This dissertation is an in-depth qualitative comparative analysis of two collaborative governance processes created to tackle complex water problems in New Zealand and Oregon, U.S.A. Both cases convened a wide range of state and non-state actors in efforts to find common ground, build consensus for change, and develop innovative water policy solutions. The goal of this comparative case study analysis is to gain a better understanding of collaborative network governance frameworks as applied to integrated water management and primary factors for success. The proposition posits that collaborative networks involving public, private, and non-profit actors are better equipped than government-driven efforts to develop desired outcomes. To test this proposition, the research questions probe the role of state and non-state policy actors, conditions for collaboration, strength of actor ties, development of trust and social capital, barriers to success, and the role of climate change as a policy driver in these two case studies. The comparative case study analysis yields fascinating insights that adds to the network governance literature. In the New Zealand case, a collaborative-led process called the Land and Water Forum (LAWF) showed that this ongoing network offers benefits to creating consensus on complex water issues. LAWF succeeded in moving policy conversations forward where previous government-led efforts had failed. Within the LAWF collaborative network, non-state actors formed strong ties; however, relationships with state actors exhibited weaker ties. With Oregon's integrated water policy, a collaborative network approach created a more conducive environment for meaningful dialogue among vested interests, and built some levels of interdependency and trust, thus generating a wider array of policy options than through previous legislative and bureaucratic efforts. However, long-standing political, legal, and institutional challenges continue to constrain effective integrated water management and the delivery of integrated outcomes in Oregon. The Oregon case did not exhibit strong leadership within the collaborative to broker challenging policy issues. Also, it faced implementation challenges as one state agency was given responsibility for stewarding integrated water management but lacked authority for implementation or coordination with other state agencies. Overcoming fragmented natural resource governance arrangements remains a daunting challenge. This research revealed three key findings: (1) in both cases, collaborative network governance worked well for framing and designing new integrated water policies, but encountered implementation challenges; (2) managing the complexities around the intersection of top-down, vertical command and control governance with horizontal collaborative approaches remains an ongoing challenge to New Public Governance; and (3) the two cases represent examples of the use of formal and informal processes for policy development. The benefits of collaborative governance for policy development are substantial, and the limitations appear to be obstacles to overcome and not fatal flaws. The main challenge lies in transitioning from policy and planning to implementing changes on the ground affecting the way we manage water today and in the future. More than swapping parallel terminology my use of didactic epic imports the scholarship of Classical and neo-Latin scholars to reinvigorate a genre hampered by defining the "georgic" as poems about farming, derived exclusively from Virgil's Georgics. Within the framework of didactic epic, I reinterpret peripheral works such as John Gay's Trivia, Eliza Haywood's Anti-Pamela, and James Grainger's The Sugar Cane claiming these queer, fascinating texts represent critical experimentation with literary form in the eighteenth century. I contend that the incorporation of didactic epic elements into these texts demonstrates the plasticity and persistence of the genre thereby making the study of these foundational English texts and their Classical and neo-Latin sources an integral part of English literary studies. I argue the essays, poems, and novels of Joseph Addison, John Philips, John Gay, Eliza Haywood, and James Grainger dialogue with Classical and neo-Latin poems in addition to Virgil's Georgics such as Manilius's Astronomica, Fracastoro's Syphilis, and more-canonical Classical didactic epics from the Ars Poetica of Horace to Lucretius's De Rerum Natura. Because the separation of didactic and narrative epic derived from reliance on "georgic" has promoted a too-easy separation between the natural world (georgic) and the human world (epic), scholarship has approached English didactic epics as poems that have little bearing on humans and culture. However, analyzing the formal modulations I describe how eighteenth-century texts showcase radical experimentation with narrative persona and polyphonic registers thereby magnifying the presence of human beings in the natural world as organizers and consumers of the landscape and useable land. In the experimentations evident in eighteenth-century English texts, I locate innovations and modulations of the didactic epic that demonstrate the authors variously dissecting and critiquing ideologies of labor and imperialism and offering new paradigms of gender and labor that anticipate modern approaches to literary forms and modern concerns with the interrelation of humans and nature. In the city’s previous wastewater treatment facility, sludge was processed into Class B Biosolids and given to grass seed farmers in the area. In the city's current wastewater treatment facility, the city conducted a compos ng pilot project. The goal of this project was to iden fy markets for the composted biosolids as well as poten al local partners, and make recommenda ons for the structure and details of poten al projects. In addi on to considering the exis ng grass seed market, the class researched the poten