It documents major cultural shifts in a homogeneous patriarchal organization, constraints, advancement, and the historical agency of women and minorities. "Creating a Multicultural Forest Service" identifies a relationship between natural and human resources and tells a story of expanding and contracting civil liberties that shifted over time from women and people of color to include the differently-abled and LGBT communities. It includes oral history as a key to uncovering individual decision points, relational networks, organizational activism, and human/nature relations to shape meaningful explanations of historical institutional change. With gender and race as primary categories, this inquiry forms a history that is critical to understanding federal bureaucratic efforts to meet workforce diversity goals in natural resource organizations. Getting Green to Work in the Northwest Industrial District identifies strategies to address environmental issues that affect local human and environmental health in the Northwest Indusrial District, Forest Park and the Willamette River, while benefiting local businesses workers and firms. Getting Green to Work explores voluntary approaches to address local environmental problems with green infrastructure and other place-based remedies. Through engagement with industrial stakeholders and technical advisors we determined where the greatest environmental benefit could be achievable and what opportunities and obstacles exist to implementation. Building on this information, final recommendations outline priorities and strategies for Forest Park Conservancy, City of Portland Bureau of Environmental Services and their advocates to expand green infrastructure on private and public lands in the Northwest Industrial District. In addition, the limited spatial and temporal resolution of satellite-derived heat measurements may limit the capacity of decision makers to take effective actions for reducing mortalities in vulnerable populations whose locations require highly-refined measurements. Needed are high resolution spatial and temporal information for urban heat. In this study, we ask three questions: (1) how do urban heat islands vary throughout the day? (2) what statistical methods best explain the presence of temperatures at sub-meter spatial scales; and (3) what landscape features help to explain variation in urban heat islands? Using vehicle-based temperature measurements at three periods of the day in the Pacific Northwest city of Portland, Oregon (USA), we incorporate LiDAR-derived datasets, and evaluate three statistical techniques for modeling and predicting variation in temperatures during a heat wave. Our results indicate that the random forest technique best predicts temperatures, and that the evening model best explains the variation in temperature. Although air quality and population vary at fine spatial scales, current regulatory and public health frameworks assess human exposures using county- or city-scales. We build on a spatial analysis technique, dasymetric mapping, for allocating urban populations that, together with emerging fine-scale measurements of air pollution, addresses three objectives: (1) evaluate the role of spatial scale in estimating exposure; (2) identify urban communities that are disproportionately burdened by poor air quality; and (3) estimate reduction in mobile sources of pollutants due to local tree-planting efforts using nitrogen dioxide. Our results show a maximum value of 197% difference between cadastrally-informed dasymetric system (CIDS) and standard estimations of population exposure to degraded air quality for small spatial extent analyses, and a lack of substantial difference for large spatial extent analyses. These results provide the foundation for improving policies for managing air quality, and targeting mitigation efforts to address challenges of environmental justice. To understand the relationship between urban form and temperature moderation, we examined the spatial and temporal variation of air temperature throughout one desert city—Doha, Qatar—by conducting vehicle traverses using highly resolved temperature and GPS data logs to determine spatial differences in summertime air temperatures. To help explain near-surface air temperatures using land cover variables, we employed three statistical approaches: Ordinary Least Squares (OLS), Regression Tree Analysis (RTA), and Random Forest (RF). We validated the predictions of the statistical models by computing the Root Mean Square Error (RMSE) and discovered that temporal variations in urban heat are mediated by different factors throughout the day. We use difference-in-differences models to test whether differences in the proportions of developed land resulting from implementation of urban growth boundaries are statistically significant and whether they vary between Oregon and Washington. Our results suggest that land use planning and urban growth boundaries now mandated both in Oregon and Washington portions of the study area have had a measurable and statistically significant effect in containing development and conserving forest and agricultural lands in the Portland-Vancouver metropolitan area. Our results also suggest, however, that these effects differ across the four study-area counties, likely owing in part to differences in counties’ initial levels of development, distinctly different land use planning histories, and how restrictive their urban growth boundaries were drawn. Year: 2016 Climate change is expected to have significant impacts on the Pacific Northwest’s communities, economy, and natural systems. These impacts – which include reductions in summer water supply, the potential for more winter flooding and forest fires, threats to public health, and damage to coastal infrastructure due to sea level rise – will require changes in how communities evaluate, manage, and mitigate environmental risks. Despite these challenges, some have suggested that the region may be relatively well off compared to other areas of the U.S. and the world. This has led to growing speculation by the media, bloggers, and the public that “global warming could unleash a deluge of newcomers” (or “climate refugees”) to the Pacific Northwest in coming years.2The question is also gaining the attention of public sector professionals in the region. Planners and managers who engage in long-term planning for transportation, public health, utilities, and other public services want to understand whether population forecasts—an important analytical tool guiding many areas of regional planning—should reflect the possible impacts of climate change on migration flows, and if so, how? The connection between climate change and migration is the subject of a complex and emerging body of social science research. To help stimulate and inform research, and to provide guidance to decision makers on this issue, researchers at Portland State University and the University of Washington Climate Impacts Group convened experts in climate science, population dynamics, and public sector management to begin addressing the following central question: Do we need to be planning for more growth in Washington and Oregon because of climate change, and if so, what would a systematic framework for developing and updating migration scenarios for use in regional and state population growth and planning forecasts look like? The symposium—the first of its kind in the region and possibly the first of its kind in the United States—was held on June 24, 2016 at Portland State University. Title: Winds of Change?
