The Willamette River, one of only 14 American Heritage Rivers, flows through the most densely populated and agriculturally productive region of Oregon. Previous biological monitoring of Willamette River fish detected elevated frequencies of skeletal deformities in fish from certain areas of the lower (NP [NP], rivermile [RM] 26-55) and middle (near Wheatland Ferry [WF], RM 72-74) Willamette River, relative to those in the upper Willamette (i.e. near Corvallis [CV], RM 125-138). The objective of this study was to determine the likely cause of skeletal deformities in populations of Willamette River fish. Characterization of deformity loads in Willamette River fish collected in 2002 and 2003 demonstrated that deformity loads remained 2-3 times greater at the NPPool (NP) and WF locations than those observed at the CV location. There were some differences in water quality parameters between the NP and CV sites, but they did not readily explain the difference in deformity loads. Concentrations of bioavailable metals were below detection limits (≈1-5 µg/L). Concentrations of bioavailable polychlorinated biphenyls (PCBs) and chlorinated pesticides were generally below 0.25 ng/L. Concentrations of bioavailable polycyclic aromatic hydrocarbons were generally less than 5 ng/L. Chlorpyrifos (averaged less than 1.5 ng/L) was the only organophosphate pesticide detected as bioavailable in water. Concentrations of most persistent organic pollutants were below detection limits in ovary/oocyte tissue samples and sediments and those that were detected were not significantly different among sites. Bioassay of Willamette River water extracts provided no evidence that unidentified compounds or the complex mixture of compounds present in the extracts induced skeletal deformities in cyprinid fish. However, metacercariae of a digenean trematode were directly associated with a large portion of the lesions detected in fish collected from the Willamette River and the lesions were reproduced in fathead minnows exposed to cercariae extracted from field collected snails. As a whole, there was very little evidence to suggest that chemical contaminants were responsible for the greater deformity loads observed at NP and WF. Instead, the weight of evidence suggests that parasitic infection was the primary cause of skeletal deformities observed in Willamette River fish. Loss of habitat, predation pressures, and disturbance have caused the decline of the coastal population of Snowy Plovers and led to the listing of the Pacific Coast Population of Western Snowy Plovers as Threatened on March 5, 1993 (U.S. Fish and Wildlife Service 1993). Oregon Western Snowy Plovers are known to winter along the coast of Oregon as well as migrate to other wintering locations, mainly in California (Lauten et al. 2001, ORNHIC unpublished data). Previous winter surveys along the Oregon coast (Oregon Department of Fish and Wildlife, unpublished data, ORNHIC unpublished data) have documented the locations of wintering Snowy Plovers. Coos Bay North Spit (CBNS) is one location where plovers are known to winter. During the winter of 2008-2009, Army Corp of Engineers (ACOE) contracted Kerr Contractors, Inc. to complete repairs on the North Jetty of the Coos River. ACOE consulted with U.S. Fish and Wildlife Service (USFWS) regarding impacts to sensitive species including Western Snowy Plover. ACOE contracted Oregon Natural Heritage Information Center (ORNHIC) to complete two Snowy Plover surveys prior to jetty repair work, two plover surveys per week during repair work, and two plover surveys post repair work to document any potential impacts to wintering plovers. In contrast to a general literature review, a narrowly focused question was targeted. The question was formulated before the review commenced and specified the subject, treatment, and outcomes of interest. The primary review question was “Does instream wood placement affect salmonid abundance, growth, survival or habitat complexity?” Publications were found with a comprehensive, documented literature search and were selected for review based on explicit inclusion criteria. Two science reviewers evaluated the selected set of publications. The reviewers considered specific criteria to assess how relevant each publication was to the primary review question. Details for each publication considered in reviewing its relevancy, including factors that might have affected study conclusions, are reported. The overall strength of reviewed evidence is summarized in a narrative synthesis. Gaps in research are highlighted. Insights are provided into the process, feasibility, and utility of systematic reviews for assessing and synthesizing the science available to support forest management decisions and policymaking. The primary review question was “Does instream wood placement affect salmonid abundance, growth, survival or habitat complexity?” Publications were found with a comprehensive, documented literature search and were selected for review based on explicit inclusion criteria. Two science reviewers evaluated the selected set of publications. The reviewers considered specific criteria to assess how relevant each publication was to the primary review question. Details for each publication considered in reviewing its relevancy, including factors that might have affected study conclusions, are reported. The overall strength of reviewed evidence is summarized in a narrative synthesis. Gaps in research are highlighted. Insights are provided into the process, feasibility, and utility of systematic reviews for assessing and synthesizing the science available to support forest management decisions and policymaking. The Workshop centered on a USGS report presented by Dr. Jim O’Connor and two scientific panels. The geomorphology panel was composed of Dr. Brian Cluer (NMFS), Dr. Pete Klingeman (OSU Department of Civil Engineering), Chris Lidstone (Lidstone and Associates) and Dr. Desiree Tullos (OSU Department of Biological and Environmental Engineering). The biological panel was composed of Todd Confer (Oregon Department of Fish and Wildlife), Dennis Halligan (Stillwater Sciences), Jim Waldvogel (Sea Grant), and Chuck Wheeler (NMFS). The report was prepared by Gail L. Achterman of the Institute for Natural Resources based upon notes taken by Amy Ewing, INR, Megan Kleibacker, Sea Grant, and several agency staff members who shared their notes. Convened by Governor Kulongoski of Oregon and former Governor Locke of Washington, the LCSG is a diverse group of local, state and federal stakeholders interested in and affected by dredge material disposal activities in the Lower Columbia River area. Stakeholders include crabbers, fishing interests, environmentalists, development interests, and local, state and federal government. The Nearshore Project group and the LCSG have requested that scientists with relevant expertise provide input about the current state of scientific understanding and research needs for topics pertinent to the Nearshore Beneficial Use Project. In response, the Institute for Natural Resources at OSU is co-hosting a Scientific Workshop to Inform the Columbia River Nearshore Beneficial Use Project. This two-day workshop is by-invitation-only. Day 1 of the workshop, which is being organized by INR, will focus on a discussion of scientific information about such topics as sediment migration, wave and current patterns, and biological communities in the project area. Day 2 of the workshop, hosted by the LCSG, will share the products from the previous day's scientific discussion--such as areas of scientific agreement, research and monitoring needed to address scientific unknowns, and key indicators for assessing impacts of a nearshore beneficial use project--with policymakers, resources practitioners, and interested stakeholders. Products and outcomes of the workshop will be used to help increase understanding about the state of knowledge and uncertainty regarding the nearshore environment and recommend effective policies and activities that will address concerns about resource protection in the area of interest.