al markets by conduc ng surveys of farmers around Albany, Oregon. The farms include hops, pears, dryland wheat, blueberries, and christmas trees. Students selected these markets based on the environmental bene ts of biosolids to agriculture, forestry, and land reclama on. Students researched best prac ces from around the country and summarized successful implementa ons. They selected and researched treatment facili es with similar loca ons, community size served, an existence of public- private partnerships, and/or classi ca on of biosolids and their subsequent applica ons. They then explored the types of poten al bulking material. The addi on of bulking material is a cri cal component to the compos ng process for crea ng higher class biosolids. Students examined bulking materials in use across a wide range of biosolids and other organic waste compos ng processes. Research revealed three primary types of compost opera ons: Aerated Windrows, In Vessel, and Anaerobic Biodiges on. Lastly, the class assessed the possibility of a public-private partnership. Students met with several private corpora ons that partner with public ins tu ons to create value for all stakeholders in a solid waste management system. The research revealed the chemical and environmental value of biosolids, but that given public percep on, biosolid-derived fer lizer cannot compete against plen ful, cheap synthe c fer lizers derived from natural gas. The class suggests a series of considera ons for Albany. They also suggest immediate explora on of a partnership deal under a Design-Build-Operate (DBO) model. The City of Albany can seek reduced cost funding under the Clean Water State Revolving Fund (CWSRF). Non-native fish introductions have drastically reduced the number of naturally fishless lakes and have resulted in cascading food web repercussions in aquatic and terrestrial habitats. Additional anthropogenic influences that result from increases in global airborne emissions also threaten wildlife habitat. Atmospheric nitrogen deposition has been recognized as an anthropogenic contributor to acidification and eutrophication of wilderness ecosystems. Planktonic communities have shown declines in response to predation and shifts in composition as a result of nutrient inputs and acidification, both of which are potential fates of nitrogen deposition. This study identified the response of zooplankton communities from two lakes (fish present vs. absent) in Mount Rainier National Park to manipulations simulating an episodic disturbance event in mesocosms. The experiment used a 2 x 2 factorial design with acid and nitrogen treatments. Treatments resulted in significantly elevated nitrogen and decreased pH conditions from control mesocosms over 42 days, indicating that the treatment effects were achieved. Results indicate that zooplankton communities from lakes with different food web structure respond differently to the singular effects of acid and nitrogen addition. Surprisingly, the interaction of the two stressors was related to increases in community metrics (e.g., abundance, biomass, body size, richness, and Shannon-Weiner diversity) for both lake types. This work can aid management decisions as agencies look to restore more aquatic montane habitats to their historic fishless states, and assess their abilities to recover and afford resistance to atmospheric pollution.   Citation × Citation Citation Abstract Copy Title: A Case Study of Collaborative Governance: Oregon Health Reform and Coordinated Care Organizations Author: Droppers, Oliver John, V Year: 2014 The complexity of issues in health care in the United States--specifically insurance coverage, access, affordability, quality of care, and financing--requires effective new models for governing, in which governmental and non-governmental organizations seek to solve problems collaboratively rather than independently. This research explores collaborative governance as a model to form new partnerships among for-profit, nonprofit, and public organizations in an effort to create community-based, locally governed health care entities in Oregon through coordinated care organizations (CCOs). A key question is whether collaboration, through CCOs, brings together government and non-governmental organizations to solve "intractable problems" by establishing new public-private partnerships in Medicaid. The research focuses on the formation of CCOs, including the influence of local, political, institutional, and historical contexts, planning processes, and governance structures. The hypothesis is that conditions, norms, governance structures and processes, and the presence or absence of a combination of these factors, facilitate or impede participation and decision-making, and over time, successful system integration by these new complex organizations. This study developed insights into similarities and differences among CCO governance structures by investigating three CCOs. Findings from the case study suggest that the following key factors influence the collaborative governance process among government and non-governmental organizations within CCOs: prior history of conflict or cooperation; open, transparent, and inclusive processes for stakeholders; face-to-face dialogue, trust building, and shared understanding; and high-functioning governing boards. Results also indicate that maintaining stakeholder participation can be challenging due to time and cost, power imbalances and competing interests among stakeholders, and mistrust and lack of facilitative leadership. The results suggest that collaborative governance is a strategic approach for the allocation of limited resources across public, private, and nonprofit organizations to deliver services to Oregon's Medicaid population. The significance of this study is that it identified starting conditions that facilitate and hinder the ability of CCOs to effectively solve problems through governance mechanisms. Oregon's CCOs offer an