All fish had gone to sea early in their first year; and 70.5 percent had returned in their third year, 28.7 percent in their fourth, and 0.8 percent in their fifth. Tendencies were noted, during the course of the run, for older fish and for males to be relatively more abundant in the earlier portions of the run. In comparisons with data from other localities, it was demonstrated that, from south to north: (1) there is a decrease in mean length at the same age; (2) older fish are progressively more abundant; and (3) the runs are progressively earlier. Pink salmon are uncommon in the Columbia River, and only six were examined. All had gone to sea early in their first year, and all had returned in their second year. Eight hundred eighty-five silver salmon scales were examined. It is felt that the differences between races of a single river system will prove to be of the same nature as those here demonstrated between populations of different river systems. Knowledge of the differences between the races of salmons entering the Columbia River may be of extreme importance in the management of the fisheries. The Oregon troll salmon fishery developed rapidly prior to World War I to reach a peak of between one and three thousand boats fishing off the mouth of the Columbia River during 1919. The fishery later expanded to the other coastal areas. There has been a decrease in the number of boats fishing, but a great increase in their efficiency. The development of the tuna fishery resulted in the larger trollers fishing for tuna during the late summer and concentrating on salmon during the spring and early summer. There are about 500 trollers which make Oregon ports their base of operations at the present time. Since 1940 the Oregon troll fishery has landed about 3,000,000 pounds of chinook and silver salmon per year. The troll fishery was practically unregulated until 1948, at which time, preliminary regulations were imposed. 2. Preliminary troll regulations which were imposed since 1948 and altered somewhat in 1949 include a 26 inch minimum size limit and a closed season from November 1 to March 15 on chinook salmon. A closed season for silver salmon extends from November 1 to June 15 to prevent the landing of small silvers during the late spring. 3. This report covers in part the tagging and biological data gathered by the staff of the Oregon Fish Commission during 1946, 1947, 1948 and 1949. 4. There were 506 silvers tagged off Oregon in 1948 and 1949, and 29 (5.7 percent) were recovered. By far the greater percentage were recovered north of their tagging location, indicating a northward migration of silvers in their third and last year to their spawning streams. 5. The recovery of marked silver salmon in the ocean, confirms the findings of the tagging in that early in the season (June) the marked fish were found south of their home streams, and as the season advanced they moved north until during September they were grouped around the mouths of the rivers. 6. The length-weight relationship of troll-caught silver salmon was found to be an exponential type of relationship, and the equation for 1947 is W = 0.23215 x 1.0535 [superscript L]; that for 1948 is W = 0.27952 x 1.04949 [superscript L]. 7. The commercial catch of silver salmon is composed largely of individuals in their third year. There seems to be a considerable difference between the growth rates of different years, but the silvers show an average increase in mean weight from about 4.5 pounds on June first to about eight pounds by November first, dressed weight. They showed an increase in modal length in 1948 from 25.2 inches (total length) in June to 30.4 inches (total length) in November. 8. There were 221 chinook salmon tagged in 1948 and 1949 and eleven recoveries were made. No consistent migration pattern is apparent, but it is apparent that the chinook move both north and south of their natal streams and probably migrate farther than do the silver salmon. 9. The length-weight relationship of the chinook salmon was found to conform to the usual parabolic relationship, W = AL [superscript b]. In spite of the progressive restrictions of the commercial river fishery during the past fifty years, the trend of the salmon populations of the coastal rivers has been downward. It is almost impossible to isolate and analyze separately the causes of this decline, and any attempt to saddle one factor with the responsibility is an oversimplification of the facts. The salmon runs have too long been taken for granted. During the rapid development of the coastal area, the welfare of the fish was ignored. The physical character of the watersheds was changed as the timber was stripped off, and in these same operations streams were blocked by log jams, mill dams, splash dams and even the gravel from the spawning beds of the streams was removed to be used in road construction. At the same time other water uses were developed for power and irrigation. While the productive capacity of the streams was being reduced and the runs resultantly lowered, the fishermen competed with each other for the remaining fish and blamed one another for the lack of fish. Apparently, at no time until recent years was a serious program developed or even considered for the conservation of the salmon runs. To date with the possible exception of one or two instances pollution has not been a serious factor in the decline of the salmon runs. The commercial river fisheries are of considerable importance to the economy of various communities on the Oregon coast. They also provide a source of salmon to those who have no other access to this productive natural resource. The recreational salmon fishery is also an important source of income to Oregon coastal communities. It is, therefore, important to these communities and the State as a whole that the salmon runs be maintained at their maximum productive level. To accomplish this the Oregon Fish Commission has developed a long range management program for the coastal rivers. This encompasses stream