"The construction of Illinois Falls fish ladder on the Illinois River in Oregon was completed in November 1961. The ladder was opened and operated during the winter of 1961-62. Final cleanup and rock removal was completed in the fall of 1962. The ladder was installed on a natural barrier where fish passage was delayed by low and moderately high river levels. The facility installed was a concrete vertical baffle-type fishway patterned after the Hells Gate fishway in use on the Fraser River in Canada. Since the ladder has been installed, salmon and steelhead have arrived at upper river areas much earlier than previously recorded. Concentrations of fish have not been observed below the falls." Tests for toxicity indicated the reservoir had detoxified prior to December I, 1962. A progress report outlining the actual chemical treatment was distributed as Habitat Improvement Project, Fishery Division, Oregon State Game Commission, Number 1. The reservoir was restocked in 1963 with 270,845 rainbow trout fingerling weighing 1,363 pounds. A fishery developed by late July and continued until the end of the trout season on October 31, 1963. It was estimated that a total of 2,300 anglers fished the reservoir in 1963. Fish population studies were conducted and some problem areas were re-treated with rotenone." Chemical treatment of approximately 55 miles of tributary streams above Upper Cow Lake was completed in August and September, 1963. Twelve miles of tributary streams located in Idaho were treated by the Idaho Game Department personnel. Restocking of the lake with rainbow trout will begin in 1964. Tex Creek, tributary to Murderers Creek which flows into the South Fork John Day River, was chosen as the study stream because of its history of steelhead use and loss of young due to intermittent flow in slimmer months. The Tex Creek study was designed to test subterranean structures that might raise and direct subsurface water into the stream channel to prevent intermittent summer flow...The all-plastic structures which extended across the valley floor were effective in raising subsurface water, while the shorter barriers located across the stream channel only were not...A trap was operated at the mouth of the stream to record upstream and downstream migrant fish.
