The experiences of CBF activities from 2003-2004 in five administrative districts in Sri Lanka have identified two main issues for the development of culture- based fisheries such as responsible group of farmers who have property rights to involve in CBF and the requirement of fingerling for the relevant culture cycles. It has been identified that incorporation of CBF activities with agriculture practices and establishes institutional link between farmer organizations such as perennial reservoirs and semi-perennial reservoirs, seasonal reservoirs and mini nurseries of fish fingerlings. The development of link between these organizations with government breeding centers is the feasible solution for fingerling requirement.
