What strategies do local governments use to effectively manage archaeological sites in their jurisdictions? Which ones work best? To address these questions, we carried out an exploratory study of mechanisms used by local government planners for archaeological resource protection in 24 states between 2008 and 2015, obtaining information from 69 local governments. We use questionnaires and interviews with local government staff, Tribal Historic Preservation Officers (THPOs), and State Historic Preservation Officers (SHPOs), identifying the range of practices employed. Within the jurisdictions we studied, the most elaborate programs a) have local ordinances protecting archaeology, on-staff archaeologists, and use special archaeological districts and zoning overlays, survey, and development guidelines linked to archaeological site probability models; b) maintain cost-saving partnerships with SHPOs, THPOs, universities, and local nonprofit heritage organizations; c) or use a combination of these practices. This study uses a two-dimensional hydro-morphodynamic model for predicting flow and suspended-sediment dynamics in the downstream of Johnson Creek, the East Lents reach, where the bank of the river has been reconfigured to reconnect to a restored floodplain on a 0.26 km2 (26-ha) site. The simulation scenarios include 10-, 50-, 100- and 500-year event-based deposition modelling of flood events and long-term modelling using the 64 historical flood events between 1941 and 2014. Simulation results showed that the restored floodplain significantly attenuates the upstream flood peak by up to 25% at the downstream. Results also indicated that approximately 20%–30% of sediment from the upstream is deposited on the East Lents floodplain. Furthermore, deposited sediment over the simulated period (1941–2014) is approximately 0.1% of the basin's flood storage capacity; however, the reduction in the storage does not offset the overall flood resilience impact of the flood basin. The sediment conservation at the East Lents flood basin as predicted by the model reduces the annual sediment loading of the Johnson Creek by 1% at the confluence with Willamette River, providing both improved water quality and flood resilience further downstream. This research utilizes archived Phasor Measurement Unit (PMU) data obtained from the Bonneville Power Administration in order to show that this methodology is not only feasible, but extremely useful for power systems monitoring, decision support, and planning purposes. By analyzing positive sequence voltage angles between a pair of PMUs at two different substation locations, an historic record of correlation is established. From this record, a Rayleigh distribution of correlation coefficients is calculated. The statistical parameters of this Rayleigh distribution are used to infer occurrences of power system and data events. To monitor an entire system, a simple solution would be observing each of these parameters for every PMU combination. One issue with this approach is that correlation of some PMU pairs may be redundant or yield little value to monitoring capabilities. Additionally, this approach quickly encounters scalability issues as each additional PMU adds considerably to computation - for example, if the system contains n PMUs the amount of computations will be n(n-1)/2. System-wide monitoring of these parameters in this fashion is cumbersome and inefficient. To address these issues, an alternative scheme is proposed which involves monitoring only a subset of PMUs characterized by electrically coupled zones, or clusters, of PMUs. These clusters include both electrically-distant and electrically-near PMU sites. When monitored over an event, these yield statistical parameters sufficient for detecting event occurrences. This clustering scheme can be utilized to significantly decrease computation time and allocation of resources while maintaining optimal system observability. Results from the statistical methods are presented for a select few case studies for both data and power system event detection. In addition, determination of cluster size and content is discussed in detail. Lastly, the viability of monitoring pertinent statistical parameters over various clustering schemes is demonstrated. Arabic) in the linguistic make up of the state. Many studies rely on this construction of an Algerian language dichotomy to predict the future of the state, while; in fact, more attention should be paid to the multilingual, multicultural, and multinational reality of the larger demographic. Algeria’s history of language rationalization has laid the foundation for unique institutional reflections of state power dynamics within a multilingual environment. Discussions of Algeria’s historical background, identity construction, revolutionary movements, nationalism, and the future of Algerian governance would benefit from a more comprehensive and interdisciplinary exploration of the language attitudes that exist across demographics. This paper explores works by sociolinguists such as Hafid Gafaïti, Wallace Lambert, and Mohamed Benrabah and political scientists such as Lindsay Benstead, Amaney Jamal, and Megan Reif to develop how sociolinguistic survey methodologies such at the Matched Guise technique might be utilized to form a better understanding of Algeria's political prospects. Year: 2015 River flow and sediment transport in estuaries influence morphological development over decadal and century time scales, but hydrological and sedimentological records are typically too short to adequately characterize long-term trends. In this study, we recover archival records and apply a rating curve approach to develop the first instrumental estimates of daily delta inflow and sediment loads to San Francisco Bay (1849 – 1929). The total sediment load is constrained using sedimentation/erosion estimated from bathymetric survey data to produce continuous daily sediment transport estimates from 1849 to 1955, the time period prior to sediment load measurements. We estimate