As part of Tillamook County’s mission statement, they strive“to enhance the quality of life for its citizens by promoting and preserving public health and safety, maintaining a stable economy, encouraging wise use of resources, and providing services in the most efficient and cost-effective manner possible.” To that end, Tillamook County, Tillamook County Economic Development Council (TCEDC), Portland State University, Oregon State University, and Tetra Tech have undergone an evaluation and technology assessment process to determine a sustainable, economically-viable, and socially-acceptable pilot installation capable of dealing with the large amount of biodegradable waste produced by the timber and dairy industries. This survey provides a technology assessment and recommendations regarding three potential technologies: thermophilic composting, gasification/pyrolysis, and direct incineration. Each of these technologies have strengths and weaknesses in dealing with the three waste streams (manure, bovine carcasses, and timber slash), and this analysis works as a decision-making guide for choosing the proper technology or array of technologies to dispose of Tillamook County’s biodegradable waste. Over the last roughly 150 years, Ariège has seen its population decline from a quarter million to 150,00. Its traditional agrarian economy has been remade for competition on global markets, and the department has relied on tourism to bring in revenue where other traditional industries have failed to do so. In this thesis I identify the European Union and French policies that continue to guide Ariège's development through subsidies and regulation. I explain the origins and effects of modernization on rural areas such as Ariège, and the ways in which market pressures and new technologies have reshaped the landscape, and advance an argument for why Ariège's story is relevant across rural Europe and communities globally that exist at the margins. It has roots in both local and global political economic processes, including structural adjustment and the proliferation of neoliberal economic policies in the region. In particular, the Ley de Modernización y Desarrollo del Sector Agrícola, or Law of Modernization and Development of the Agricultural Sector, drastically altered the landscape in rural Honduras, both literally and figuratively. An analysis of this policy reveals much about the nature of the current conflict, as well as that of the campesino (small farmer) movements that have organized to regain their land. This thesis seeks to shed light on the interconnectedness of economic policy, political violence, and popular resistance in the Aguán Valley and to examine the ways in which campesino movements frame their struggles and assert themselves as legitimate actors in the policy realm.
