A common criticism of such programs is that they remove the least efficient vessels first, resulting in an increase in average efficiency of the remaining fleet. The effective fishing power of the fleet, therefore, does not decrease in proportion to the number of vessels removed. Further, reduced crowding may increase efficiency of the remaining vessels. In this paper, the effects of a buyback program on average technical efficiency in Australia’s Northern Prawn Fishery are examined using a multi-output distance function approach with an explicit inefficiency model. The results indicate that average efficiency of the remaining vessels was greater than that of the removed vessels, and that average efficiency of remaining vessels also increased as a result of reduced crowding. The experiences of CBF activities from 2003-2004 in five administrative districts in Sri Lanka have identified two main issues for the development of culture- based fisheries such as responsible group of farmers who have property rights to involve in CBF and the requirement of fingerling for the relevant culture cycles. It has been identified that incorporation of CBF activities with agriculture practices and establishes institutional link between farmer organizations such as perennial reservoirs and semi-perennial reservoirs, seasonal reservoirs and mini nurseries of fish fingerlings. The development of link between these organizations with government breeding centers is the feasible solution for fingerling requirement. However, in many case studies fishing effort is assumed to be exogenous and even in dynamic models pre-determined by external factors such as management. An increasing number of operational bio-economic models for the marine environment are including a fleet dynamics component, recognising that fishers respond to changing environmental and economic conditions. These models are based on different assumptions about behaviour. In this review, we examine models of fisher behaviour that are empirically or theoretically developed and tested. In particular, we focus on the range of different economic and social drivers and their relevance to different types of behaviour. We find that economic factors are a dominant driver included in many types of short term behavioural models, although we acknowledge and find that other social factors play a significant role in some types of behaviour. The link between management and economic impacts is reasonably well established, and most bioeconomic models are able to incorporate these feedback systems. Incorporating these other social-dependent behaviours into bioeconomic models, however, is likely to remain a challenge unless links between management and changes in the social drivers are developed. In the past, mitigation programs have been used to conserve wetlands affected by development, and is proposed as a cost-effective approach to offsetting greenhouse gas emissions through reforestation programs. The concept may be equally applicable to environmental management in fisheries. Each year, substantial numbers of non-target species are caught and killed as incidental bycatch during fishing activities. Of increasing concern is the impact this bycatch is having on seabird populations. Substantial areas of fisheries are being closed to protect these species at great cost to the fishing industry. However, other actions may be taken to offset the impact of fishing on these populations, such as reducing predation by invasive species. In this paper, we examine the potential role of compensatory mitigation as a fisheries management tool. An example is provided of the potential cost effectiveness of rodent control relative to fishery area closures for the conservation of a seabird population adversely affected by an Australian tuna fishery. We find that, in the example being examined, invasive rodent eradication is at least 10 times more cost effective than area closures. While this does not solve the actual bycatch problem, it may provide breathing space for both the seabird species and the industry to find longer term means of reducing bycatch.