that ~55% (45 – 75%) of the ~1500±400 million tons (Mt) of sediment delivered to the estuary between 1849 and 2011 was the result of anthropogenic alteration in the watershed that increased sediment supply. Also, the seasonal timing of sediment flux events has shifted because significant spring-melt floods have decreased, causing estimated springtime transport (April 1st to June 30th) to decrease from ~25% to ~15% of the annual total. By contrast, wintertime sediment loads (December 1st to March 31st) have increased from ~70% to ~80%. A ~35% reduction of annual flow since the 19th century along with decreased sediment supply has resulted in a ~50% reduction in annual sediment delivery. The methods developed in this study can be applied to other systems for which unanalyzed historic data exist. Objectives—Create a systems oriented theory/model to explain the historical behaviors of interest, including the various populations of nonmedical opioid users and accidental overdose mortality within those populations. Use the model to explore policy interventions including tamper resistant drug formulations and strategies for reducing diversion of opioid medicines. Methods—A system dynamics model was constructed to represent the population of people who initiate nonmedical POA usage. The model incorporates use trajectories including development of use disorders, transitions from reliance on informal sharing to paying for drugs, transition from oral administration to tampering to facilitate non-oral routes of administration, and transition to heroin use by some users, as well as movement into and out of the population through quitting and mortality. Empirical support was drawn from national surveys (NSDUH, TEDS, MTF, and ARCOS) and published studies. Results—Model was able to replicate the patterns seen in the historical data for each user population, and the associated overdose deaths. Policy analysis showed that both tamper resistant formulations and interventions to reduce informal sharing could significantly reduce nonmedical user populations and overdose deaths in the long term, but the modeled effect sizes require additional empirical support. Conclusion—Creating a theory/model that can explain system behaviors at a systems level scale is feasible and facilitates thorough evaluation of policy interventions. Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Events affecting future change would be, for example, planned future housing development that is higher than usual, a foreseen change in an area’s physical ability to accommodate growth (buildable land available is approaching capacity or improvements to infrastructure are underway), anticipated changes in the economy (the location of a new employer or the upswing or downturn of the economy in general), or an expected change in the local population and household composition (age, ethnicity, and average household size). Today, millions of people are afflicted by malaria each year, and hundreds of thousands die. Historically, the most successful synthetic antimalarial drug was chloroquine, as it was safe, inexpensive, and highly efficacious. However, plasmodial resistance to chloroquine now greatly limits its utility. Previously in our laboratories it has been shown that attachment of a "reversal agent moiety" to the side chain of chloroquine can result in the restoration of activity against chloroquine-resistant strains of P. falciparum malaria. In the first part of the work presented here, a study has been made of the importance of the quinoline ring substitution pattern to the activity of such reversed chloroquines. The compounds presented here include those bearing a substituent in the 2-, 5, 6-, 7-, and/or 8- position, and include those with chloro, bromo, iodo, fluoro, nitro, trifluoromethyl, methyl, and methoxy substituents. For reversed chloroquines, 2-, 5-, and 8- substituents have been found to decrease in vitro antiplasmodial activity against P. falciparum relative to 7-chloro substitution, whereas 6- and 7- substituted compounds with various substituents have in many cases similar activity to that of 7-chloro substituted compounds. Little difference has been observed between 6- and 7- substitution, or between chlorine and a methyl group in position 6. The excellent in vitro antiplasmodial activity of PL241 makes this a compound of great interest for further development as a potential antimalarial drug. In the third part of this work, a survey has been made of antimalarial treatments recommended in the European medical literature from the time of Pliny the Elder (active in the first century A.D.) through the advent of modern malaria chemotherapy in the early twentieth century. In the fifteen primary sources utilized in this study, 251 distinct substances - primarily plants - were identified as having likely been used in the treatment of malaria. Of the 38 substances that were described in three or more sources, at least fifteen have been examined by other workers for antiplasmodial activity; in many cases, they were found to have antiplasmodial activity in vitro or in vivo. However, the majority of the phytotherapies for malaria identified in this project have not yet been tested against Plasmodium species, and may provide valuable leads in the search for new compounds active against drug-resistant malaria. Today, millions of people are afflicted by malaria each year, and hundreds of thousands die. Historically, the most successful synthetic antimalarial drug was chloroquine, as it was safe, inexpensive, and highly efficacious. However, plasmodial resistance to chloroquine now greatly limits its utility. Previously in our laboratories it has been shown that attachment of a "reversal agent moiety" to the side chain of chloroquine can result in the restoration of activity against chloroquine-resistant strains of P. falciparum malaria. In the first part of the work presented here, a study has been made of the importance of the quinoline ring substitution pattern to the activity of such reversed chloroquines.
