Most cities are developed by state or federal governments; however, some cities are developed for the purpose of private interests that plan the city. While the concept of private companies planning and sometimes even owning cities is not a new development, there seems to currently be a rise in this trend, with communication corporations such as IBM, Google, Intel, and Cisco now taking advantage of this growing market. Known as “smart” or “wired” cities, this new privatized way of planning communities allows major communication corporations to play an important role in shaping the future of our communities. Google, IBM, and Intel are all playing a role in planning the future of Portland, Oregon. By analyzing documents such as planning ordinances, financial reports, and government transcripts, as well as conducting interviews with city planners and corporate employees, this study found that many of the “smart” city efforts being undertaken by these communication corporations are intimately tied to their efforts to bring the Internet of Things (IoT) to fruition. Ultimately, the main goal of these efforts is to utilize urban communication technologies (UCTs) to gather data about community members by tracking their activities. In this emerging personal data economy, identities are the main commodity being fetishized. The effects felt from the impact of ions, much like their relative charge, can be positive or negative. Ions are responsible for catalyzing and executing precise control over many of the essential processes that occur in our bodies. Ions can also be major contributors as environmental pollutants having catastrophic effects. There is a great deal of interest in better understanding the role and effect of ions in the surrounding environments. The ability to study ions of interest relies on efficient recognition and sensing of these targets. The field of supramolecular chemistry is particularly well suited for this task as it utilizes non-covalent molecular interactions in much the same way natural system involving ions operate. Broadly, this body of research seeks to explore the subtle interactions of various targeted ions with supramolecular receptors. This research is an effort to further understand the nature of these interactions for potential recognition and sensing applications as well as better understanding the highly complex systems found in biology. Chapter I provides a brief overview of various mechanisms of ion coordination in supramolecular chemistry and emphasizes some key examples demonstrating the importance of the various types of coordination as it pertains to the research presented herein. Chapter II highlights a unique class of phosphine oxide-based tripodal ditopic receptors and presents studies on their interactions with alkali metals and halides. Chapter III covers the synthesis and study of anionic binding trends for a series of heteroaromatic-containing urea-based receptors and discusses the influence of anion binding on receptor conformation. Chapter IV provides preliminary results on the application of the bipyridal bisurea-based anion receptor, presented in Chapter III, as ligand for metal salts. Chapter V focuses on a series of pyridal bisurea-based receptors with regard to their ability to serve as chloride sensitive probes in cellular environments. This dissertation contains both previously published and unpublished co-authored material. These large scale computing systems have, since the 1990s, been increasing built as clusters of commodity computers. The operational energy needs of these clusters has lead the HPC community to focus on energy efficient hardware and programming practices. One of the major side effects of introducing energy efficient hardware is variability in power consumption between components within the cluster. In practice, power variability at scale has resulted in poor power utilization and challenges for energy providers contracted to provide the needed power. Hardware overprovisioned HPC systems have been proposed to improve power utilization however production deployment of such a system would compound the challenge for energy providers. This dissertation presents foundational work on HPC power scheduling, a technique that reduces the risks associated with operating hardware overprovisioned HPC systems. Power scheduling is formalized using the power scheduling invariant. Generalized application behavior, for applications running under a power cap, are experimentally studied. Study insights are used to develop a power scheduler and a power capping cluster simulator. Comparative behavior of different power scheduling strategies as also examined. Utilizing the power scheduling invariant, the safety of any power scheduler for deployment can be proven through analyzing scheduler's algorithm and mechanism. A general trend exists in power capped application performance that can be related to application progress, the underlying physics of the hardware, and expected runtime dilation. PowSched provides a proof by construction that power scheduling can be done safely and effectively without application specific models using a simple feedback mechanism. Experimentally, PowSched was shown to produce a 14% improvement in throughput compared to a fair distribution of power between cluster components. PowSim provides a proof by construction that the generalized effects on runtime can be efficiently simulated at scale, providing critical simulation infrastructure for researchers exploring power scheduling at scale. Using simulation, power scheduling strategies are studied and dynamic power scheduling appears to out perform static and reservation based techniques. Rapid rates of freshwater species’ extinctions indicate current conservation practices are failing. Despite over fifty years of scientific evidence justifying river conservation, it remains that less attention is focused on protecting ecosystems than on developing water resources for economic growth. This disparity is indicative of the ‘nature as resource’ versus ‘conservation of nature’ paradigm. Today, this paradigm is complicated by new attentions centering both on water resource development projects and conservation policy as climate change adaptation strategies. Policies protecting rivers are recommended for contending with more intense storms and flooding, increasing resilience for species, forests, and agricultural areas, and fostering some types of water security. Creating, implementing, and managing climate adaptation policies will require a strong state presence in water resource governance. We know, however, the aforementioned paradigm hinders conservation policymaking. Therefore, understanding how conservation policy has already been rationalized, implemented, and managed is critical to advancing climate adaptation policymaking. Yet, little empirical research has been conducted on federal river conservation policy creation or application across the U.S. To that end, this dissertation, presented in three discrete original research articles, examines the United States National Wild and Scenic Rivers System. Specifically, this study investigates the socio-ecological drivers behind the creation of the Wild and Scenic Rivers Act of 1968 (WSRA hereinafter) and the spatial dimensions of the policy’s application and management over time. This study is grounded empirically in extensive archival materials, interviews with federal land management agency personnel, conservation advocates, and technical experts, as well as spatial and temporal analysis of a geodatabase. Together, these methods were employed to answer the following research questions which guide this study: (1) What factors influence the temporal and spatial distribution of river segments protected under the Wild & Scenic Rivers Act? (2) What does the history of management in designated segments suggest about emerging trends and patterns in river conservation? (3) How are competing environmental values and ideologies understood and reconciled in the context of river conservation?
