The near-term objective of this project is to develop an Imagery Portal that serves the 2005 half-meter orthoimagery that the State has obtained from the National Agriculture Imagery Program (NAIP) and other aerial imagery datasets. The targeted primary users for the imagery portal are Federal, State, and local agencies and institutions of higher education. Secondary users include the general public. Oregon partnered with the Institute for Natural Resources (INR) to conduct a series of workshops in rural communities across the state to identify and evaluate bio-product opportunities. The overarching goals of the project were to promote rural economic development by connecting rural communities with the technical and policy resources needed to assess and advance biobased energy and product development opportunities; and to inform the Oregon BEST research agenda related to biomass energy and biofuel products. This report focuses almost exclusively on the workshop component. To assist in meeting these goals, this project aims to understand and overcome a significant hurdle on the supply side of these emerging markets: the financing burden and risk shouldered by rural landowners who wish to invest in restoration activities. In order to accomplish these objectives, the project seeks to identify and apply financial mechanisms and institutional arrangements that enable landowners to access ecosystem services markets, a new and potentially long-term source of land and water stewardship income. The inquiry proceeds in several steps. First, the economics of ecosystem services production is explored to provide critical context for potential financing approaches. This section examines dynamics of production under a number of incentive mechanisms currently employed to produce ecosystem services and also considers how economic incentives affect policy goals. The paper next turns to the role of finance in ES production, examining project cash flows and how financing directly enables development of ES credits through on-the-ground projects. The following section considers the breadth of sources for project finance, with a particular focus on how project design and characteristics shape access to government, philanthropic, and private capital sources. With this framework established, financing tools and recommendations are explored with an emphasis on how different approaches can influence key drivers of access to project funding. Input from stakeholder and financier interviews, as well as workshop findings, are integrated throughout. A brief conclusion completes the report. Two products developed by ODF staff were the focus of this science review: The Influence of Modeled Management Scenarios on Habitat for Species of Concern (ODF, 2009a; hereafter referred to as “SOC analysis”) and the Board of Forestry State Forests Performance Measures: An Evaluation of the Achievement (ODF, 2009b). The purpose of the review and this Science Advisory Team report is to: (1) characterize the environmental, economic, and social analyses that were conducted by ODF in 2009 and discuss whether ODF analyses were consistent with best available science in each field; (2) identify and discuss gaps; (3) discuss the range of uncertainty of expected outcomes as detailed in the ODF reports; (4) present other ways to conduct analysis or think about the questions, if applicable; and (5) recommend, if necessary, performance measures for measuring environmental, economic, and social outcomes.
