Design/methodology/approach- This conceptual paper analyzes how the threshold concept “format as a process” could be incorporated into information literacy instruction sessions which address web-scale discovery services and other online search tools. General guidelines for applying this concept are included, along with potential classroom activities and assessments. Findings- Format as a process provides a valuable framework for evaluating information, though librarians need to be mindful of how they present the concept to students. Instruction must be focused on fostering critical thinking skills, rather than how to perform tasks, and assessment must be qualitative in nature. Practical implications- These changes in online searching mean that information literacy programs will need to alter their approach to instruction and move beyond the “one shot” paradigm. Critical evaluation is a sustainable, lifelong skill which will continue to serve students after graduation, but developing that ability requires academic librarians to fulfill new roles in the classroom and on campus. Originality/value- The literature surrounding instruction of web-scale discovery is still limited, and does not incorporate the threshold concepts provided in ACRL’s Framework for Information Literacy in Higher Education. This paper concentrates on one such concept, as well as discusses how future concepts could be addressed. An immense amount of time and money is currently devoted to hiding spam, but not enough is devoted to effectively preventing it. One approach for preventing spam is to force the spammer's machine to solve a computational problem of varying difficulty before granting access. The idea is that suspicious or problematic requests are given difficult problems to solve while legitimate requests are allowed through with minimal computation. Unfortunately, most systems that employ this model waste the computing resources being used, as they are directed towards solving cryptographic problems that provide no societal benefit. While systems such as reCAPTCHA and FoldIt have allowed users to contribute solutions to useful problems interactively, an analogous solution for non-interactive proof-of-work does not exist. Towards this end, this paper describes MetaCAPTCHA and reBOINC, an infrastructure for supporting useful proof-of-work that is integrated into a web spam throttling service. The infrastructure dynamically issues CAPTCHAs and proof-of-work puzzles while ensuring that malicious users solve challenging puzzles. Additionally, it provides a framework that enables the computational resources of spammers to be redirected towards meaningful research. To validate the efficacy of our approach, prototype implementations based on OpenCV and BOINC are described that demonstrate the ability to harvest spammer's resources for beneficial purposes. Year: 2016 Portland, Oregon (USA) has become known for an artisanal or ‘maker’ economy that relies on a resurgence of place specificity (Heying), primarily expressed and exported to a global audience in the notion of ‘Portland Made’ (Roy). Portland Made reveals a tension immanent in the notion of ‘place’: place is both here and not here, both real and imaginary. What emerges is a complicated picture of how place conceptually captures various intersections of materiality and mythology, aesthetics and economics. On the one hand, Portland Made represents the collective brand-identity used by Portland’s makers to signify a products’ material existence as handcrafted, place-embedded, and authentic. These characteristics lead to certain assumptions about the concept of ‘local’ (Marotta and Heying): what meaning does Portland Made convey, and how is such meaning distributed? On the other hand, the seemingly intentional embedding of place-specificity in objects meant for distribution far outside of Portland begs another type of question: how does Portland come to be discursively representative of these characteristics, and how are such representations distributed to global audiences? How does this global distribution and consumption of immaterial Portland feed back into the production of material Portland? To answer these questions we look to the realm of social media, specifically the popular image-based service Instagram. For the uninitiated, Instagram is a web-based social media service that allows pictures to be shared and seen by anyone that follows a person or business’ Instagram account. Actions include posting original photos (often taken and posted with a cell phone), ‘liking’ pictures, and ‘hash-tagging’ posts with trending terms that increase visibility. Instagram presents us with a complex view of place as both material and virtual, sometimes reifying and sometimes abstracting often-contradictory understandings of place specificity. Many makers use Instagram to promote their products to a broad audience and, in doing so, makers participate in the construction of Portland’s mythology. In this paper, we use empirical insights to theorise makers’ role in shaping and cultivating the virtual and material aspects of place. Additionally, we discuss how makers navigate the complex relationships tied to the importance of place in their specific cultural productions. In the first section, we develop the notion of a curated maker subjectivity. In the second section, we consider the relationship between subjectivity and place. Both sections emphasize how Instagram mediates the relationship between place and subjectivity. Through spotlighting particular literatures in each section, we attempt to fill a gap in the literature that addresses the relationship between subjectivity, place, and social media. Existing standards for accessible web sites are necessary but not sufficient without the direct engagement of end users in identifying access needs. Yet little is known about methods for effective engagement, and there are no systematically derived Web accessibility guidelines for autistic end users. Here I explore a hybrid approach to direct engagement using critical systems thinking (CST) and community based participatory research (CBPR) during the co-development of a healthcare-focused web site by the Academic Autism Spectrum Partnership in Research and Education (AASPIRE). I explore these ideas on three levels: theory, practice, and critical self-reflection. On the theory level, I examine the common philosophical and historical roots of CST and CBPR, ways in which they intersect and complement, and propose the hybrid approach exemplified by AASPIRE. On the practice level, I explore our web site development process and evaluate the accessibility, usability, and acceptability of the web site for autistic end users; from that work, comes a set of recommendations for working with people with disabilities in technology development and a set of accessibility guidelines for autistic end users. On the critical