clearance and improvement projects, the use of artificial propagation in introducing runs and supplementing natural runs, and the close regulation of the commercial river and offshore fisheries. This program has not been underway long enough to ascertain its success, but in several instances it appears to offer promise. However, close check is being kept on the runs in order that the results of this program can be evaluated as soon as possible. The stream surveys and other observations indicate that the coastal rivers and their salmon populations are not beyond redemption, and that under proper management can be made to yield annually several times their present production. Tillamook Bay chum salmon are caught commercially by gill-nets, both set and drift, and from 1928 through 1949 the landings have averaged 819,689 pounds per season. More chum salmon are caught on Tillamook Bay than on the rest of the Oregon coastal rivers combined. These fish enter the ocean only a few weeks after hatching and return to their native streams to spawn, apparently in the third, fourth, or fifth year of their life. There are numerous factors such as predation, fishing intensity, success of spawning, which may have some effect on the production of Tillamook Bay chum salmon. There was no apparent relationship between total chum landings and lumber production 4 and 8 years previous. It is possible that a relationship between these two factors may exist for some period other than 4 or 8 years previous, but this was not investigated further at this time. Numerous factors, mainly various combinations of stream flow data, were correlated with the size of the commercial landings of chum salmon in an attempt to determine a "predictor" of future abundance. An apparent good relationship, with b = 2.05944 (P = 01), between total chum landings and the minimum stream flow occurring between January 15 and March 20 three years previous was discovered. The regression equation obtained is y = -493.6355 + 2.05944x. The regression of the size of the commercial landings of chum salmon on three variables was computed. These three variables were: (1) minimum stream flow occurring between January 15 and March 20 three years previous; (2) highest air temperature occurring during January or February 3 years previous; and (3) the maximum stream flow occurring between November 1-10 four years previous. The regression equation obtained is y = 346.4554 + 97.3148x[subscript 1] + 66.1037x[subscript 2] — 77.8188x[subscript 3]. The probabilities attached to the results of all the regression functions which were computed are biased because of the manner in which the data were selected to obtain the best relationship. Furthermore, although an apparent good relationship was determined between minimum flows and the size of the commercial landings, it must be realized that these results have some very definite limitations to their actual values. In addition to the biased nature of the probabilities, is the fact that these results have been derived from a very limited amount of data. Also, these analyses have been based on some very important assumptions which, if not true, would almost completely invalidate the results obtained. These assumptions are: (1) catch = a constant X abundance; (2) all the fish mature at 4 years of age; (3) these data can be fitted to a linear model along with the other general assumptions about regression data; (4) fishing intensity has remained relatively constant (implied in 1); and (5) methods of recording flow data have remained consistent from year to year. A review is made of the history of the fishery with regard to trend of the catch by magnitude, area, and season; the development and conduct of the fishery itself; and the regulations governing the fishery. The first reported commercial crab landings in Oregon were 6,628 pounds in 1880. The fishery expanded slowly until 1933 after which the catch rose sharply to a peak of about 11 million pounds in 1943. Landings in recent years have fluctuated between 6 and 11 million pounds from a commercial fishery which is carried out along the major portion of the Oregon coast. During the period 1947-50, 6,249 tagged crabs were released in offshore and bay waters of Oregon and 34.6 percent of the tags were subsequently recovered. The average movement of 1,042 recoveries of crabs released in offshore waters, as measured by the distance from the tagging site, was 8.3 miles (range 0-133 miles) in 80 days. For crabs released within bays, 606 recoveries averaged a minimum distance traveled of 4.2 miles (range 0-81 miles). Fifty-seven percent of the recoveries of offshore releases and 84 percent of the recoveries of bay releases were made within 4 miles of the respective tagging sites. Over 90 percent of the recoveries of offshore releases were made within 6 months, although 3 crabs were out more than a year with 1 at liberty 878 days. Tagged crabs moved from offshore to bays, from bay to bay, and from bays to offshore. There was no significant difference in percentage recovery for crabs with or without missing appendages. Egg-bearing female crabs are present in offshore waters during the period October to March, inclusive. Larval crabs assumed to be C. magister were observed in offshore waters from April to July, inclusive. Considerable variation in early growth of post larval crabs was observed in laboratory experiments. The amount of growth of crabs between 6.4 and 146.0 mm., as observed by measuring them before and after molting, increases until a shoulder width of about 95 mm. is reached. The increase with each subsequent molt thereafter remains relatively constant. Macroplankton-eating fishes feed upon free swimming crab larvae. Adult crabs up to at least 114 mm. in shoulder width are preyed upon by voracious fish such as ling-cod (Ophiodon elongatus), the great marbeled sculpin (Scorpaenichthys armoratus), wolf eel (Anarrhichthys ocellatus), halibut (Hippoglossus stenolepis), and some of the rock fishes of the genus Sebastodes.
