Population Research Center Year: 2015 This document is to accompany the coordinated population forecasts and their corresponding reports prepared by the Population Research Center (PRC). Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Events affecting future change would be, for example, planned future housing development that is higher than usual, a foreseen change in an area’s physical ability to accommodate growth (buildable land available is approaching capacity or improvements to infrastructure are underway), anticipated changes in the economy (the location of a new employer or the upswing or downturn of the economy in general), or an expected change in the local population and household composition (age, ethnicity, and average household size). A set of tools were created to help visualize trends in bus behavior and movement, which allowed for larger traffic trends to be visualized along urban corridors and urban streets. By using buses as probes and examining aggregated bus behavior, contoured speed plots were used to understand the behavior of roadways outside the zone of influence of bus stops. These speed plots can be utilized to discover trends and travel patterns with only a few days’ worth of data. Congestion and speed variation can be viewed by time of day and plots can help indicate delays caused by intersections, crosswalks, or bus stops. This type of information is important to transit authorities looking to improve bus running times and reliability. Congested areas can be detected and ranked. Speed plots can be utilized to reevaluate bus stop locations, e.g. near-side vs. far-side, and to identify locations where improvement are needed, e.g. queue jump lanes. Transportation agencies can also benefit from this type of information because arterial performance measures are difficult to estimate. Early Exploration Author: Mathez, Anaïs Year: 2015 Peer-to-peer (P2P) carsharing is a system where a facilitating company connects car owners to car renters. Such systems are relatively new in the U.S. This paper aims to understand who is participating in P2P carsharing as a renter (as opposed to as an owner), why they join, whether and how often they rent vehicles, and why. Exploring these questions may provide insight on the potential for P2P carsharing to meet public policy objectives of reducing the impacts of personal vehicle ownership and use and providing mobility options for underserved populations. The analysis is based on 465 study participants who enrolled in a P2P carsharing service in Portland, Oregon during its first two years of operation (February 2012 to June 2014). The data, which come from a series of online surveys, are part of an on-going, multi-year research project and, as such, should be considered early findings. The people who joined P2P carsharing and this study tend to be younger and well-educated, consistent with research on traditional carsharing. Given two trends in vehicle ownership – the longstanding positive correlation with income and the emerging trend of younger Americans eschewing vehicle ownership in greater numbers than before - we created a typology of potential P2P renters to explore reasons for joining and the potential influence of P2P carsharing on vehicle ownership and mobility. The typology consists of: (1) Student Millennials,(2) Non-student Millennials, (3) Lower Income Non-millennials, and (4) Higher Income Non-millennials. Study participants were highly motivated to join simply because they like the idea of P2P carsharing. Not surprisingly, the Higher Income Non-millennials were less motivated by economic reasons. By June 2014, just over half (52%) of the study participants had rented a vehicle through the service. Actual use of the service is negatively correlated with car ownership.
