One aspect that is less addressed is land use history and the effects that past practices, such as logging and grazing, can have on the current landscape. This paper describes research and the synthesis of material on the environmental history and watershed characteristics for three watersheds located within spawning and rearing areas for Chinook salmon in the Grande Ronde River Basin in Northeast Oregon: upper Grande Ronde River, Catherine Creek, and Minam River. The Grande Ronde Basin is critical spawning and rearing habitat for salmonids listed under the Endangered Species Act. The primary historical data sources for reconstructing 19th century stream and riparian conditions are the General Land Office township survey notes from 1863 - 1901. Data about the habitat conditions of the landscape were extracted from notes of each township survey source regarding vegetation, stream crossings, and other features found on the landscape in tabular and spatial forms. Data were organized to describe common stream and riparian conditions for the historical time period using a geographic information system. Watershed basin, Chinook salmon life history, ecoregion and surveyor were analyzed using multivariate techniques to determine which parameters were strongly connected to historical vegetation. Ecoregion had the strongest correlation with plant communities. For future research, these historical data could be compared to current habitat survey data, such as the Oregon Department of Fish & Wildlife’s Aquatic Habitat Inventories, to evaluate the degree of change over time of stream and riparian conditions. Building a more diverse skilled workforce and making careers in these trades more accessible and appealing to women and people of color has proven challenging. The state’s Bureau of Labor and Industries (BOLI), in collaboration with the Oregon Department of Transportation (ODOT), in 2010 began a statewide effort—the Highway Construction Workforce Development Program—to find, train, and employ a diverse workforce for highway construction jobs throughout the state. The program provides mentoring and four services designed to help workers overcome commonly identified barriers to participation in the heavy highway trades: financial support for childcare; fuel assistance; support for tools, clothes and other required equipment; and overnight travel expenses for jobs. This paper provides the findings of an assessment of these efforts using data on trends in the Oregon heavy highway workforce from the Oregon Apprenticeship System, a phone survey of current and past highway apprentices conducted in early 2014, and a review of the experiences of others states in this area. Citizen preference also tends to substantially change with life pattern and life quality. These shifts can be caused by slight variations in both social priorities and personal preferences for SWM. Therefore, collaborative water governance must be frequently renewed in response to citizens’ values through the participatory framework. The An’yang Stream in South Korea is generally regarded as a representative urban stream restoration case that has been successfully led by collaborative governance. By conducting individual surveys with citizens on-site, this study addresses how citizens’ preferences of the stream’s management have changed between 2005 and 2015. In addition, this study used three quantitative hydrologic vulnerability indices: potential flood damage (PFD), potential streamflow depletion (PSD), and potential water quality deterioration (PWQD). They can spatially quantify citizen preference using the Analytic Hierarchy Process (AHP), which can systematically derive citizens’ subjective relative-weighted preferences. This population decrease is the result of a growing natural decrease, which is expected to exceed net in-migration around 2030. Objectives—Create a systems oriented theory/model to explain the historical behaviors of interest, including the various populations of nonmedical opioid users and accidental overdose mortality within those populations. Use the model to explore policy interventions including tamper resistant drug formulations and strategies for reducing diversion of opioid medicines. Methods—A system dynamics model was constructed to represent the population of people who initiate nonmedical POA usage. The model incorporates use trajectories including development of use disorders, transitions from reliance on informal sharing to paying for drugs, transition from oral administration to tampering to facilitate non-oral routes of administration, and transition to heroin use by some users, as well as movement into and out of the population through quitting and mortality. Empirical support was drawn from national surveys (NSDUH, TEDS, MTF, and ARCOS) and published studies. Results—Model was able to replicate the patterns seen in the historical data for each user population, and the associated overdose deaths. Policy analysis showed that both tamper resistant formulations and interventions to reduce informal sharing could significantly reduce nonmedical user populations and overdose deaths in the long term, but the modeled effect sizes require additional empirical support. Conclusion—Creating a theory/model that can explain system behaviors at a systems level scale is feasible and facilitates thorough evaluation of policy interventions. Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Events affecting future change would be, for example, planned future housing development that is higher than usual, a foreseen change in an area’s physical ability to accommodate growth (buildable land available is approaching capacity or improvements to infrastructure are underway), anticipated changes in the economy (the location of a new employer or the upswing or downturn of the economy in general), or an expected change in the local population and household composition (age, ethnicity, and average household size). Understanding streamflow response to precipitation events is an important component to evaluating water quality trends and calculating the Total Maximum Daily Load (TMDL) for pollutants of concern. Investigating the streamflow-precipitation relationship on the subwatershed scale can give insight to the hydrologic response of a given watershed. However, developing rating curves for several subwatersheds can be cost and time prohibitive. The objective of this project was to develop a hydrologic model using the Precipitation Runoff Modeling System (PRMS), developed by the United States Geological Survey (USGS) to validate streamflow estimates for subwatersheds lacking a significant period of record. ESRI’s ArcMap, a geographic information system (GIS), was used to characterize the target drainage basins and extract basin-specific parameters for upper watersheds of Johnson Creek. The Johnson Creek Upper Watershed (JCUW) model was calibrated to an existing streamflow gage at Regner Road, in Gresham, Oregon. Calibrated parameters were substituted into a second PRMS model characterizing the Sunshine Creek Subwatershed, which lies within the JCUW. The Sunshine Creek model was used to validate a flow time-series derived from a pressure transducer and a rating curve. Historically, MEP has sought to increase the competitiveness of small to mid-size enterprises (which as a group comprise 99% of all U.S. manufacturing firms) by providing expert guidance and access to resources. In recent years, the severe economic recession sparked increased interest in the strength of the manufacturing sector, due to its longtime status as one of the major drivers of the domestic economy. Oregon Manufacturing Extension Partnership (OMEP), the Oregon branch of MEP, works to provide data-driven analysis and consulting services within the state, improving productivity and competitiveness on both a local and international scale. The Northwest Economic Research Center has provided three previous analyses of OMEP’s contribution to regional manufacturing, using data collected from participating firms to estimate OMEP’s impact on output, employment, and tax revenues. This fourth report carries the analysis forward into 2015. The survey data consists of firm-level estimates of OMEP contributions to sales, employment, investment, and new product development (relative to expected production levels without OMEP). NERC used the industry-standard modelling software package IMPLAN, which produces estimates of the total impact of OMEP across multiple sectors, considering both direct and indirect effects.