example of multiple layers of governing institutions--federal, state, and county--using formal authority to influence a specified set of outcomes, the Triple Aim, in a specific policy domain: provision of health care services for underserved Oregonians. Results of the study can help inform a larger, more fundamental question in public administration about contemporary governance: whether government through collaborative governance can create the "conditions for rule and collective action" through public-private partnerships to achieve policy goals (Stoker, 1998). A search of Willamette River cutbanks was conducted for the presence of late Holocene paleoli-quefaction records in the Willamette forearc valley, located 175 ± 25 km landward from the buried trench in the central Cascadia subduction zone. Eight cutbank sites are reported that show evidence of large-scale fluidization features (≥10 cm width) including clastic sand dikes and intruded sand sills in Holocene overbank mud deposits. The targeted alluvial sequences, and hosted paleoliquefaction records, are of late Holocene age, as based on radiocarbon dating, flood silt thickness (≤4 m thickness), and minimal consolidation of dike sand (~1.5 ± 0.5 kg·cm-2 unconfined compressive strength). Two of the paleoliquefaction sites, which are separated by 150 km distance, overlap in age (175 - 500 yr BP) with the last great megathrust rupture (Mw 8.5 - 9.0) in the Cascadia margin, dated at AD 1700. The scarcity of exposed late Holocene paleoliquefaction sites in the Willamette River cutbanks motivated subsurface searches for thick basal sand deposits and overlying fluidization features, using floodplain geomorphological analyses, ground penetrating radar, and remote pole-camera scans of deep trench walls (3 - 4 m depth). The targeted alluvial sequences, and hosted paleoliquefaction records, are of late Holocene age, as based on radiocarbon dating, flood silt thickness (≤4 m thickness), and minimal consolidation of dike sand (~1.5 ± 0.5 kg·cm-2 unconfined compressive strength). Two of the paleoliquefaction sites, which are separated by 150 km distance, overlap in age (175 - 500 yr BP) with the last great megathrust rupture (Mw 8.5 - 9.0) in the Cascadia margin, dated at AD 1700. The L6 chondrites Park (shock stage S1), Bruderheim (S4), Leedey (S4), and Morrow County (S5) were affected by variable shock deformation followed by relatively rapid cooling, and probably cooled as fragments liberated by impact in near-surface settings. In contrast, Kernouvé (H6 S1), Portales Valley (H6/7 S1), and MIL 99301 (LL6 S1) appear to have cooled slowly after shock, probably by deep burial in warm materials. In these chondrites, post-deformation annealing lowered apparent optical strain levels in olivine. Additionally, Kernouvé, Morrow County, Park, MIL 99301, and possibly Portales Valley, show evidence for having been deformed at an elevated temperature (⩾800–1000 °C). The high temperatures for Morrow County can be explained by dynamic heating during intense shock, but Kernouvé, Park, and MIL 99301 were probably shocked while the H, L and LL parent bodies were warm, during early, endogenically-driven thermal metamorphism. Thus, whereas the S4 and S5 chondrites experienced purely shock-induced heating and cooling, all the S1 chondrites examined show evidence for static heating consistent with either syn-metamorphic shock (Kernouvé, MIL 99301, Park), post-deformation burial in warm materials (Kernouvé, MIL 99301, Portales Valley), or both. The results show the pitfalls in relying on optical shock classification alone to infer an absence of shock and to construct cooling stratigraphy models for parent bodies. Moreover, they provide support for the idea that “secondary” metamorphic and “tertiary” shock processes overlapped in time shortly after the accretion of chondritic planetesimals, and that impacts into warm asteroidal bodies were common. A growing amount of research is directed at glaciers and society from a variety of disciplines within the social sciences, however, a crucial gap in research remains centered around local perceptions, values, beliefs—of how and why people and ice interrelate today and how such experiences compare from one glacier community to the next. Everywhere glaciers are located on this planet, there are people, and the two have been interacting for the entirety of human history, but very little is known about the nature of people-ice relations. To better understand how people and ice interrelate, I completed nine months of field work from September 2015 through May 2016 on the southeastern coast of Iceland. Iceland was chosen as field site because people and ice on the southeastern coast exist in extreme proximity. Local glaciology models predict these glaciers will lose 25-35 percent of present volume over the next fifty years. As such, to better understand the nature of relations in this rapidly changing environment, alongside focus groups, participant observation and preliminary field work, I interviewed 84 Icelandic women and 112 Icelandic men ranging in age from 18 to 96 years old using a semi-structured, in-depth ethnographic interview method. The results of this dissertation demonstrate other ways of looking at glaciers and people, highlighting profound connections, the power glaciers enact upon communities, the perceptions of glaciers as alive and self-aware, the plasticity of glaciers to verify multiple conflicting narratives all at once, and the intertwined positive and negative consequences glacier change engenders for local communities. I argue glaciers have rich social and cultural context and variability that is largely unstudied, that glaciers are contested, controversial, and that what is widely assumed does not match what is happening on the ground. The aim of this work is to contribute to the development of a global geography of glacier change that includes the physical and social dimensions of ice across the cryosphere.
