Year: 1983 Promoting a high- technology economic base has been widely adopted as a regional development "policy for the 80's." To this point, however, it appears that little consideration has been paid to questions regarding the feasibility of this policy as it relates to structural and locational characteristics of the regional economy. This paper will discuss those attributes of the regional economy that typically contribute to the expansion of high- technology activities, with particular attention paid to expansion potential in the Portland SMSA. High-technology activities are defined according to product cycle theory, and the attributes of the regional economy are examined with respect to each stage of the product cycle. The contribution of research and development to the product cycle will receive special attention. The role of the area's higher educational system in performing research is tied to high-technology development potential . It is contended that development potential is maximized when the regional economy exhibits a comparative advantage in one or more stages of the product cycle. Actions which are needed to direct the regional economy toward this end will be outlined. According to Davis (2000), the general approach to safety improvement planning employed by most states follows six principal steps: 1. Identification of hazardous roadway locations using crash records; 2. Detailed engineering study of selected hazardous locations to identify roadway design problems; 3. Identification of potential countermeasures; 4. Assessment of the costs and benefits of potential countermeasures; 5. Implementation of countermeasures with the highest net benefits; 6. Assessment of countermeasure effectiveness following implementation. All planning processes are subject to uncertainty. In safety improvement planning, the determination of benefits from implementation of countermeasures depends greatly on projected crash reductions. Such projections are acknowledged to be the most uncertain element of the safety planning process (Pfefer et al., 1999). More than 25 years ago Laughland et al. (1975) identified the need for development of a national comprehensive set of crash reduction factors (CRFs) that states could employ in evaluating safety countermeasures. However, this need has not been addressed, and is not likely to be pursued (FHWA, 1991). As a result, states have been responsible for developing their own CRFs. Because of the dependency of rural regions on this industry, the Ford Foundation funded the authors to undertake a study of the causes and consequences of employment decline within the industry. Such information can contribute to the development of strategies for improving the economic viability of these regions. Tunber dependent regions in Oregon fit the classic export-base model of economic development These areas produce wood products for export to other pans of the country. The comparative advantage in this endeavor is based on an endowment of high-quality timber. In reviewing data on employment and productivity over the last decade, it is apparent that wood products employment in the state has been reduced as the productivity in the industry has increased. Thus, in Oregon the industry processed more timber in 1986 than it did in 1979, but with about fifteen percent fewer workers. Further, there are indications that timber supply will be reduced in the near future. This would limit the level of output and further reduce the level of employment. This study investigates the dynamics of employment in the industry using three different approaches. The first approach interprets econometric analysis addressing the factors of production in relation to labor productivity. The second approach investigates the relationship of the wood products industry to the state using an input-output model (IMPLAN) to explore the effects of structural changes in the industry on output, income and employment Finally, the study narrows its geographic focus to a timber dependent region (Jackson, Josephine and Klamath Counties) in southern Oregon, and investigates the perceptions and activities of those who work in the industry or are affected by it. Indepth interviews were conducted with managers of lumber and plywood mills, corporate executives, labor representatives, employees and local government officials to gather qualitative information on the production activities, employee charaeteristics and choices, and the relationship of the industry to local communities. The service sector is disaggregated into four segments - distributive, business, personal and social - and a model is developed and estimated relating the relative growth of employment in services to changes in economic, demographic and urbanization factors. Substitution and complementary linkages among the service segments, and between these segments and manufacturing are also explored. Our results are consistent with the Fisher-Clark hypothesis, and the general importance of demographic and urbanization factors is also established. Variations in the influence of the determinants of structural change for the four segments of the service economy in California point to the need for more detailed study of this process. The potential for a planned reduction in the amount of timber sold from the national forests in the region also exists, giving rise to some uncertainty about the future prospects for these industries. This paper identifies the major structural factors affecting the performance of lumber and plywood producers in the region. It then proceeds to develop and simulate a set of alternative scenarios covering the 1986-1990 period to examine the effects of variations in the behavior of these major structural factors. The results indicate that increases in output and employment relative to 1984 levels are very unlikely, and under certain conditions substantial declines could occur.