self-reflection level, I inquire into my own experiences as an insider-researcher during the web site development. I then synthesize the levels to evaluate whether or not taking a hybrid CST/CBPR approach to web development was effective, as indicated by the team's ability to function as an emancipatory learning organization (an indicator of effective systems thinking on an organizational level), and the overall usability and accessibility of the web site. The result of the synthesis suggests a hybrid CST/CBPR approach was effective. Implications of this work include innovations in CST methods for operationalizing its commitment to human emancipation, potential for drawing a more ideologically-aligned systems thinking literature into the domain of CBPR, a means for individuals wishing to create a more power-balanced learning organization, innovations around including people with disabilities in research and technology development, more accessible web sites for people on the autism spectrum, and a potential small shift of dominant discourse around autism, disability, and the value of insider-researchers over time. This study was designed to achieve several specific objectives: (1) to conduct a large-scale randomized study of the impact of the Healthy Families Oregon (HFO) program, a home visitation program using the Healthy Families America model, on child welfare system involvement, access to self-sufficiency resources, and use of preventive and other medical services; (2) to conduct a comprehensive and detailed cost-benefit study of the HFO program; and (3) to develop and disseminate a web-based tool to support home visiting program managers, funders, and others to better understand and develop readiness for conducting program cost analysis and cost-benefit research. Approach. 2,727 eligible first-time parents were randomly assigned to receive the HFO program or a community services-as-usual control group. The research team obtained 2 years of postenrollment follow-up data on all study participants from Oregon’s child welfare system, selfsufficiency services, and medical assistance programs. Additionally, a 1-year post-enrollment telephone interview was conducted with a random sample of 803 study participants (403 program, 400 control). Analyses were also conducted to examine whether program impacts varied for subgroups of families with different demographic and baseline risk characteristics, and to explore the relationship of program fidelity and dosage to outcomes. Finally, a detailed program cost analysis was conducted and administrative data outcomes were used in a cost-benefit analysis. Results/Benefits. 1-year follow-up interviews with parents found that HFO families were significantly more likely (compared to controls) to read to their young children frequently, to provide developmentally supportive activities, and to report lower parenting-related stress as measured by the Parent Stress Inventory (PSI). These effects appeared to be strongest for families with four or more risk factors (two factors more than the threshold for “at risk”). Administrative data outcomes at 2 years post enrollment found that families were no more likely to have a founded child abuse report than were controls (6.3% vs. 6.0%), but were significantly more likely to have an unfounded report (9.7% vs. 7.9%). HFO families, compared to controls, were also significantly more likely to have been enrolled in TANF services for the first time, received more days of Supplemental Nutrition Assistance Program (SNAP), and were more likely to be enrolled in substance abuse treatment services. There were no significant differences between groups in terms of use of or access to publicly funded health insurance or health-related services. Consistent with other cost-benefit analyses of home visiting and early childhood programs, results of the cost-benefit analyses did not support short-term cost savings associated with receipt of the HFO program. In fact, the service sector has developed into a critical value driver in the 21st century, even for manufactured products. Furthermore, technology infrastructure has become one of the key success factors in the delivery of services. This special issue focuses on technology management aspects of the critical integration of services and infrastructure. This integration is complex and requires more systematic scholarly understanding in order to enhance successful service delivery. It is envisioned that this special issue begins to fill this gap. There are many examples of success and failure to learn from but little theory and systematic approaches to assist decision-makers as they provide technology enabled services. One recent example has been the roll out of the new US healthcare system (healthcare.gov) and the failure of the web interface. The main issue in this example was the process of integrating health care services with the information technology infrastructure. The less than effective management of technology in this case led to a failure which was globally newsworthy and had a significant negative effect on the intended outcome of providing affordable healthcare. This special issue explores both strategic aspects such as evaluation and planning of technologies as well as operational aspects such as implementation and actual integration of technologies with the services. It is envisioned that new scholarly approaches and understanding will inform decision-makers so that better outcomes can result regardless of whether the services are in the commercial, public or non-profit sectors and regardless of industry vertical. This integration is complex and requires more systematic scholarly understanding in order to enhance successful service delivery. It is envisioned that this special issue begins to fill this gap. There are many examples of success and failure to learn from but little theory and systematic approaches to assist decision-makers as they provide technology enabled services. One recent example has been the roll out of the new US healthcare system (healthcare.gov) and the failure of the web interface. The main issue in this example was the process of integrating health care services with the information technology infrastructure. The less than effective management of technology in this case led to a failure which was globally newsworthy and had a significant negative effect on the intended outcome of providing affordable healthcare. This special issue explores both strategic aspects such as evaluation and planning of technologies as well as operational aspects such as implementation and actual integration of technologies with the services. It is envisioned that new scholarly approaches and understanding will inform decision-makers so that better outcomes can result regardless of whether the services are in the commercial, public or non-profit sectors and regardless of industry vertical.
