Dept. of Fish and Wildlife This is an exhibit made by the Oregon Dept. of Fish and Wildlife to the Oregon Fish and Wildlife Commission. As the limited entry system for commercial crabbing began to be implemented, issues needed to be resolved around license requirements, permit eligibility, permit transfers and status of boats under construction. Dept. of Fish and Wildlife In 1991, the State of Oregon experimented with allowing the recreational harvest of female Dungeness crabs. This experiment was unsuccessful, due to confusion about areas appropriate for catching crabs and probable overharvesting. Documents given here show the initial ODFW request to amend the regulation made to the Oregon Fish and Wildlife Commission, and the subsequent decision to rescind the rule. A second petition not submitted to the Commission collected several hundred signatures for a ban on commercial bay crabbing in Alsea Bay. The Commission decided to hear all crab fishery issues at the October 1991 Commission hearing, after staff had completed use and economic studies of Alsea Bay and had gathered public input on bay crab issues.” (Introduction, p.9, numbered page 1) ODFW also discussed the commercial ocean crab fishery, including ways to reduce the mortality of soft-shell crabs, ways to reduce gear conflicts, and a cut-off-date for a license limitation system for the ocean crab fishery.
