Section II reviews Oregon state mandates to use “best available science” in policymaking and summarizes ODF efforts to address these mandates. Section III provides an overview of Systematic Evidence Reviews and how they are conducted in the fields of clinical medicine and public health. Section IV summarizes some relevant critiques of SER methods and cautions concerning their use. Section V addresses differences and commonalities between clinical medicine and ecosystem science, and the potential for applying SERs to conservation and natural resource policy questions. Section VI offers some principles and guidelines about how ODF could apply components of SERs to their science assessments. Section VII reflects on where efforts to conduct and utilize SERs are likely to go in the future. Two products developed by ODF staff were the focus of this science review: The Influence of Modeled Management Scenarios on Habitat for Species of Concern (ODF, 2009a; hereafter referred to as “SOC analysis”) and the Board of Forestry State Forests Performance Measures: An Evaluation of the Achievement (ODF, 2009b). The purpose of the review and this Science Advisory Team report is to: (1) characterize the environmental, economic, and social analyses that were conducted by ODF in 2009 and discuss whether ODF analyses were consistent with best available science in each field; (2) identify and discuss gaps; (3) discuss the range of uncertainty of expected outcomes as detailed in the ODF reports; (4) present other ways to conduct analysis or think about the questions, if applicable; and (5) recommend, if necessary, performance measures for measuring environmental, economic, and social outcomes. Oregon partnered with the Institute for Natural Resources (INR) to conduct a series of workshops in rural communities across the state to identify and evaluate bio-product opportunities. The overarching goals of the project were to promote rural economic development by connecting rural communities with the technical and policy resources needed to assess and advance biobased energy and product development opportunities; and to inform the Oregon BEST research agenda related to biomass energy and biofuel products. This report focuses almost exclusively on the workshop component. This erosion raises concerns about protection of economic and ecological resources in the area. The Columbia River Nearshore Beneficial Use Project was initiated to engage public and private sector participants in a collaborative process to explore the use of lower Columbia River maintenance dredge material to address the depletion of natural sand volumes in the nearshore environment off the South Jetty of the Columbia River. The objective of the proposed supplementation of dredged sediments is for these sediments to rebuild the offshore sands in the project area and, over the long term, better protect the South Jetty from wave impacts. This project is one of the activities of the Lower Columbia Solutions Group (LCSG). Convened by Governor Kulongoski of Oregon and former Governor Locke of Washington, the LCSG is a diverse group of local, state and federal stakeholders interested in and affected by dredge material disposal activities in the Lower Columbia River area. Stakeholders include crabbers, fishing interests, environmentalists, development interests, and local, state and federal government. The Nearshore Project group and the LCSG have requested that scientists with relevant expertise provide input about the current state of scientific understanding and research needs for topics pertinent to the Nearshore Beneficial Use Project. In response, the Institute for Natural Resources at OSU is co-hosting a Scientific Workshop to Inform the Columbia River Nearshore Beneficial Use Project. This two-day workshop is by-invitation-only. Day 1 of the workshop, which is being organized by INR, will focus on a discussion of scientific information about such topics as sediment migration, wave and current patterns, and biological communities in the project area. Day 2 of the workshop, hosted by the LCSG, will share the products from the previous day's scientific discussion--such as areas of scientific agreement, research and monitoring needed to address scientific unknowns, and key indicators for assessing impacts of a nearshore beneficial use project--with policymakers, resources practitioners, and interested stakeholders. With the ebb and flow of population and the economic growth of Oregon coastal communities, three hypotheses have been generated about the ability of these communities to meet future water supply needs. The purpose of this project was to better understand the challenges and opportunities facing coastal community water suppliers as a whole and to ultimately improve the prospects for meeting future water needs. Findings show that contrary to the first hypothesis, most of those interviewed do not think that economic development is constrained by waters supply. However, it does appear that it would be difficult for state economic development officials to match businesses and industries interested in relocating to the Oregon coast with community water supply availability and reliability. Findings also show that the major problem facing community water suppliers in preparing water management and conservation plans cited by interviewees is financial. Though Oregon’s coastal communities face several planning, management, physical, economic, and regulatory challenges in preparing for future water supply needs, numerous partnership, conservation, and research and training opportunities exist. We quantify forest disturbance rates between 2000 and 2007 and forest cover type composition in 2007, as