We present the background analysis of the fishery used as a basis to develop the sampling design for this survey, as well as preliminary results from the survey. The background analysis focuses on activity patterns of the fleet based on effort and catch information, as well as patterns of quota ownership and trading. Based on this information, a fleet profile describing the micro-economic structure of fishing operations is developed. This profile, which serves as a basis for the economic survey, also provides a useful basis to understand the micro-economic drivers of profitability in the fishery, and possible impacts of external shocks on fishing operations. We have developed a simulation modeling approach to examine the effect of management options on the recreationally important tourist destination of Ningaloo Reef in Western Australia where a recreational fishery targets Spangled Emperor (Lethrinus nebulosus). The approach brings a broad range of physical, biological and socio-economic information and process understanding into an integrated framework. It also provides an effective interface with management. Model results show the effects of historical fishing mortality, localized depletion of Spangled Emperor, and the potential effect of the sanctuary zones that are closed to fishing. They also show expected recreational catches and catch rates under different projected management strategies and future scenarios regarding the evolution of the fishery. Results from the model will provide a means to assess, test and ultimately improve the effectiveness of management and monitoring strategies in the region. However, in many case studies fishing effort is assumed to be exogenous and even in dynamic models pre-determined by external factors such as management. An increasing number of operational bio-economic models for the marine environment are including a fleet dynamics component, recognising that fishers respond to changing environmental and economic conditions. These models are based on different assumptions about behaviour. In this review, we examine models of fisher behaviour that are empirically or theoretically developed and tested. In particular, we focus on the range of different economic and social drivers and their relevance to different types of behaviour. We find that economic factors are a dominant driver included in many types of short term behavioural models, although we acknowledge and find that other social factors play a significant role in some types of behaviour. The link between management and economic impacts is reasonably well established, and most bioeconomic models are able to incorporate these feedback systems. Incorporating these other social-dependent behaviours into bioeconomic models, however, is likely to remain a challenge unless links between management and changes in the social drivers are developed. While ITQs can improve the economic efficiency of fisheries, in practice they are not a panacea and distribution and equity issues have been raised in many cases. To overcome those issues, ITQ systems have sometimes been designed with a set of regulations limiting the trade and capping ownership of quota units. In this study, we use an agent-based modelling approach to simulate the effects of introducing ITQs in the Tasmanian rock lobster fishery. Individual agent decisions regarding spatial and temporal fishing distribution are modelled at a monthly level taking into consideration the profitability they derive from fishing rock lobster. A quota trading model is integrated into the fisher decision making process allowing fishers the choice of leasing quota units in or out depending on economic performance and their catch expectations. The model is then used to investigate the consequences of setting a limit on quota trading. Preliminary results are presented on how the different harvesting patterns induced by a cap on trade and concentration of quota impact on the socio-economic performance of the fishery and the biological resource. The initial simulations show that allowing quota trade has been important in reducing capacity in the fishery. Simulations suggest that non tradeable individual quotas would not have led to the observed reduction in the active fleet. The model also allows to simulate the possible trajectory of quota leasing prices over the first decade of the ITQ system, and to assess its sensitiveness to external drivers such as the market crisis observed in the early 2000s.
