Year: 2015 In September 2014, the Metro Natural Area Program engaged The Wetland Conservancy to develop a scientific assessment of Metro’s 590-acre Killin Wetlands Natural Area. Metro acquired the lands comprising the KWNA between 2000 and 2012 with funds from two voterapproved open space bond measures. Since 2000, Metro has sought to advance natural area restoration at the site, focusing on the suppression of non-native pasture weeds and planting of native trees and shrubs in higher parts of the floodplain and its edges. Most uplands in Metro ownership have been maintained in agriculture through leased partnerships with local farmers. Metro and its partners have observed the effects of persistent flooding at the site, which began prior to Metro’s acquisition of the property. Most notable has been the decline of the once abundant Geyer willow stand, a prominent and valued feature of the site. In February 2014, Metro convened several key scientists familiar with the wetland, and its underlying Labish soil, to discuss what was known about the Killin Wetlands and possible next steps in advancing restoration there. That discussion focused on the subsidence of organic soils, caused by artificial drainage, and led to the recommendation that a review of regional peat soil wetlands would be an important step in developing an informed plan for preserving and restoring Killin Wetlands. Year: 2017 Metro's Research and Modeling Services Program is responsible for the development, maintenance, and application of travel demand models for application in long-range planning efforts in the Portland metropolitan region. Representation of traffic—both vehicular and transit—plays an integral role in the travel demand modeling process. Complex software is required to assign vehicles and transit users to transportation networks to determine viable options available to travelers, costs associated with those options, and sets of routes by which travelers might navigate their trips. Metro's current static assignment model has traditionally sufficed for use with Metro's four-step travel demand model. However, static assignments have well-documented limitations that preclude the ability of the analyst to answer complex policy questions, especially those related to greenhouse gas emissions, congestion, and transportation network reliability. In addition, static assignments cannot fulfill a need for small-duration travel time increments required by the next generation activity-based models. The shortcomings of the static assignment necessitates Metro’s development and application of regional dynamic traffic assignment (DTA) models. The resolution of these models allows for continuous modeling of traffic over an analysis period, which allows the analyst to capture temporally-based traffic events such as the building and dissipation of queues, measurement of the duration of congestion, and high fidelity speed profiles for use in emissions analysis. This presentation will focus on why Metro has developed a DTA, how DTA compares with other models—specifically macro-scale static assignments and micro-simulations—and how DTA has been applied in Metro's modeling process. Year: 2015 The Portland metro region economy is near a complete recovery from the damage of the Great Recession that began seven years ago. Unemployment in April of 2015 was 5.2 percent, cut in half from the 2011 rate of 10.5 percent. The region ranked among the top 10 metro region areas in the nation for employment growth in 2014. Unfortunately, the benefits of this economic resurgence are not experienced equally. Ideally, economic recovery should lead to jobs and wages that enable Portland metro region families to earn enough to provide for their basic needs. Low unemployment cannot offer high quality of life if the jobs available do not pay adequate wages to make ends meet. Furthermore, public and nonprofit organizations are burdened by the demand on social services caused by families that cannot earn enough to cover basic needs like food, housing and health care. Many families in the Portland region do not earn adequate income to make up for the rising costs of life’s necessities, and self-sufficiency eludes far more families than is indicated by federal poverty statistics. Households headed by women or people of color, and families with children, are highly overrepresented among those who cannot make ends meet. Education can close part of this racial and gender gap, but it is not a panacea; other barriers persist for those families who are least likely to attain self-sufficiency.
