation investment decisions are, to a large extent, driven by their previous decisions and supply-demand dynamics in the urban system. Built upon this recognition of historical dependency and a transportation network growth model previously developed by the P.I., a model of the co-evolution of land use and transportation is proposed in this project. Different from existing integrated land use and transportation models that assume exogenous network investment decisions, the co-evolution model considers both land use growth and transportation network growth as endogenous and market-driven. The central research question is how market and policies translate into transportation facilities and land use developments on the ground. The co-evolution model achieves an Urban Growth Equilibrium, which is a useful concept for planning and policy analysis. An agent-based simulation approach is employed to integrate an existing land use model and the transportation network growth model. We hypothesized that urbanization would lead to convergent surface water abundance and distribution: in other words, cities will gain or lose water such that they become more similar to each other than are their surrounding natural landscapes. Using a database of more than 1 million water bodies and 1 million km of streams, we compared the surface water of 100 US cities with their surrounding undeveloped land. We evaluated differences in areal ( A) and numeric densities ( N) of water bodies (lakes, wetlands, and so on), the morphological characteristics of water bodies (size), and the density ( D) of surface flow channels (that is, streams and rivers). The variance of urban A, N, and D across the 100 MSAs decreased, by 89, 25, and 71%, respectively, compared to undeveloped land. These data show that many cities are surface water poor relative to undeveloped land; however, in drier landscapesurbanization increases the occurrence of surface water. This convergence pattern strengthened with development intensity, such that high intensityurban development had an areal water body density 98% less than undeveloped lands. A year later Los Angeles followed the same course and approved a report prepared by its "Los Angeles 2000 Committee." In Oregon we have been equally active in the development of alternative scenarios and strategic plans for the year 2000. The Oregon Progress Board and its Benchmarks is just one example. Others include Portland's Civic Index process and Future Focus, METRO's Goals and Objectives study and LCDC's Growth Management Study. These studies and numerous others across the country reflect a the desire to enhance, or at least maintain, the quality of our social and physical environments as we move into the 21st century. The year 2000 is obviously a significant milestone. It is not only the end of one century and the beginning of another one, but it is also the transition from one millennium to another. Other than the attached symbolism, however, the year 2000 is no more significant for us today than 1990 was nine years ago. Nevertheless, symbolism is an important and very powerful tool if used properly to challenge our imagination and focus our attention on the real issues, assuming we can delineate them in the proper framework.