detected by Landsat Thematic Mapper satellite imagery, and relate these to possible influencing factors including landowner type, ownership stability, forest certification, and conservation easements. The cover type map was evaluated for agreement with US Forest Service Forest Inventory and Analysis ground plot data and the change map was evaluated using visual interpretation of random sample locations on multiple years of Landsat data and aerial photos. Between 2000 and 2007, 1.6 million ha of commercial forestland changed ownership. Investment landowner types, timber investment management organizations and real estate investment trusts, were found to have the highest disturbance rates, significantly higher than those for public and conservation forest landowner groups. Forestlands that changed owners had disturbance rates similar to those with stable landowners. Disturbance rates on certified and easement forestlands, compared with those on noncertified and noneasement land, indicated no significant differences at the statewide scale. Public and conservation forestlands were found to have a higher proportion of coniferous forest and a lower component of deciduous forest compared with privately owned forests in the state. The wildland-urban interface (WUI) continues to expand as people relocate to rural areas where they often expect structural fire protection similar to what they experienced in cities. But conditions are different in rural communities located in fire-prone forests. The risk of severe wildfire is greater and limited resources are available to deal with severe fires when they break out. Fire prevention and suppression without vegetation management to reduce accumulated fuels has and will result in a continuation of uncharacteristically severe, stand-replacing wildfires, particularly in eastern and southwestern Oregon. These fires are difficult and expensive to control. They also place firefighters at high risk. Federal, state and rural fire protection agencies are struggling to cope as wildfire threats, costs, and the scope of protection responsibilities continue to increase. Federal agencies have initiated efforts to reduce hazardous fuels and increase community wildfire readiness as directed by the 2000 National Fire Plan (NFP) and 2003 Healthy Forests Restoration Act (HFRA). These mandates are now being implemented at multiple levels with every effort to coordinate for greater efficiency. From 6 April – 19 September 2011 we monitored the distribution, abundance and productivity of the federally Threatened Western Snowy Plover (Charadrius nivosus nivosus) along the Oregon coast. From north to south, we surveyed and monitored plover activity at Sutton Beach, Siltcoos River estuary, the Dunes Overlook, North Tahkenitch Creek, Tenmile Creek, Coos Bay North Spit, Bandon Beach, New River, and Floras Lake. Our objectives for the Oregon coastal population in 2011 were to: 1) estimate the size of the adult Snowy Plover population, 2) locate plover nests, 3) continue use of mini-exclosures(MEs) to protect nests from predators when and where needed, 4) determine nest success, 5) determine fledging success, 6) monitor brood movements, 7) collect general observational data about predators, and 8) evaluate the effectiveness of predator management. We observed an estimated 247-253 adult Snowy Plovers; a minimum of 214 individuals were known to have nested. The adult plover population was the highest estimate recorded since monitoring began in 1990. We monitored 289 nests in 2011, the highest number of nests since monitoring began in 1990. Overall apparent nest success was 50%. Exclosed nests (n = 48) had a 71% apparent nest success rate, and unexclosed nests (n = 241) had a 48% apparent nest success rate. Nest failures were attributed to unknown depredation (22%), corvid depredation (20%), unknown cause (18%), one-egg nests (16%), abandonment (15%), wind/weather (3%), mammalian depredation (2%), adult plover depredation (2%), infertility (1%), and rodent depredation (1%). We monitored 148 broods, including four from unknown nests, and documented a minimum of 168 fledglings. Overall brood success was 71%, fledging success was 46%, and 1.57 fledglings per male were produced. Continued predator management, habitat improvement and maintenance, and management of recreational activities at all sites are recommended to achieve recovery goals. From 6 April – 19 September 2011 we monitored the distribution, abundance and productivity of the federally Threatened Western Snowy Plover (Charadrius nivosus nivosus) along the Oregon coast. From north to south, we surveyed and monitored plover activity at Sutton Beach, Siltcoos River estuary, the Dunes Overlook, North Tahkenitch Creek, Tenmile Creek, Coos Bay North Spit, Bandon Beach, New River, and Floras Lake. Our objectives for the Oregon coastal population in 2011 were to: 1) estimate the size of the adult Snowy Plover population, 2) locate plover nests, 3) continue use of mini-exclosures(MEs) to protect nests from predators when and where needed, 4) determine nest success, 5) determine fledging success, 6) monitor brood movements, 7) collect general observational data about predators, and 8) evaluate the effectiveness of predator management. We observed an estimated 247-253 adult Snowy Plovers; a minimum of 214 individuals were known to have nested. The adult plover population was the highest estimate recorded since monitoring began in 1990. We monitored 289 nests in 2011, the highest number of nests since monitoring began in 1990. Overall apparent nest success was 50%. Exclosed nests (n = 48) had a 71% apparent nest success rate, and unexclosed nests (n = 241) had a 48% apparent nest success rate.
