In this study, we recover archival records and apply a rating curve approach to develop the first instrumental estimates of daily delta inflow and sediment loads to San Francisco Bay (1849 – 1929). The total sediment load is constrained using sedimentation/erosion estimated from bathymetric survey data to produce continuous daily sediment transport estimates from 1849 to 1955, the time period prior to sediment load measurements. We estimate that ~55% (45 – 75%) of the ~1500±400 million tons (Mt) of sediment delivered to the estuary between 1849 and 2011 was the result of anthropogenic alteration in the watershed that increased sediment supply. Also, the seasonal timing of sediment flux events has shifted because significant spring-melt floods have decreased, causing estimated springtime transport (April 1st to June 30th) to decrease from ~25% to ~15% of the annual total. By contrast, wintertime sediment loads (December 1st to March 31st) have increased from ~70% to ~80%. A ~35% reduction of annual flow since the 19th century along with decreased sediment supply has resulted in a ~50% reduction in annual sediment delivery. The methods developed in this study can be applied to other systems for which unanalyzed historic data exist. Joint Probability distribution functions (PDFs), of both the climatic variables, might help better understand the interdependence of the two, and thus in-turn help in accessing the future with confidence. In the present study, we have used multi-modelled statistically downscaled ensemble of precipitation and temperature variables. The dataset used is multi-model ensemble of 10 Global Climate Models (GCMs) downscaled product from CMIP5 daily dataset, using the Bias Correction and Spatial Downscaling (BCSD) technique, generated at Portland State University. The multi-model ensemble PDFs of both precipitation and temperature is evaluated for summer (dry) and winter (wet) periods for 10 sub-basins across Columbia River Basin (CRB). Eventually, Copula is applied to establish the joint distribution of two variables on multi-model ensemble data. Results have indicated that the probabilistic distribution helps remove the limitations on marginal distributions of variables in question and helps in better prediction. The joint distribution is then used to estimate the change in trends of said variables in future, along with estimation of the probabilities of the given change. The joint distribution trends are varied, but certainly positive, for summer and winter time scales based on sub-basins. Dry season, generally, is indicating towards higher positive changes in precipitation than temperature (as compared to historical) across sub-basins with wet season inferring otherwise. Probabilities of changes in future, as estimated by the joint precipitation and temperature, also indicates varied degree and forms during dry season whereas the wet season is rather constant across all the sub-basins. In the present work, we have analyzed the changes in precipitation and temperature for future scenario period of 2070–2099 with respect to historical period of 1970–2000 from statistically downscaled GCM projections in Columbia River Basin (CRB). Analysis is performed using two different statistically downscaled climate projections (with ten GCMs downscaled products each, for RCP 4.5 and RCP 8.5, from CMIP5 dataset) namely, those from the Bias Correction and Spatial Downscaling (BCSD) technique generated at Portland State University and from the Multivariate Adaptive Constructed Analogs (MACA) technique, generated at University of Idaho, totaling to 40 different scenarios. The two datasets for BCSD and MACA are downscaled from observed data for both scenarios projections i.e. RCP4.5 and RCP8.5. Analysis is performed using spatial change (yearly scale), temporal change (monthly scale), percentile change (seasonal scale), quantile change (yearly scale), and wavelet analysis (yearly scale) in the future period from the historical period, respectively, at a scale of 1/16th of degree for entire CRB region. Results have indicated in varied degree of spatial change pattern for the entire Columbia River Basin, especially western part of the basin. At temporal scales, winter precipitation has higher variability than summer and vice versa for temperature. Most of the models have indicated considerate positive change in quantiles and percentiles for both precipitation and temperature. Wavelet analysis provided insights into possible explanation to changes in precipitation. The City of Portland has issued several water boiling advisories due to E. coli contamination. Additionally, there has been incidents of serious contaminants like lead leaching in water systems (Flint, Michigan). The Portland Water Bureau does not use a water treatment plant due to the quality of our water sources; a chlorination plant is used to chlorinate the water from the Bull Run Watershed (our main water source). Not having a water treatment plant makes Oregon more prone to a prolonged absence of potable water should the supply be contaminated. Up until three months ago, Portland had open reservoirs that exposed clean and treated water to the open-air environment, which allowed for recontamination. Despite those now being closed and not in use, Portland’s water system still has various gaps where water can be contaminated. Portland’s water usage peaks during the summer and tapers off just before kids go back to school. As a result of that decline in usage, a lot of water sits in pipes just waiting to be pumped to homes. The weather is still quite warm all the way through mid-September and possibly well into October. As a result the unused water sitting in pipes heats up with the weather and serves as a breeding ground for a plethora of bacteria and contaminants that pose putative short and long term health risks to the citizens of Portland. The city is equipped to detect E.coli and other contaminants—although not as quickly as we (the Water Bureau and the citizens) would hope. As of right now, we still test for E.coli the basic way: grow it in a LB petri dish, which takes up to three days. Should another outbreak occur, more people will get sick before the Bureau can call a city-wide water shutdown. Our current system simply is not practical, nor is it completely secure. Research is needed to understand the transport and fate mechanisms of these compounds in biosolids. Additionally, this research is needed to determine a new priority framework to regulate CECs, both on the national level and regional levels. Wastewater treatment plant influent and effluent treatment regulations and practices may be improved upon as more knowledge accrues regarding contaminants of emerging concern behavior in the environment. The United States environmental regulatory process is a constant work in progress. Inherited from decades-old public health traditions, environmental regulatory programs arose to address the issues of public health as water and air quality issues surfaced. The Toxic Substances Control Act (TSCA) (15 U.S.C. 2601), enacted in 1976, provided the EPA regulatory authority to protect the environment and consumers’ health against risks posed by chemicals in commerce. TSCA only retroactively addressed chemical hazards, after they had been deemed unsafe and previously unrestricted in the public. A bill to overhaul TSCA, the Frank R. Lautenberg Chemical Safety for the 21st Century Act (House Amendment to the Senate Amendment to H.R. 2576, TSCA Modernization Act of 2015), was passed by the Senate on June 7, 2016 and sent on for President Obama’s signature. The amended law will give the EPA new authority to evaluate the safety of a new chemical before it enters the marketplace. It will also allow EPA to evaluate the safety of chemicals already known to be risks, including chemicals found to persist in the human body and in the environment. The Columbia River is presented as a case study as an example of a significant waterbody with research and regulatory gaps concerning CECs. The Columbia River waterbody was chosen as it represents an important natural resource for which data gaps exist on CEC sources and pathways into the waterbody, and which also does not receive adequate protective regulations under the national regulatory framework.
