As the plan notes, there is no single action that will suffice. The County can make progress towards meeting the challenge posed by its affordable housing crisis by leveraging the proposed recommendations with each other. The purpose of this process was to explore, understand, and integrate linkages between early learning and young child and family health; identify health-related resources currently available and accessible to NDC families; and prioritize health areas of interest to be explored during the CHNA. The North Douglas County CHNA builds on community partnerships already established in the region through initiatives that aim to coordinate and align early learning and K-12 systems. The work of Yoncalla Early Works (“YEW”, initiated in 2012 with funding from The Ford Family Foundation and Children’s Institute) and North Douglas P3 (“NDP3”, initiated in 2014 with funding from the Oregon Community Foundation) demonstrate community commitment to supporting young children and families. The work of community members through these initiatives laid the foundation for the region’s readiness to engage in a Community Health Needs Assessment (CHNA) planning process Ultimately, this first planning phase of the CHNA resulted in recommendations to conduct Phase 2 of the CHNA in North Douglas County, and is expected to get underway in summer/fall 2016 in collaboration with community members. It relies heavily on oral history interviews conducted by the author with ethnic Mexican residents, and on archival newspaper sources. Beginning with the settlement of a small number of tejano families and the formation of an ethnic community in the 1960s, a number of factors encouraged an increasing number of migrant Latino families--from tejanos to Mexican nationals to Central and South Americans to indigenous migrants of various nationalities--to settle permanently in the county. This work studies how the growth and diversification of the population altered the nature of community among Latinos, how changing social conditions and the efforts of early community builders improved opportunities for new arrivals, and how continuing migration has assisted in processes of cultural replenishment. As part of Tillamook County’s mission statement, they strive“to enhance the quality of life for its citizens by promoting and preserving public health and safety, maintaining a stable economy, encouraging wise use of resources, and providing services in the most efficient and cost-effective manner possible.” To that end, Tillamook County, Tillamook County Economic Development Council (TCEDC), Portland State University, Oregon State University, and Tetra Tech have undergone an evaluation and technology assessment process to determine a sustainable, economically-viable, and socially-acceptable pilot installation capable of dealing with the large amount of biodegradable waste produced by the timber and dairy industries. This survey provides a technology assessment and recommendations regarding three potential technologies: thermophilic composting, gasification/pyrolysis, and direct incineration. Each of these technologies have strengths and weaknesses in dealing with the three waste streams (manure, bovine carcasses, and timber slash), and this analysis works as a decision-making guide for choosing the proper technology or array of technologies to dispose of Tillamook County’s biodegradable waste. The impetus for this planning process began with a fall 2014 announcement by the service provider that had supported the county’s Citizen Participation Organizations (CPOs) and the Committee for Citizen Involvement (CCI) for several decades, Oregon State University Extension, that it would no longer continue this role effective fall 2015. The planning process has since evolved into an opportunity to take a thorough look at the program and plan a system of engagement for the 21st century. Washington County contracted with Portland State University to conduct background research on best/promising practices for county-level public involvement models and prepare a report that includes an overview of best practices, a selection of best practices profiles that are most relevant to Washington County’s needs, and a series of recommendations based on these findings. The results of our work are transmitted and presented in the pages that follow. It is hoped that this information will be a valuable resource to the Transition Team, elected officials and staff, and that it will stimulate imagination and expand the options considered in the planning process.
